Re: Parking for Kingstonian

Dear Ms. Cahill:

We are providing this information in support of a partial waiver of parking requirement for the
Kingstonian. The City of Kingston zoning code requires 331 spaces for this facility, as summarized
below:

1. The attached Exhibit Map illustrates parking available at the Kingstonian Project (427 spaces),
and the Kingston Plaza(areas on the west end and east end if the Plaza site).

2. The Kingston Plaza includes 1665 total spaces (a portion being reconstructed this year at the
Dutch Village end of the site). The zoning requirement for the Plaza is 1062, leaving 603 spaces in
excess of current zoning standards. Two areas are identified as available overflow parking,
223 spaces on the west end and 176 spaces on the east end. These spaces will also be available
during the construction period.
3. In addition, there is other available public and quasi-public parking within 400 feet of the
project. This includes the lot on North Front Street and the Kingstonian Parking Garage, 277
spaces which are allocated to the general public.

4. The exhibit map also illustrates the pedestrian pathways in and around both the project and the
Kingston Plaza, as requested by the UC Planning Board.

5. The exhibit map also identifies a staging area in the plaza, outside of the baseball field fence
line, on the east end of the Plaza. This area is for storage of materials and construction
equipment during the duration of the project construction.

6. In addition, the parking garage for the Kingstonian will be “privately owned and operated” and
this facility will be “available for the life of the project”[See sections 405-33H(1) and 405-33H(3) of
the City of Kingston Zoning Law.]

7. Finally, it is the applicants position that a parking waiver is not actually necessary, inasmuch as
the Kingstonian is providing the required number of spaces, as well as 96 additional spaced on
site, as part of the project related parking garage. This garage will be available to the public.
Accordingly, this waiver request is further being made in order to buttress the administrative
record since the project opponents will likely commence yet additional legal proceeding in the
future.
