SUBJECT : Appropriateness of the Police Officer
Eligibility for Appointment to First and
Second Level Positions
Pursuant to CSC Resolution No. 001631 dated July 11, 2000, eligibilties
resulting from passing the Police Officer examination conducted by the
Civil Service Commission on July 5, 1998 and thereafter shall be
appropriate for appointment to non-uniformed positions in the PNP
and to other first and second level positions in the government not
covered by special laws provided that appointees thereto meet the other
requirements of the positions.
This Memorandum Circular takes effect immediately.

WHEREAS, Section 2. (2) of lem D (THE CIVIL SERVICE COMMISSION)

Civil service shail be made only according lo merit and fitness to be
determined, as far as praclicable, and, oxcepi io positions which
are policy-determining, primarily confidential, or highly techniccl, by
competitive examination:
WHEREAS, the Civil Seivice Commission is empowared under Seciion
12 Chapler 3, Book V of tne Administative Code of 1947 10

guidelines to promote merit and fitness in recruitment and sei

appointed os officer or member of the PNP unless he or she
possesses a formal baccalaureate degiee from a recognized
institution of learning:
WHEREAS, in accordance with the aboveciled requiement of RA
8551 on July 5, 1998, the Civil Service Commision conducted a
Police Officer Examination wherein ihe requromenis for admission
include, among other things, the applicant's possession of a
formal baccalaureate degree trom a recognized inslitution of
