1. BIDDING OF PROJECTS UNDER THE GOVERNMENT PROCUREMENT REFORM ACT.

Before, GPRA procurement process was not cumbersome, inconsistent, and plagued with
corruption, there was no transparency, check and balance. In 2003 the “Government
Procurement Reform Act” or GPRA was enacted to create a uniform system of procurement
across all government agencies and to adhere to international standards. Also “Government
Procurement Policy Board was establish to encourage the Civil Society Organizations to be
vigilant and participative. The principles of GPRA is competition, transparency, efficiency,
accountability, and openness in government contracting. Procurement processes makes more
efficient and help bidder know what rules to follow which creates stability and predictability in
government contracting. This reform act helps restore the public trust and confidence to the
Government public financial management because of transparency and competitive. The
efficiency and transparency that GPRA able to showcase which greatly help speed up the
government contracting with no legal issues in which the said project is for the benefits of all
the Filipino people. The greatest thing that GPRA do is that it helps the said government
contracting be successful. In building the said government project in partnership to contract
party in which this reform act also help to choose the very competitive bidder that is suitable for
the said project. There are procedures and steps to follow in the said Government procurement
reform act. And these are the following procedures: 1. Procurement planning – they plan early
on the said project/programs for next year or this year. What agencies do is they conduct cost-
benefit analysis, feasibility study, market study (which will be basis to determine if there is a
justifiable need for a specific project). Next is 2. Project Procurement Management Plan – this
contain the technical specifications, scope of work, terms of reference, and approved budget for
the contract (ABC). There are requirement that you need to compile in order to participate the
said bidding government project especially the “Bidding Documents”. After completed the
requirements, it will be posted in invitation to bids in PHILGEPS website in procuring entity and
also posted in conspicuous places. Third step will be 3. Pre-bid Conference – in order to clarify
the things requirement, terms and conditions, and specifications, for the bidders who would like
to join the said bidding government project. Next step will be 4. The Opening of Bids- a time and
date as specified in the bidding documents. The Birds and Awards Committee (BAC) will examine
the technical components of the bids using pass/fail criteria. For the bids that passed, the
financial proposal will be examined next. The bids will be arranged according to the proposed
cost start from the lowest to highest cost of bid. Smallest bid is called (Lowest Calculated Bid
(LCB)) the said requirement must be passed in terms of legal, technical, financial which will
undergo to post qualification process. If the first lowest bid will be failed then the 2 nd lowest will
be the next and if it qualify all the post-qualification stage then it will now be called (Lowest
Calculated and Responsive Bid). And the specific person will be given a notice of award contract,
after the procurement then the next will be implementation of the project if it pass on the said
schedule and it must be good quality. The process of procurement is indeed painstaking because
it involves public funds but its result is excellent in terms of the successful result of the
government contracting.
