(10)Foreword Terrorism ‘The past year has been dominated to a certain extent by terrorist activity and nearly all of the police forces in the industrialised countries are faced with two major threats. The firsts the explosive threat and the second, probably the police officer's greatest nightmare, isthe chemical threat. ‘In the USA the downing of TWA Flight 800, bombs in Oklahoma City and the problems during the Anta Olympics have all served to remind the US public of the horrors of extremist violence. In Europe, the resumption of the Irish Republican Army's bombing campaign, with bombs in London and Manchester, has underlined the power of the car bomb in contemporary society and it is a problem that is not going away. Dissident groups have always existed and the car bomb is their ideal method for causing maximum. ‘impact. Every large city is threatened and our dependence on the automobile means that countermeasures have to be found, While there is no instant answer to the problem, society is striking back and the threat of the car bomb is not insoluble. The solution probably lies in a whole raft of measures based around the gathering of intelligence and physical security, with as much assistance from the latest technology as can be provided. On the technological front the City of London’s “Security Cordon” probably indicates the direction in which the market will be moving during the next decade. We are now at the stage where the terrorists are capable of smuggling bomb-making components into the aircraft, assembling the bomb in si and hiding iton the aircraft before they disembark. Bombs on aircraft generally mean that security atthe embarkation point is not \What it should be and although technology ean only go some of the \way towards providing a solution, it remains an extremely important factor. US domestic airports are already being upgraded with a Whole range of detection devices, but until every airport in the world ‘employs the highest level of security the problem will remain, The Israeli airline El Al, which is probably the most threatened airline in the world, appears to have the problem under control. Chemical ‘The Japanese Aum Shinrikyyo sect was responsible for a series of attacks in Japan, including a Sarin attack in Matsumoto in June 1994 inwhich seven people died and over 200 were injured, andthe attack ‘0n 20 Mareh 1995 on the Tokyo subway system in which 12 people 4ied and over 5,000 were injured.
