Republic of the Philippines ) OFFICE OF THE CITY MAYOR General Santos City EXECUTIVE ORDER NO. {2 Series of 2020 AN EXECUTIVE ORDER RESTRICTING NON-ESSENTI ‘AVE IN THE CITY OF GENERAI, SANTOS UNDER MODIIII:D GENERAL COMMUNITY QUARANTINE (MGCQ) FOLLOWING THE SUSPECTED CASES OF COVID-19 LOCAL ‘TRANSMISSIONS, AMPLII'YING THEREFORE EXECUTIVE ORDER NO. 41 SERIES OF 2020 AND OTHER PURPOSES WHEREAS, the 1987 Philippine Constitution mandates that the State shall protect and ‘promote the right to health of the people; WHEREAS, Presidential Proclamation 929 has been issued by President Rodrigo Duterte declaring a State of Calamity throughout the Philippines; WHEREAS, following such presidential proclamations several community quarantine ‘measures were implemented in the city upon pertinent issuances of the national IATF, the latest of which placed the city under MGCQ: WHEREAS, despite stringent health protocols being implemented both hy the national government and local government units, cases of infected people in the country have continue to rise, where in the case of the City of General Santos and its neighboring provinces and towns, these rise of cases were first caused mainly by the inlTus of locally stranded individuals (LSIs) coming home to their respective residences from other areas where local transmission cases ate very alarming; WHEREAS, just these recent, confirmed cases of COVID-19 local transmissions from neighboring and adjacent provinces and towns were reported and just this recent also suspected ‘cases of these local transmissions in the city were reported; WHEREAS, due to these recent developments, General Santos City, being the Transport and Food Hub, and most importantly being the center of ‘Trade and economy in this part of Southern Mindanao, is under threat und placed at high-risk; WIEREAS, not only that there is not enough number of testing kits due to its very limited provision by the DOL, that DOH made GenSan share with Sarangani Province these very essential ond limited testing kits, the city also fas no enough facilites to cater to such eventuality should the dreaded surge of COVID-19 cases will take place in the city just like in Metro Manila and Cebu so much so that its neighbor Sarangani Province is dependent on these medical facilities in city; WHEREAS, due to increasing COVID-19 local transmissions cases in the neighboring, and adjacent provinces and towns, patients from South Cotabato are now being admitted in most 2 and 3" level private hospitals of the city which due to such increase some of these hospitals catering to serious ones have alreudy refused admission of new patients due to lack of available testing kits; JEREAS, with the series of lockdowns being implemented in various Barangays of the city due to suspected cases of COVID-19 local transmissions with more reasons that the city's constituents are in need of the services of these hospitals, hence the need to close the city's ‘borders to certain activities on n certain period and regulate the movements of its people in order to break the chain of virus infection; WHEREAS, the Province of South Cotabato alreacly issued its Executive Order ordering. border closure in its effort to break the chain of COVID-19 infection; HEREAS, Section 2, 2™' par, of EO 112 issued by the President of the Republic on April 30, 2020, authorized the mayors of cities and municipalities to impose, lift or extend FCQ in barangays, upon the concurrence of the relevunt regional counterpart body of the [AT WHEREAS, the city’s IATE in a meeting via zoom applications on August 23, 2020 at 2:00 pam. recommended for measures and issuance of policies incorporating said measures 50 a8. to contain the spread of the contagion in the city and to preserved the available health facilities of Ade city so that these facilities and our health professionals will not be overwhelmed; WHEREAS, Scclion 16 of the Local Government Code of 1991 provides that “every local government unit shall exercise the powers expressly granted, those necessasily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective ‘governance, and those which are essential tothe promotion of the general welfare.” NOW THEREFORE, 1, RONNEL CHUA RIVERA, City Mayor of the City of General Santos, by viriue of the powers vested in me by Inw, do hereby order as follows: SECTION 1. POLICY STATEMENT — So as to contain the spread of the dreaded virus to the city’s constinients, it is the policy of General Santos City to ban the non-essential travel effective upon issuance hereof, For this purposc, all constituents of the City are advised to siricily stay inside their respective homes except for froniliners and essential workers. As much as possible only one person per household shall be allowed to buy food, medicine und other essential items necessary for survival. Individuals helow 21 years old or 60 years and above and/or those with comorbidities stall continue to he not allowed to go outside of residences, unless. in the case of the latter, to buy essential goods and services or to report for work being, ‘essential workers, SECTION 2. No TAPAT updated registration and/or negative COVID-19 RT-PCR test results, no ‘enlry to General Santos City; Except in the cases of LSIs and returning residents via mercy or sweeper fights who are subjected to mandatory quarantine upon arrival in the ity. any individual who insists on entering, the city in violation of any of the foregoing protacols shall be subjected to twenty-one (21) days Quarantine and shall not be allowed to leave the city unless he/she has finished the said ‘quarantine period. ‘As the city shall close all its borders on the stated period to contain the spread of the virus, private companies located in the General Sontos City whose employees are non-residents of the city and vice versa, are advised either to house their employees in the city or require them to work from home during said period at their option. SECTION 3. PUBLIC TRANSPORTATION ~ On account of border lockdown to be effective 12:00 midnight of August 27, 2020 through 12:00 midnight of September 13, 2020 to contain the importation COVID-19 which may cause its local transmission in the city, special permits to public transport from other parts of the region and those interzonal public transport, from other regions are suspended for the duration of the border lockdown, Public transportation in the city shall be ullowed, provided that only the PUVs authorized by LTFRB to ply the allowed 14 routes shall be allowed to cross and enter the clusters, Motorized trieycles shall be allowed to ferry passengers only within their respective clusters. SECTION 4. (@)_ Other conditions ~ (1) Whenever allowed to travel within the city, all vehicle rivers and passengers shall stricly observe and implement the following: 8. SECTION 5. SUSPENSION OF FACE-TO-FACE CLASSES - | issuance hereof until September 13, 2020, all elasses of all levels of educational institutions requiring face-to-face interactions between students and teachers, including teachers and parents for the distribution of modules, are suspended. SECTION 7, LOCKDOWN OR BAN ON THE USE OF EQ PASS ON SUNDAYS ~So as to contain the spread of the virus, effective upon the issuance of this Order up to 12:00 midnight of September 13, 2020, the use of EQ Pass on Sundays shall be banned, which means that all residents are required to stay at home with the exception of the following: a) COVID 19 front-liners; b) Pharmacy staffs; ©) Members of the PNP, JTF- Gensan and the volunteers of the Barangay Covid Control Points; 4) CSWDO QRTATF/Incident Management Team members; ©) Essential workers; f) Food deliveries 8) Priests/Pastors/Imams and their assistants (maximum of 10 persons) who will conduct church mass, service or religious activity; by Church goers but within their respective clusters only: provided, that th attendants shall not exceed fi cent capacity of the church building where the chureh mass, service oF rel ity is to be held pursuant to existing national guidelines on religious mass gatherings: provided finally, that the usual health Protocols are observed and implemented during the conduct of such religious activities; and church i) Those with medical and emergeney reasons; SECTION 8. Business establishments arc mandated to require the presentation of EQP by individuals before they shall be allowed to enter their premises and make ‘transactions. Instead of EQP, essential warkers need only to present their valid company or agency ID, which companies or agencies are located in General Santos City, instead of the required EQ? ‘when passing these control points or entering these establishments. SECTION 10. MARKET DAYS — So as to give all constituents of the city equal ‘opportunity and free access to malls, supermarkets, central public market, ‘Baysakan’ and other establishments to provide themselves essential supplics and services and do other transactions, each Cluster is hereby provided a designated Market Day which are as follows: SCHEDULED | CLUSTERS BARANGAYS INCLUDED MARKET DAYS | COVERED Monday & Thursday | 1,243 | Apopong, Calumpang, Fatima, Labangal, ‘San Jose, Siguel, Sinawal & Tumbler. Malls, Supermarkets, groceries and public markets shall ensure that only persons with allowed Barangay EQPs based on the above schedules will be allowed to enter their Cstablishments to buy essentials. SECTION 11. PROHIBITED ACTIVITIES — In line with the existing national Buidelines und view of the recent reports of COVID-19 local transmissions in neighboring towns and suspected cases in the city itself, the following actvitios are not allowed: Amusements and Gaming; Gymv/Fitness Studious; Entertainment Industries (cinemus, disco/karuoke bars, pubs, nightclubs); Children’s Amusements Industries. epee Other indoor and outdoor non-contact sports activities as are allowed in the latest national guidelines shall continue to he allowed in the City of General Santos: provided, that the ‘minimum health protocols are observed such as but not limited to frequent land washing with ‘soap or alcohol, wearing of faccmask and face shield and social distancing: provided finaly, that such indoor and outdoor non-contact sports are conducted only within the respective cluster of the participants during the duration of the border lockdown, SECTION 12, UNINTERRUPTED GOVERNMENT SERVICE - Government work shall continue in order to provide necessary service for the City's constituents, provided the inimum health prowcols ure observed and implemented in the place of work such as but not limited to frequent hand washing with soap or alcohol. wearing of facemask, checking of body temperature, footbath and social distancing. Work arrangements pursuant to existing CSC regulations may be resorted to as the need arise. SECTION 13. SECURITY AND CHECKPOINTS ~ As required in EO 41 Series of 2020, PNP/ITF Checkpoints in the major entry points in GenSan shall be manned 24/7, The entry of both light and regular vessels at the seaport of GenSan or any other port be it private or public shall be strictly und continuously monitored by the Philippine Coast Guard (PCG) and the Bureau of Quarantine Complisnce by those allowed to enter the city border to the requirement of prior and updated registration on TAPATT applications of the city shall be strictly checked and monitored at all borders of the city, be it land, sea or air, via the Gensan TAPAT QR Code reader to be provided for this purpose at all border checkpoints. This means No TAPAT compliance, No Eniry to GenSan, The usual health protocols at the borders against COVIDD-19 shall continue to ‘be implemented. Scoutity personnel manning these horders shall see to it that despite foregoing the requirements, the traffic of goods and services shall remain unhampered without prejudice to the issued EO on the prevention of entrance to the city of the African Swine Flu (ASF). The PNP/ITF, PCG and the Bureau of Quarantine are hereby mandated to provide the Office of the City Mayor, within 24 hours from issuance hereof, their plan's and strategies for the full implementation of this Executive Order. SECTION 14. BARANGAY COVID CONTROL POINTS/FORCE - The established Barangay Covid Control Force (BCCF) in each Purok of the Barangays shall function as follows: 1. Conduct contact tracing with the help of the RHU and the BHERTs with all persons with known exposure to COVID-19; 2 Man all physical Purok barriers as allowed by the barangays, PNP, Purok, homeowners association; 3. Record all persons who arrive at their jurisdiction who are new to the Purok, as the ‘case may be, and submit their records as proof of their service 4. Ensure that all elose COVID-19 contacts are observing the quarantine protocols of the City; 5. Ensure that all returning residents who were released from city quarantine facilities shall remain in their homes to finish Une 21 day quarantine protocol, and report o the PND, RIIU and Barangay for any breaches thereat; 6. Monitor, together with the RHUs and the BHERTS the suspect, probable and confirmed cases of their AOR; 7. Report to their arcas in u 3-shift period as arranged hy the individual barangays, in consultation with the PNP; 8. Participate in the continuing contact tracing training as conducted by the TAPAT Team and the RHUs and/or the PN! 1. Assist in the continuing information campaigns for wearing of face mask, sacial distancing, wearing of face shicld, good physical hygiene to their respective puroks; 10. In the cases of zonal lockdowas in their AOR, shall ensure that the lockdown implemented is strictly followed; U1. Continue to help in contuct tracing and monitoring of movements of people in theit respective areas of jurisdiction, For this purpose, BCCF shall identify and manage 247 the Barangay Covid Control Poinw’s (BCCP) in their respective orca of Jurisdiction. The putting up of BCCPs shall be with coordinatiowassistance with PNP: provided, that no public roads shall be closed: provided finally. that no BCCP shall be put up on national ronds and highways without proper coordination and authority from the PNP; and 14, Subject to existing laws, BCCF shall regulate the movements of people in infected areas and may require information from residents for COVID-19 contact tracing purposes. CTION 15. ESTABLISHMENT OF BARANGAY INCIDENT MANAGEMENT ‘TEAM (IL-IMT) AND OPERATION CENTER - In order to properly and promptly respond to ‘emergency si ins duc to COVID-19 pandemic, itis hereby mandated for every Barangay to ‘come up and establish their own Barangay Incident Management Team (B-IM1) and Operation Center. The B-IMT shall be composed of the Contact Tracing Team and Protection Team which sespective compositions are as follows: ‘A. Contact Tracing Team to be composed of the following: RHU~ Medical Head PNP Investigators — Case Investigation Head 3. BITWs 4. BHERTs of the purok/s of patient 5. CLUSTERING OF INCIDENTS IN BARANGAYS ~ Upon receipt of reports and identification of COVID-19 incidents. the Rarangay concer shall immediately implement zonal clustering of critical area affected into FCQ or MECQ. Thereby the Burungay's Quarantine/Isolation centers shall be opened, As much as possible quarantine of infected or ‘exposed residents shull be in these Rarangay facilities and home quarantine shall be only resorted to for secondary or other levels, wito were not the close contacts of exposures, provided the interactions in the household shall at all times be regulated and monitored, SECTION 17. BARANGAY QUARANTINF/ISOLATION CENTERS - Each Barangay is hereby required to identify, designate and establish its own quarantin centers/facilitics which as much as possible far from residences in the Barany purpose, as the need arise, 1 MOA should be entered into with the Department of the use of school buildings and premises as Barangay COVID-19 Quarantine/Isolation Center. SECTION 18. HEALTH PROTOCOLS — The usual health protocols in place whenever in public places shall continue to be implemented in the city, such as but not limited to mandatory wearing of facemasks and face shield, frequent hand washing with soap or alcohol, social distancing, body temperature checking, footbath, etc. SECTION 19. REPEALING CLAUSE - All orders, issuances, and memoranda issued inconsistent herewith are deemed superseded, cancelled, and/or revoked; SECTION 20. SEPARABILSTY CLAUSE - If any provision or parts hereof is held invalid or unconstitutional, the remainder of this order not otherwise affected shall remain in full force and effect; SECTION 21, EFFECTIVITY - This Exccutive Order shall take effect immediately ‘upon issuance.
