Assignment I Discussion Questions (10 points each)

1. Discuss in thoroughly the various legal aspects of electronic commerce and the different
domestic and international efforts made to address the issues. You are expected to
critically analyze at least four/five issues and the domestic laws or global initiatives on
which they have been addressed.

2. Critically discuss the main legal issues involved in the taxation of e-commerce, and the
different local and global efforts made to address these issues. Please evaluate the
existing legal framework governing taxation when it applies in the context of e-
commerce.

Assignment II - Legal Brief and Analysis (20 points each)

1. Review the Electronic Transaction Proclamation of Ethiopia, E-Signature


Proclamation on the one hand and the Digital Strategy of Ethiopia 2025 for Inclusive
Prosperity as enacted by the Ethiopian Council of Ministers on the other hand.

2. Review the NBE Payment Instrument Issuers and Payment System Operators
Directives in the one hand and National Digital Payments Strategy 2021-2022 of
Ethiopia on the other hand.

In this part you are expected to


• Analyze in detail each of the laws and strategies;
• Compare and contrast the laws with the strategies and put forward any point of inconsistency;
• Recommend what further actions to be taken for the betterment of the system.
