The project “Upgrading & Improvement of Municipal Road at Brgy” was bidded on March
19, 2019 held at the Municipal Conference Room at 2:00 o’clock in the afternoon. There was only
one bidder who submitted bid namely and was found to be substantially complying. On the post
qualification stage, the BAC Technical Working Group declared as a responsive bidder with a Bid
Price of Php 992,084.17.

The contract was awarded to on March 27, 2019 and the date of Notice to Proceed is April
05, 2019.

Based on the design, the project will start after the completion of a project which is the
“Opening of Roads at Townsite Subdivision, Poblacion, ,” with a contract amount of Php
981,459.49, but, the date of its Notice to Proceed is the same as the above said project which is
April 05, 2019. The Upgrading & Improvement of Municipal Road did not proceed after the issuance
of Notice to Proceed.

Later, this office found out that open canal cover within Brgy. is the main purpose of the
project which is not included on the approved Program of Works. See attached Project Statement.

Since the project did not commence, and has no disbursement, the Municipal Engineering
Office strongly recommends the termination of the contract and revision of the approved Program
of Works that will include concrete canal cover.
