Purposive Communication
We are required to conduct an interview with one of the barangay leaders on our
selected subject matter. The interviewee is Barangay Chairman Erlinda Bolos of
Barangay Upper Bayao, Tukuran, Zambo. Sur. The Topic that we tackle is about
DISASTER PREPAREDNESS AND MITIGATION PLAN.
I ask the interviewee if filming/recording the interview is okay with her. The interviewee
responds that not filming the interview will be more comfortable for her. Instead, she
asked if it was acceptable if I simply needed to jot down her responses.
Question 4. How can we reduce the risk brought about by disasters we can
reduce the risk?
Response: “The Year project emphasizes mitigation, or steps taken to minimize
or lessen the risk of natural hazards to life, property, social and economic
activities, and natural resources. Natural disasters can be mitigated by
community awareness, education, preparedness, and prediction and warning
systems. However, to prevent or decrease real harm from dangers, mitigation
measures such as zoning, land-use policies, and construction rules are required.
Planning and zoning rules, for example, can help save money on construction
while also reducing the loss of life and damage to property and natural resources
in landslide and flood-prone regions. Post-disaster studies continue to show that
community investment in disaster mitigation pays off big time when a disaster
strikes.”
(Ang proyekto sa Tuig naghatag og gibug-aton sa pagpagaan, o mga
lakang nga gihimo aron maminusan o maminusan ang peligro sa natural
nga mga peligro sa kinabuhi, kabtangan, sosyal ug ekonomikanhon nga

Question 5: What should be done to avoid another disaster of the same nature to
happen?
Response: “Despite increasing vulnerability to natural disasters, many
communities resist adopting mitigation programs. The barriers are economic,
social, and political, and mitigation is often perceived as restrictive, costly, and
incompatible with the community's economic development goals. Mitigation may
involve solutions that are technically sound but politically unpopular. In this
context, elected officials are often reluctant to pursue mitigation programs
vigorously. Progress toward adoption of mitigation practices will require
community commitment, recognition of constraints and barriers, and innovative
solutions. Flood-prone areas, for example, could be incorporated into community-
enhancing open space, wildlife and recreation attractions, or hiking and physical
fitness trails. New awareness and education programs need to be developed to
foster incorporation of the lessons learned from disasters and the findings from
social research into mitigation practice. Mitigation initiatives, above all, need to
involve the key groups that participate in developing, adopting, implementing,
and enforcing mitigation — public officials, finance and insurance specialists,
engineers, planners and architects, civic groups, marketing specialists,
educators, and researchers. To be effective, mitigation requires a
multidisciplinary team approach free from domination by any one special interest
group; each discipline has a role and contribution to make. Close communication
and coordination among researchers, practitioners, and policymakers increase
the likelihood that effective mitigation programs will be implemented.”

Conclusion/Reflection/Realization:
Around the world, disasters and catastrophes are on the rise. With the progress
of technology, learning information and using it in the realm of action is today
considered as the only viable strategy to avert calamities or mitigate their
impacts. The purpose of this study was to examine the value of education and
the impact of various educational techniques on disaster risk reduction and
preparedness in vulnerable populations. Disaster education aims to provide
knowledge among individuals and groups to take actions to reduce their
vulnerability to disasters. During the last decades, the issue that trained people
can be prepared for disasters and responding well has been extensively
investigated. Based on the results, disaster education is a functional, operational,
and cost-effective tool for risk management. Based on some evidence, it is
important for vulnerable people to learn about disasters. There are different
methods to educate vulnerable people, but no method is better than others.
Trained people can better protect themselves and others. In this regard, planning
and designing comprehensive educational programs are necessary for people to
face disasters.
