Title of the Activity: Transition Planning and Learning Session for Department Heads
Exclusive Dates and Venue: May 19 - 21, 2022 at Taguig City Hall, Barangay Tuktukan, Taguig City
Brief Description: A 2-day seminar was conducted as a preparatory activity for the LGU’s transition
planning for the new administration. It attempts to reach the objectives of the Transition Team as
contained in EO No. 138. Specifically, it aims to (1) synthesize and evaluate the remaining deliverables
of the present administration, (2) identify possible issues and transition bottlenecks, (3) reach consensus
on the remedies to be taken to address the issues, and, (4) learn for possible adoption, good practices in
transition planning and initiatives by the local government of Taguig City. At the end of the 2-day
session, participants were expected to reach an agreement on the inventory of all documents to be
prepared, actions to be taken and ways forward for a smooth transition and transfer of command. The
third day was an informal benchmarking setup wherein incoming Mayor Lani Cayetano and Team
highlighted Taguig City’s City Hall Extension at the SM Aura Mall, along with a tour of Taguig City.
There is a need for the City Government of Zamboanga to create a Governance Transition Team to
prepare for the effective turnover of responsibilities in order to ensure continuity in local governance
after the 2022 National and Local elections.

Knowledge Lessons Learned: The 2-day activity was a healthy exchange of ideas that brought to
surface issues that may impede the transfer of power. It brought to light nuances and issues that warrant
clarification and guidance particularly matters pertaining to the extent of the Mayor’s residual authority.
The discussions and exchange helped the group to resolve the issues, and reach a common
understanding on the ways forward especially for the remaining deliverables of the current
administration. The team took inspiration from the good practices of the Taguig City LGU which
arguably had a compelling record in transition planning and city administration in general. The third
day was more of a showcase of Taguig City with inspection of their Vaccine Centers, Covid Programs,
and best practices. The local level can be a more effective playing field on which to make
improvements to government transparency and accountability. Not only are LGU efforts more
attainable than changes to national ones, but they often have more direct and bigger impacts on citizens’
lives on a day to day basis. Strategies can be made even more effective by making requests for these
improvements in standardized processes. These commitments can in turn be used to hold officials
accountable when in office.
