SUBJECT REVISED GSIS GUIDELINES FOR AGENCY AUTHORIZED
OFFICERS (AAOs), ELECTRONIC REMITTANCE FILE (ERF)
HANDLERS AND LIAISON OFFICERS (LOs)
Pursuant to Board Resolution No. 69 _dated_11May2021_ approving Policy and Procedural
Guidelines (PPG) No. 371-21 on the Revised GSIS Guidelines for AAOs, ERF Handlers and
LOs dated 19 May 2021, the GSIS approved the following guidelines:
‘A. Types of AAO
There shall be two types of AAO as follows:
1, Principal AAO — The AAO primarily responsible for certification of loan
applications of member-employees in his or her agency.
One (1) Principal AAO shall be designated per agency rogardicss of tho number
of member-employees. However, a co-Principal AAO may additionally be
designated for agencies with 1,000 or more member-employees following the ratio.
1:1,000 (Principal AAO:Number of Member-Employees).
The Principal AAO shall certiy the loan application of his or her co-Principal AAO
and vice versa
2. Alternate AAO - The AAO additionally designated by an agency with less than
7,000 member-employees who assumes the functions and responsibilities of he
Principal AAO when he or she is net available and who acts as the loan approver
if his or her Principal AAO applies for 3 loan.
Both types of AAO are likewise responsible for providing GSIS updates on member
records.
Responsibilities of an AAO
‘The AAO shall be responsible for performing functions based on the type of his or her
designation
1. Principal AAO. The Principal AAO shall be tasked to
a. Certify the loan applications of members in his or her agency as to the following:
1) That the net take home pay of the member is sufficient to cover the regular
monthly amortization of the loan applied for and is within the minimum nettake nome pay required by the General Appropriations Act after all monthly
obligations have been deducted;
2) That the loan borrower is in active service in his or her agency and not on
leave of absence without pay;
3) That the loan borrower has no pending administrative and/or criminal
charge against him or her (for applicable loan windows of the GSIS in
accordance with existing policies).
Undertake the following actions:
1) That the loan monthly amorization shall be deducted from the borrower's,
monthly salary;
2) That in case the loan borrower is subsequently separated from the service,
the agency shall make the final payment to him or her only after clearance
is obtained from the GSIS; and
3) That the information supplied by the loan borrower is true and correct based
on the records of the agency
Coordinate with the ERF Handlers on the following:
1) _limely aeauction of ne montnly amortization due on the loans certified or
approved;
2) Changes in the membership records submitted to GSIS are duly reflected
in the next goncrated remittance file; and
3) Exception reports generated through the Electronic Billing and Collection
‘System (@BCS) are addressed and the appropriate membership updating
forms are prepared and transmitted to GSIS before the following month’s
remittance.
Promptly transmit electronically to the GSIS all membership updating request-
forms (Membership Updating Forms A, B, C, D and E) prepared by the
agency's authorized Human Resource personnel:
