The Embassy of the United States of America presents its compliments to the Ministry of
Foreign Relations of the Republic of Colombia and has the honor to request the extradition of
Álvaro Fredy CÓRDOBA RUIZ (CÓRDOBA RUIZ), a Colombian national, in accordance with
Article 35 of the Constitution of Colombia of 1991, as amended by the Extradition Reform Act
which entered into force on December 17, 1997, the applicable procedural criminal legislation
regarding extradition, relevant treaties to which the United States and Colombia are both party,
and applicable principles of international law. The Embassy also requests the seizure of all
articles, including electronic data storage devices such as telephones, computers and hard drives;
property; and/or funds in the possession or constructive possession of the fugitive at the time of
arrest, so they may be surrendered with the fugitive upon his extradition to the United States.
CÓRDOBA RUIZ is the subject of Embassy Diplomatic Note No. 0129, dated January 31, 2022,
CÓRDOBA RUIZ is wanted to stand trial in the United States for drug trafficking,
firearms and conspiracy related offenses. He is the subject of an Indictment in Case No. 22

CRIM 121, filed on February 24, 2022, in the United States District Court for the Southern
--Count One: Conspiracy to import five kilograms or more of cocaine into the United
States; to manufacture, distribute, and possess with intent to distribute five kilograms or more of
cocaine, intending, knowing, and having reasonable cause to believe that the cocaine would be
unlawfully imported into the United States; and to manufacture, distribute, and possess with
intent to distribute five kilograms or more of cocaine on board an aircraft registered in the United
States, in violation of Title 21, United States Code, Sections 952(a), 959, 960 and 963; and Title
device, during and in relation to a drug trafficking crime; possessing a firearm, including a
machinegun or destructive device, in furtherance of a drug trafficking crime, and aiding and
abetting the same, in violation of Title 18, United States Code, Sections 924(c), 3238 and 2; and

Cocaine is a Schedule II controlled substance, pursuant to Title 21, United States Code,
Section 812.
On February 24, 2022, based on the charges in the Indictment, the United States District
Court for the Southern District of New York issued a warrant for the arrest of CÓRDOBA RUIZ.
(DTO) who was interested in developing narcotics contacts in Colombia. Beginning in or about
July 2021, the CS participated in in-person meetings and lawfully recorded phone calls and text
messages with three Colombian nationals to facilitate the DTO’s purchase of large quantities of
cocaine in Colombia and Venezuela and the subsequent shipment of the cocaine to Mexico for
ultimate distribution in the United States. In a lawfully recorded meeting between the CS and the
three Colombian nationals on September 3, 2021, they discussed a source of supply that could
produce up to 8,000 kilograms of cocaine every four months, the purity and price of the cocaine,
and the logistics of using the aircraft to transport the cocaine to Mexico. They also discussed
plans to provide a five-kilogram cocaine sample to the CS. On or about December 17, 2021, the
three Colombian nationals and the CS met again. During this lawfully recorded meeting, one of
the Colombian nationals told the CS that he had spoken directly with members of the Fuerzas
Armadas Revolucionarias de Colombia (FARC), their source of cocaine. They told the CS that

the FARC had routes and trucks that could be used to transport the cocaine, as well as resources
in Mexico. The FARC was expected to provide armed protection for the cocaine shipments. In
response to a question from the CS about security for the cocaine shipments, they told the CS
that the FARC camp that would be involved had at least 300 men who were “armed to the teeth”
CÓRDOBA RUIZ is one of the three Colombian Nationals who participated in the
meetings with the CS described above. On December 17, 2021, the CS, CÓRDOBA RUIZ, and
another of the three Colombian nationals traveled to a farm where an unidentified male gave the
CS the planned sample of approximately five kilograms of cocaine. Later that day, an undercover
law enforcement official posing as an associate of the CS gave the CS a bag with US$15,000 in
it. The CS counted the money with CÓRDOBA RUIZ and the other Colombian national and
