The Bidder is required to prepare the Financial Proposal in an envelope separate from the rest of the RFQ as
indicated in the Instruction to Proposers.
In preparing the Commercial Proposal, proposers are expected to take into account the requirements and
conditions outlined in this RFQ document. As described in Annex C (Evaluation Criteria), the Commercial Proposal
shall consist of the Summary of Costs, Price Component and a Contractual Component. Bidders must submit their
Commercial proposals in the similar format as per below table.
The UN will not be responsible for errors in reproducing the table. Commercial evaluation will include checking for
arithmetical, multiplication and summation errors.
Prices should be “all-inclusive” (admin, security, travel, insurance, warranty, etc.). No additional payments or
expenses will be considered by UNESCAP.

Evaluation:
Among technically acceptable firms, criteria for this section will be based on the ‘Best Value for Money (BVM); total
lump sums will be compared and the company scoring the highest aggregate technical and commercial score will
be awarded the contract.
