1. Define Taxation.

- It is a compulsory payment to the government by a taxpayer without any

expectation of some specified return.

2. Explain the Purpose of Taxation?

- The purpose of taxation is to raise the revenue to pay for the services and

income support the community needs. Public revenues should be adequate for

that purpose.

Quiz:

1. What are the inherent powers of the state?

- States have three inherent powers: the power of taxation, police power and the

power of eminent domain.

2. Give at least 5 constitutional limitations of taxation power.

Purpose – Raising of funds through taxes may be used for public purpose only.
Territoriality – The state may only tax persons and property under its territorial
power.
Double Taxation – No property shall be taxed twice by the state for the same
reason.
Exemption – Agencies of the government are tax exempt.

Non-delegation – The power to tax by the legislative body may not be delegated
