CONCEPTS

This module tackles a new area in Foresight and Futures studies. The four
topics under it aptly pivot around the learner’s need to know more about: 1)
what is Anticipatory Governance? 2) Anticipatory Governance skills, 3) the
factor of leadership in Anticipatory Governance, and 4) how the government
may promote Anticipatory Governance.

Methodology is via the lecture-cum discussion method with learning activities


for each of the four topics. At the end of the module, the learners/participants
shall be able to:

1. Define Anticipatory Governance,


2. Present arguments why public administrators and policy makers need to
acquire skills in Anticipatory Governance,
3. Relate how other skills already learned from the literature or from the
academic experience of the learners, such as the so-called 20th-Century
skills, six skills of the Phronetic Leader, the 5 Es, may be similar or not to
the skills in Anticipatory Leadership,
4. Identify the contributions of each of the three components in the
Anticipatory Governance framework, and determine their mutual
relationships to promote Anticipatory Governance, and
5. Appreciate the concept, theory, and practice of Anticipatory Governance as
an approach to enhancing man’s abilities to cope with the challenges of the
uncertain future.
6. This module will facilitate a futures wheel analysis workshop to scan issues
and assess possible implications to the future of the region in the
short-term and in the long run.

This module focuses on the concepts, causes, and theories of social change and how these
influence the capacity for anticipatory governance. It discusses various frameworks that provide
practical information that can lead to the understanding, internalization, and successful practice
of anticipatory governance.

The facilitator and participants will jointly explore the topics covered in this module through an
interactive lecture-discussion-reflection-workshop session. At the end of the module, the
learners/participants shall be able to:

1. Characterize social change;


2. Describe various theories of social change;
3. Explore Anticipatory Governance Frameworks;
4. Identify and rank the most impactful and must uncertain drivers of change.

This module will introduce tried and tested anticipatory systems, tools and methods used in higher
education institution foresight leadership and governance. It will discuss a variety of applied
anticipatory systems and methodologies and professional foresight competencies studied and
utilized by leading higher education institutions using foresight in decision-making, planning,
strategy development, research and policy development. It will showcase foresight designs and
outputs of HEI action learning workshops such as framing, scanning, futuring, visioning, deepening,
design and adapting and transforming. Here the future becomes an agenda for action in the present.
The tools and methods enables leaders and governments to use the future to innovate today.

A hybrid scenario development workshop will be conducted to immerse participants in the process
of anticipatory thinking and develop the regional futures agenda from the perspective of university
stakeholders and participants. This module aims to:

1. Introduce simple but yet most powerful anticipatory systems, processes and techniques use by
top higher education institutions using foresight in decision-making, planning and governance;
2. Introduce the concept of professional foresight competencies and the application of tools and
methods used to study, imagine, design and implement futures;
3. Facilitate a hybrid scenario development workshop to immerse participants to the concepts and
process of anticipatory leadership and governance and construct alternative and preferred
regional futures 2050 from the viewpoint of university executives and other participants of the
workshop.

4. Reflect on the scenarios and implications of these scenarios to region’s futures and the futures
of their respective universities.

This module is designed as a broad overview of the critical principles/practical cases
and trends pertaining to futures of tertiary education, with emphasis on anticipatory leadership
and governance. Employing lenses of Futures Studies and Foresight, this module will unpack
trends and challenges confronting scholars and practitioners in the field of higher education.
Primarily, the module explores adaptive and innovative strategies and policy perspectives that
may assist public managers in the higher education sector. Looking at cases from selected
countries (e.g., Singapore, Australia, Finland, Korea, and others) and in the Philippines, this
forward-looking module will encompass discussions on the strategies and action perspectives
that may turn current and future challenges into helpful information for opportunities.

The module employs cases, best practices, and success stories of foresight in higher
education. Discussions, case analyses, scholarly works on the futures of tertiary education will
ensure theoretical and practical linkage that may guide administrators to address current and
future tertiary education issues and explore opportunities for public value and knowledge co-
creation.

Last, the module examines critical drivers and factors required for anticipatory leadership and
governance in higher education. Specifically, the module explores various aspects of the
macro (external/contextual) and micro (internal/transactional) environments of higher education
institutions.

The learning process for this module will mainly rely on lectures, student-led discussions,
interaction, feedback, and futures workshop - i.e., emerging issues. At the end of the module,
learners/participants shall be able to:

1. Understand the cutting-edge literature (including theories, concepts, and models on futures
thinking and foresight) on anticipatory governance and leadership in higher education;
2. Determine the implications of various drivers and factors (both macro and micro) on the
directions and strategies of higher education; and
3. Build futures thinking and foresight theoretical and practical knowledge to deal with
complex issues confronting higher education successfully.
4. Facilitate an emerging issues workshop to unpack the weak signals that might disrupt the
regional futures and their universities.

Participants are introduced to the Sustainable Development Goals (SDGs), as a framework of
debate on economic competitiveness and environmental protection with a focus on the
interests of future generations. The goal is to ensure that the present generation and the future
society will be able to realize their full potential through sustainable development by the year
2050. In illustrating how foresight can benefit a society, the present generation can use public
policy and policy implementation to communicate how to transfer the economic and
environmental interests of a society to future generations. The Philippine Futures Thinking
Society has been promoting an approach which converges the present society with the future
in the long run called intergenerational fairness on the country’s economic recovery, smart
infrastructure, innovation, regional equity, resiliency, and climate change.

Since the relationship between economic interests of different actors as well environmental
protection often takes several generations to become apparent, the intergenerational
perspective is particularly useful for highlighting the need to adopt this broader understanding
of economic interests.

At the end of the module, the participants shall be able to:

1. Demonstrate knowledge of the Sustainable Development Goals (SDGs) and reflect critically
on the goals set forth by the SDGs and how to achieve them
2. Identify different ways in which the SDGs can be implemented by different actors in the
local geographical contexts
3. Critically analyze the Sustainable Development Goals (SDGs) and their relationship to
economy, environment, disaster, and resiliency, and
4. Understand the concept of intergenerational fairness
5. Assess relevant solutions on the imaginative future of the society using the mantra of
futures thinking and the idea of imaginative that would help realize the SDGs and at the
same time solve the pressing problems at the local level.
6. Facilitate a workshop to construct metaphors that best encapsulates the region’s futures
and strategies to achieve the story’s created and foretold.

Learning Objectives:

1. To understand the interrelatedness of the concept of sustainable development to


intergenerational fairness and futures thinking.
2. To track the historical progress of sustainable development and recognize which of the 17
SDGs have impacted economic recovery, smart infrastructure, innovation, regional equity,
resiliency, and climate change in the country.
3. To analyze the gaps and challenges related to achieving SDGs on a local level
4. To examine the significant role of futures thinking using the idea of foresight and
transformative futures to address the economic competitiveness and environmental
protection in the local context.
5. To promote the concept of intergenerational fairness/equity through the protection of

ABOUT THE PHILFUTURES TEAM

Dr. Lizan E. Perante-Calina


Dr. Lizan E. Perante-Calina is the current Dean of the
Development Academy of the Philippines-Graduate School
of Public and Development Management (DAP-GSPDM),
the President of the Philippine Society for Public
Administration (PSPA), the President of the Philippine
Futures Thinking Society (PhilFutures) and one of the
Advisory Board members of the Washington Global
Institute. She is a distinguished academic scholar, an
international publication awardee, author of books and
journals both local and international, and a resource
person in capacity building programs and conferences in
the field of public administration.

She is an alumna of the University of the Philippines Diliman, where she finished her master’s and
doctorate degrees in public administration and of the University of Negros Occidental-Recoletos
for her undergraduate degree, where she finished Cum Laude.

Dr. Perante-Calina enriched her expertise through vast educational experiences including her
attendance in various executive courses namely the first knowledge-based management
program under the LEADING Asia of the Japan International Cooperation Agency (JICA) and the
National Graduate Research Institute for Policy Studies (GRIPS); and the Leadership Academy
for Development (LAD) of Stanford University in 2015. She has undergone training on Public
Policy Case Writing and Case Teaching, a Train the Trainers Workshop organized by the ADB
Institute and the Center on Democracy, Development and the Rule of Law, under Stanford
University’s LAD. She finished her Futures Masterclass: Foresight to Policy at the National
University of Singapore – Lee Kuan Yew School of Public Policy. Notably, under her leadership
as the Dean of the DAP Graduate School, she introduced the first-ever Certificate Course on
Futures Thinking in the Philippines with credit units.

Dr. Ma. Oliva Z. Domingo
Dr. Ma. Oliva Z. Domingo is the President of Kalayaan
College, an institution of higher learning founded in 2000
by professors from the University of the Philippines led by
former U.P. President Jose V. Abueva.

Dr. Domingo spent 45 years in U.P. until her retirement as


Professor at the National College of Public Administration
and Governance (U.P.-NCPAG) in 2015. She handled
courses in organization and management, human resource
management, human resource development,
organizational behavior, voluntary sector management,
and leadership.

She served as the Director of the Center for Leadership, Citizenship, and Democracy and
Director of the Center for Public Administration and Governance Education. She continues to
teach graduate course at the U.P.-NCPAG until today.

She has a long list of books, book chapters, and journal articles that she authored, co-
authored, and edited and is the recipient of international publication awards.

Dr. Domingo has extended and continues to provide consultancy services to national
government agencies, line agencies, local government units, an autonomous regional
government, constitutional commissions, higher education institutions, nonprofit organizations,
and professional associations on various themes including strategic planning, operational
planning, organizational diagnosis and assessment, right-sizing, job audit, change
management, and training of trainers, among others.

Dr. Domingo obtained her Doctor of Public Administration from the University of the
Philippines, where she also earned her Master’s, Certificate in Governmental Management,
and bachelor’s degrees. She has a Diploma in General Management with Distinction from the
Research Institute for Management Science in The Netherlands. She served as Senior Fellow
at the Institute for Policy Studies of Johns Hopkins University. She is currently Senior Fellow at
the Development Academy of the Philippines and the Philippine Futures Thinking Society
(PhilFutures).

Dr. Reginald G. Ugaddan
Dr. Reginald G. Ugaddan is an assistant professor and
College Secretary at the University of the Philippines-
National College of Public Administration and
Governance (UP-NCPAG), former associate professor
at Isabela State University, a Senior Fellow for
Research at DAP-GSPDM, and a senior researcher and
professorial lecturer in the Research Center for Public
Human Resource Development at Sungkyunkwan
University, Seoul, Korea.

Dr. Ugaddan’s teaching expertise are on research methods, organization studies, and
local government and urban affairs. He worked as a program manager for the Global
Master of Public Administration (e-Government and e-Policy) and Master in Public
Management for the Latin and Caribbean civil servants. He also worked in various
research institutes and was involved in numerous research projects. His works appear
in various local and international publications such as the Philippine Journal of Public
Administration, International Journal of Policy Studies, International Journal of Public
Sector Management, Public Performance Management Review, American Review of
Public Administration, Asian Review of Public Administration, Power, Conflict, and
Democracy Journal, Modern Society and Public Administration Journal, and Asia Pacific
Social Science Review.

Dr. Ugaddan is an alumnus of Isabela State University where he finished his Bachelor’s
degree in Public Administration. He earned his master’s and doctorate degrees in
public administration in the Graduate School of Governance (GSG) at Sungkyunkwan
University.

Mr. Emmanuel de Guia

Mr. Emmanuel de Guia has been sharing his technical


expertise to different government sectors throughout
his career. In 2012, he was a Technical consultant for the
Oversight Committee on Disaster Risk Reduction and
Mitigation. The year after that, he became a Technical
Consultant on the Senate Oversight Committee on
Special Purpose Vehicle. He has extensive experience in
policy development and framework.

As a Representative of the Honorable Senator Pia Cayetano, he fulfilled responsibilities


at the Senate Committee on Education, Arts and Culture to the Board of Trustees of the
National Museum and the National Commission for Culture and Arts from 2013-until the
present. He also served as Representative of Honorable Senator to the Board of Regent
and the Board of Trustees of various State Universities and Colleges, giving him expert
knowledge on various SUC concerns.

He also shared Social and Digital Media strategies as a Special Consultant for
Communication and Social Media Office of the Chairman under Virgilio S. Almario,
National Artist for Literature of the National Commission for Culture and the Arts (2017-
2020); and the concept originator and lead person for development of KulToura Mobile
for the NCCA, in cooperation with SMART and Innopub.

He is also a highly sought Strategic Communications and Digital Media Consultant to


various Local Government Units, Companies, and Institutions. He recently completed a
Futures Masterclass: Foresight to Policy last September 2020 from Lee Kuan Yew
School of Public Policy of the National University of Singapore (NUS).

He is the concurrent Resident Futurist to the Senate Committee on Sustainable


Development Goals, Innovations, and Futures Thinking; and the Technical Consultant to
the Senate Finance SubComm which oversees the budget of the Department of

Education, Commission on Higher Education, and 117 State Universities and Colleges in
the Philippines.
Dr. Alex. B. Brillantes. Jr.
(Guest Resource Person)

Dr. Alex B. Brillantes, Jr. is the current Secretary


General of the Eastern Regional Organization for Public
Administration (EROPA). He is likewise a Professor at
the National College of Public Administration and
Governance at the University of the Philippines where
he also served as its dean for two terms from 2002 to
2008. Dr. Brillantes is also a conferred Scientist of the
University of the Philippines. oncurrent to this position,
Dr. Brillantes is also the Chair of the Board of the
School of Experiential and

Entrepreneurial Development (SEED) Inc.; Member of the Board of Trustees of the Local
Government Academy (LGA); and Member of the Board of Visitors of the Philippine Military
Academy.

Dr. Brillantes is also the former President and founding member of the Asian Association for
Public Administration; and the Immediate Past President and Adviser of the Philippine
Society for Public Administration. He is a Fellow of the Pimentel Institute for Leadership and
Governance, the Social Weather Stations and the Center for Leadership, Communication
and Governance. He earlier served as Chairman of the Philippine Social Science Council
and Board Member of the Galing Pook Foundation and the Local Government Development
Foundation. He was also a former Commissioner of the Commission on Higher Education
from 2013 to 2017.

Dr. Brillantes also was Executive Director of the Local Government Academy of the
Department of Interior and Local Government from 1992 to 1998 where he led the design
and implementation of massive capacity building programs - the Integrated Capability
Building Program - for the local governments of the Philippines under a regime of
devolution following the implementation of the Local Government Code of the Philippines.
It was also during his term as Executive Director of the Local Government Academy when
the Galing Pook Awards Program, a program that encourages and recognizes excellence in
local governance was conceptualized and launched.

He obtained his PhD and MA in Political Science from the University of Hawaii as scholar of
the East West Center, and MPA and AB Political Science from the University of the
Philippines. He also took special courses at the Institute for Policy Studies and the Institute

for Public-Private Partnership in Washington DC, and at the Kennedy School of Government
at Harvard University.
Dr. Ruperto Sangalang
(Guest Resource Person)

Dr. Ruperto Sangalang is a former Commissioner of the


Commission on Higher Education. Prior to this, he was
president of Cavite State University from 1998 to 2008
and university professor until his retirement in 2015.
As a UP Fellow and later, Fulbright-Hays awardee, he
specialized in rural development systems and
international development in UP Los Banos for his
Masters degree and the PhD candidacy in community
development; and The Ohio State University where he
received his PhD in Rural Sociology.

In CHED, aside from serving as designated board chair of SUCs, he was oversight for the
National Agriculture and Fisheries Education System, in-charge of Local Universities and
Colleges; and Commissioner for Asia-Europe Meetings, SEAMEO-RIHED, and ASEAN plus
Three.
He is currently an adjunct professor in the Graduate School of Cavite State University
where he teaches strategic planning and comparative education systems; and consultant
and resource person to a number of state colleges and universities.

Moderator

Prof. Michville A. Rivera is currently the Dean of


Student Affairs and Services and Director of Relations
and Linkages of Pamantasan ng Lungsod ng Valenzuela
(PLV). He is also a faculty of the PLV Department of
Public Administration and a Special Lecturer and Course
Specialist at the Polytechnic University of the
Philippines (PUP) – CPSPA and Graduate School OU-
MPA Program.

Dean Rivera serves as Director for Strategic Education and Board Member of the Philippine
Futures Thinking Society (PhilFutures), Board Member and Chair of Special Projects of the
Association of Schools of Public Administration in the Philippines, Inc. (ASPAP, Inc.), and an
active member of the Philippine Society for Public Administration (PSPA). He finished the
degree of Bachelor of Science in Public Administration (Cum Laude), completed his Master
in Public Administration and presently pursuing his Doctor in Public Administration at the
PUP Graduate School and Ph.D. in Development Administration from the Philippine Christian
University. He also completed several post-graduate Certificate Courses at the
Development Academy of the Philippines – Graduate School of Public and Development
Management (DAP-GSPDM) such as the Executive Course in Public Management Research,
Certificate Courses in Geopolitics and International Relations, National and International
Security, Futures Thinking and Foundations of Knowledge Management. He also completed
the Comprehensive Course in Mediation conducted by the Department of Justice - OADR,
Executive Diploma in Cybersecurity (Data and Privacy Protection) from the De La Salle –
Benilde and Online Certificate Course in Bridging Leadership from the Ateneo Center for
Local Governance. Dean Rivera is a fellow and trainer of Social Watch Philippines-Peoples
Public Finance Institute and a recipient of the Award of Excellence as Most Outstanding
Adviser in NCR for the implementation of Campus Integrity Crusaders (CIC) Program of the
Office of the Ombudsman in 2017, 2018 and 2019. In 2021, Dean Rivera completed the
Local Administration Development Program (LADP) and was featured Alumni of the Local
Government Officials Development Institute (LOGODI) sponsored and conducted by the
Ministry of Interior and Safety, South Korea.

Ainna Shariz E. Comia is currently the Office Manager and Researcher Ainna Shariz E. Comia
of the Eastern Regional Organization for Public Administration (EROPA).
She currently volunteers for the Philippine Society for Public
Administration (PSPA) as Project Manager of various training programs,
Co-Secretary General of international conference, and Head of the
Secretariat Committee. She has recently volunteered for the
Philippine Futures Thinking Society where she assists in the
Secretariat and Membership Committees. She is likewise engaged
now as the Project Manager of the FT 101 Regional Futures Consortium
Workshop: High Level Anticipatory Leadership and Governance
Executive Course. Ms. Comia is a proud alumna of the De La Salle-
College of Saint Benilde where she finished her Consular and
Diplomatic Affairs degree as an Honors Scholar and with an academic
distinction of Magna Cum Laude.

Ms. Caren Claire Avenido is a senior student of Bachelor of Public


Administration at the University of the Philippines - Diliman. She is
currently the National President of the Junior Philippine Society for
Public Administration (JPSPA) and UP Buglas. She is also a
Membership and Events Specialist at the Philippine Futures Thinking
Society, the only organization of professional futurists and foresight
practitioners in the Philippines. She is also part of the training team of
the FT 101 Regional Futures Consortium Workshop: High-Level
Anticipatory Leadership and Governance Executive Course. She is
also a member and volunteer at the Philippine Society for Public
Administration and currently volunteers as Co-Head of the
Secretariat Committee and is a member of the Practice of
Caren Claire L. Avenido Administrative Leadership and Service (PALS NCPAG), UP Samahan
Tungo sa Progresibong Administrasyon (UP STPA), and UP Elevate.

Ms. Andrea Francesca S. Camago is a third-year public


administration student of the National College of Public
Administration and Governance. She is currently a Membership
and Events specialist for the Philippine Futures Thinking Society
(Philfutures) and part of the 29th student council of NCPAG as a
batch representative and publicity manager. She is also part of
the training team of the FT 101 Regional Futures Consortium
Workshop: High-Level Anticipatory Leadership and Governance
Executive Course, and is also a member at the Philippine Society
for Public Administration. She volunteers as the Co-Head of the
Technical Committee. She is also an active member of the
Practice of Administrative Leadership and Service (PALS-NCPAG),
Andrea Francesca S. Camago
a socio-political organization, and UP Broadcasters’ Guild, a

Attendance

A total of 15 training hours will be apportioned through three training days from
xxxx, 2022. The sessions will be conducted both via online and face-to-face
sessions. A Certificate of Completion will be issued to co-learners who have
attended all the modules and completed the training hours. Otherwise, the co-
learner will receive a Certificate of Participation.

Co-Learners are also requested to be present in the venue 15 minutes before the
start of the session. Kindly note that your attendance will be monitored and
submitted to the Senate Committee on SDGs, Innovation, and Futures Thinking.

Learning Management System (LMS)

Google Classroom is intended for lecture notes, forum, quizzes, exams and other
class-related activities. All Co-Learners were sent an invitation to join the Google
Classroom. However, should you have difficulty locating the invite, kindly use this

Reminders

1. Please ensure that you appear presentable while attending the classes.
Sleeveless tops and tank tops are not allowed.
2. For online sessions, set up your workstation in a noise-free environment with a
background that will not cause any distraction to the faculty and classmates.
Always put your microphone on mute, unless you are recognized by the
resource person or the training team..
3. In order to avoid distractions to the class and Co-Learners, kindly put your
respective mobile phones on silent mode. We have designated a Health /
Phone Break so you have time to respond to calls and any communications.
4. All materials of the Course uploaded in the Google Classroom or used during
class discussions are properties of the Philippine Futures Thinking Society.
Hence, distribution of the same is not allowed unless there is proper written
consent from the PhilFutures Board.
