Comparing governments encompass many aspects to begin with, it cannot be analyzed with one

certain factor as to why one differs from the other. This paper will thoroughly and completely
analyze the People’s Republic of China in four different levels: (1) its political culture; (2) Its
government including the officials seated; (3) how interests are articulated and aggregated
towards the population, and; (4) What and how its policies, may it be domestic or foreign, are
implemented. This paper seeks to answer the following questions: How did the political culture
of China contributed to the creation of the Communist Party of China? How does being a
Communist State play a role in the building of legitimacy in the Chinese government? Where
does the power lie in China? Is it dispersed or concentrated? What are the factors that attributed
to the accountability of the CPC in Chinese policy making? How effective is the system given by
the government to the civil society in terms of articulating the people’s interest? Is interest
aggregation in China targeted to the benefit of the people or solely for the advancement of the
higher elite? What are the factors accounted to the policy changes in China? Why is China
behaving in a certain attitude where other states perceive it as aggressiveness. Most Importantly,
this paper will show empirically how unique China is and why it came to be where it is now
today.
