NOTICE OF ACCESS
This is in relation to your assigned access as designated Learning Management System
(LMS) Administrator of your region/institution for the Multi-Regional TESDA Online Program.

Please take note that this is privileged access subject to your agreement to the terms and
conditions detailed herein.

A. General Guidelines

By virtue of your designation as an LMS Administrator you shall be bound by the


following:

1. Comply with all existing applicable TESDA rules, regulations, and laws pertaining
to your designation in the performance of your duties, and in the implementation
and use of the TOP;

2. Use and access the TOP lawfully and solely for its intended purpose/s and avoid
any actions or activities contrary to the same, nor breach the trust and confidence
attendant to this privileged access. You must not breach the trust and confidence
attendant to this privileged access;

3. Desist from the unauthorized and illegal use and access including abuse/misuse
thereof as well as the conduct of any and all activities contrary to the provisions
stated herein;

4. Maintain the confidentiality of any and all information that is personal, sensitive,
and/or proprietary in nature as well as data that has been identified as private or
confidential. You shall not directly or indirectly, divulge, disclose, or communicate
to any non-TESDA related entity, person, agency, firm, or establishment in any
manner whatsoever any Confidential Information that you may have learned or
acquired in the course of your designation;

5. Take reasonable precautions and other necessary safeguards in protecting public


interests;

6. Comply with data privacy rules and regulations of TESDA as indicated in its
website in accordance with Republic Act No. 10173 or the Data Privacy Act of
2012 and any such other policies issued by the National Privacy Commission
including non-disclosure of any and all information or data accessed at your end;

7. Comply with IT policies and guidelines of TESDA and the provisions of Republic
Act No. 10175 or the Cybercrime Prevention Act of 2012; and

8. Strictly seek guidance from the eTESDA Division for any provision/s or concern/s
that are not stated herein including any clarifications thereon.

B. Specific Guidelines

Acceptable Use Policy of TESDA on network access and usage is hereby extended for
your compliance. Thus:

I. Network Resources

1. Access Privilege

All Regional and TTI LMS Administrators shall be issued an email address, unique
TOP login name, and password to gain access to network resources using the e-
tesda.gov.ph domain.

2. Passwords

Refer to the TESDA Circular on the Implementing IT Policies and Guidelines. In


addition to these guidelines, passwords for LMS Admin accounts must be unique and
must be changed regularly (quarterly).

3. Username

It is the responsibility of the employee to ensure that his/her password remains


undisclosed and secure. The employee must not share it with other individuals
unless he/she is requested to do so for any lawful purpose in the presence of his/her
supervisor and with the express approval of the eTESDA Division.

4. Security and Responsibility

The Agency shall hold the employee liable for damages caused by the employee’s
failure to protect the confidentiality of his/her password in accordance with the above
guidelines.

II. Prohibitions:

1. Transmitting or sharing of any confidential information to unauthorized persons


and entities including extending the privileged access granted to you.

2. Installing plug-ins and making configurations that have not been authorized by the
eTESDA Division.

3. Using network resources to play or download games, music, or videos that are not
part of of his/her official functions as the Regional or TTI LMS Administrator.

4. Leaving the workstation unattended without any password.

5. Utilizing network resources for unauthorized peer-to-peer networking or peer-to-


peer file sharing.

6. Utilizing TESDA Online Program or any of its programs or known associations to


endorse, promote or advertise products, services, and activities that are contrary
to good governance and applicable rules, regulations, and laws;

7. Utilizing TESDA Online Program or any of its programs or known associations in


illegal, harmful, discriminatory activities, in the spread of false information and any
action that may be against or violates provisions herein;

8. Utilizing network resources for activities that violate conduct policies established
by TESDA’s Human Resource Management Division (HRMD) or the Agency
where the user is employed or under contract.

III. Roles and Responsibilities

As the designated LMS Administrator, you are responsible for the following:

1. Oversee the implementation and delivery of competency-based blended learning


in their respective region;

2. Investigate and report security incidents, threats, and data breaches to eTESDA
Division;

3. Monitor the enrollment and progress of the learners in the TOP in their region and
within their respective TTIs;

4. Ensure the smooth running of LMS related activities within your category;

5. Ensure that all guidelines relevant to the acceptable use of the TESDA Online
Program are followed and observed;

6. Provide Technical Support to users within your category;

7. Secure all documents that are confidential in nature (personal information,


usernames, passwords, etc.);

8. Ensure that all the materials inside the LMS comply with the existing Intellectual
Property Code and international copyright laws; and

9. Maintain the monitoring sheet for users within your category.

C. Account set-up, Roles and Permissions, and Duration

Subject to the above-stated provisions, you as the LMS administrator of


TESDA -Luciano Millan School of Arts and Trades (LMMSAT) have the following
capabilities:

3 Duration Your access shall start after the submission of this signed form until a new LMS
Administrator is nominated.
If there will be a need for an extension, a notice will be provided.

By virtue of your access and exposure to the personal data/information that TESDA is
mandated to protect, the necessary maintenance of its confidentiality, integrity, and
availability is likewise extended to all of those who gain access to the same.

Any breach or violations of any and all of the applicable rules and regulations thereto shall
be dealt with accordingly.
