का.जन.आ. 4(अ).— सुिासन के जलए आधार अजधप्रमाणन (सामाजिक कल्याण, नवाचार, ज्ञान) जनयमावली,
2020 के जनयम 5 के साथ पठित आधार (जवत्तीय और अन्य सहाजयदकयों, प्रसुजवधाओं और सेवाओं का लजक्षत पठरिान)
अजधजनयम, 2016 (यथासंिोजधत) की धारा 4 की उप-धारा (4) के खंड (ख) के उप-खंड (ii) के अनुसरण में कें द्रीय सरकार
द्वारा रक्षा मंत्रालय को प्राजधकृ त दकए िाने के बाि रक्षा मंत्रालय अजधसूजचत करता है दक नीचे दिए गए प्रयोिनों के जलए
'ई छावनी' पठरयोिना के जलए रक्षा संपिा महाजनिेिालय को, स्ट्वैजछछक आधार पर, आधार प्रमाणीकरण जनष्पािन हेतु
अनुज्ञा प्रिान करता है :
(i) ऑनलाइन लोक जिकायत को िूर करना ;

(ii) व्यापार अनुज्ञजियों का िारी दकया िाना और नवीनीकरण ;

(iii) भवन जनमाचण योिनाओं के आवेिनों पर कायचवाही ;
(iv) रक्षा संपिा महाजनिेिालय, रक्षा मंत्रालय के अंतगचत अजतजथ गृहों, सामुिाजयक के न्द्रों और इसी तरह की संपजत्तयों
की बुककं ग ;
(v) रक्षा संपिा महाजनिेिालय, रक्षा मंत्रालय क्षेत्र के अंतगचत आने वाली जवजभन्न सेवाओं के जलए करों, फीस और इसी
तरह की भाठरतों का ऑनलाइन भुगतान ;

(vi) पट्टा नवीनीकरण और जवस्ट्तार के जलए आवेिनों पर कायचवाही ;

(vii) संपजत्त कर का जनधाचरण
रक्षा संपिा महाजनिेिालय के न्द्रीय सरकार द्वारा अजधकजथत आधार अजधप्रमाणन के उपयोग से संबंजधत दििा-
जनिेिों का पालन करे गा ।

S.R.O. 4(E).—In pursuance of sub-clause (ii) of clause (b) of sub-section (4) of section 4 of the Aadhaar
(Targeted Delivery of Financial and Other Subsidies, Benefits and Services) Act, 2016 (as amended) read with rule 5
of the Aadhaar Authentication for Good Governance (Social Welfare, Innovation, Knowledge) Rules, 2020, the
Ministry of Defence, having been authorised by the Central Government, hereby notifies that the Directorate General
of Defence Estates is allowed to perform Aadhaar authentication, on voluntary basis, for ‘echhawani’ project for the
purposes given below:-
(i) Online Public Grievance Redressal;
(ii) Issue and renewals of Trade Licences;
(iii) Processing of applications of Building Plans;
(iv) Booking of guest houses, community centre and similar properties under the Directorate General of
Defence Estates, Ministry of Defence;
(v) Online payment of taxes, fee and similar charges for various services falling under purview of the
Directorate General of Defence Estates, Ministry of Defence;
(vi) Processing of applications for Lease renewal and extension;
(vii) Assessment of property tax.
The Directorate General of Defence Estates shall adhere to the guidelines with respect to use of Aadhaar
authentication as laid down by the Central Government.

सजससडी, लाभ और सेिा का लजित जितरण) (इसके बाद "उक्त अजधजनयम" के रूप में संदर्भभत) के तहत स्ट्िैजछिक आधार
पर प्रमाणीकरण करने की अनुमजत देता है , इस तरह के उद्देश्य के जलए, प्राजधकरण के साथ कें द्र सरकार के रूप में, और
राज्य के जहत में, जलख सकते हैं
िबदक इस तरह के उद्देश्य के जलए भारत सरकार ने आधार प्रमाणीकरण हेतु सुिासन (समाि कल्याण, निाचार
ज्ञान) जनयम , 2020 तैयार दकया है, जिसमें स्ट्िैजछिक आधार पर आधार प्रमाणीकरण के जलए उद्देश्य और स्ट्िैजछिक आधार
पर आधार का उपयोग करने की अनुमजत लेने के जलए प्रदिया का पालन दकया िाएगा।
िबदक भारत सरकार के ददनांक 17 फरिरी 2021 के कायाचलय ज्ञापन संख्या 13 (2) / 2020-EG-II (Vol-8) के
अनुसार सिम प्राजधकारी ने जनम्नजलजखत उद्देश्य के जलए आधार प्रमाणीकरण के उपयोग की अनुमजत दे दी है:

NOTIFICATION
New Delhi, the 18th March 2021
F. No. M/92/2021-ASD.—Under section 4(4)(b)(ii) of the Central Aadhaar (Targeted delivery of
Financial and other Subsidies, Benefits and Services) Act, 2016 (hereinafter referred to as “the said Act”),
allows performing authentication on voluntary basis, for such purpose, as the Central Government in
consultation with the Authority, and in the interest of State, may prescribe.
Whereas for such purpose Government of India has framed the Aadhaar Authentication for Good
Governance (Social Welfare, Innovation Knowledge) Rules, 2020 wherein the Purposes for Aadhaar
Authentication on Voluntary basis and process to be followed to seek permission to use Aadhaar on
Voluntary basis.
Whereas Government of India vide Office Memorandum No. 13 (2)/2020-EG-II(Vol-8) dated
17th February 2021 has conveyed the approval of the Competent Authority to allow use of Aadhaar
Authentication for purpose :
Instant Messaging Solution (Sandes).
Aadhaar Authentication in Sandes is on voluntary basis and user organisations shall provide
alternate means of verification.
NIC shall comply with provisions of Aadhaar Act 2016, Aadhaar Regulation 2016 and the O.Ms,
circulars and guidelines issued by UIDAI from time to time.

New Delhi, the 23rd June, 2021
S.O. 2586(E).—In pursuance of the provisions of section 7 of the Aadhaar (Targeted Delivery of
Financial and Other Subsidies, Benefits and Services) Act, 2016 (18 of 2016), the Central Government
hereby makes the following further amendments in the notification of the Government of India in the
Ministry of Consumer Affairs, Food and Public Distribution, Department of Food and Public Distribution,
vide number S.O. 371(E), dated the 8th February, 2017, namely : -
In the said notification,-
(a) in paragraph 1, in sub-paragraph (2), for the words, figures and letters “by 30th June, 2021”,
the words, figures and letters “by 30th September, 2021” shall be substituted;
(b) in paragraph 2, in sub-paragraph (1), for the words, figures and letters “by 30th June, 2021”,
the words, figures and letters “by 30th September, 2021” shall be substituted.
