County Executive Ryan McMahon, and Micron Technology, Inc.’s October 4, 2022
announcement of Micron’s transformative $100 billion investment to bring Micron
semiconductor manufacturing to New York State.
WHEREAS, Semiconductors are vital to the nation's economic strength, serving as the brains of
modern electronics, and enabling technologies critical to U.S. economic growth, national
security, and global competitiveness; and
WHEREAS, The semiconductor industry directly employs over 277,000 people in the U.S. and
supports more than 1.8 million additional domestic jobs; and
WHEREAS, Semiconductors are a top five U.S. export, and the industry is the number one
contributor to labor productivity, supporting improvements to the effectiveness and efficiency of
virtually every economic sector - from farming to manufacturing; and
WHEREAS, The CHIPS and Science Act of 2022 includes a historic investment to bolster
production of American-made semiconductors, tackle supply chain vulnerabilities to make more
goods in America, revitalize America’s scientific research and technological leadership, and
strengthen America’s economic and national security at home and abroad; and
WHEREAS, the New York State first-in-the-nation Green CHIPS program will help New York
capitalize on a historic opportunity to attract chip manufacturers to the state who generate at least
$3 billion in investment, create at least 500 new jobs per project, and mitigate greenhouse gas
emissions related to chip production; now, therefore, be it
RESOLVED, Micron intends to invest $100 billion in capital spending in New York State over
20-plus years, creating more than 9,000 highly skilled, direct company jobs with an average
salary of approximately $100,000, and to bring the most innovative, cutting-edge memory
chip manufacturing campus to Onondaga County, New York; and be it further
RESOLVED, That the location of this new state-of-the-art chip manufacturing campus will
bethe White Pine Commerce Park in the Town of Clay, north of Syracuse; and be it further
RESOLVED, That New York State intends to provide performance-based incentives to Micron
valued at up to $5.5 billion in Excelsior Jobs Program Green CHIPS tax credits to the company,
once the company achieves its job and investment commitments, and $300 million in community
benefits and infrastructure grant funding for the benefit of the broader community and project;
and be it further
RESOLVED, That Micron hereby makes leading-edge sustainability commitments designed to
mitigate greenhouse gas emissions and other environmental impacts of the project and make it
one of the most sustainable chip fabs in the world; and be it further
RESOLVED, That Micron and New York State have committed to partnering on a historic $500
million investment in the Central NY community and in workforce development over the term of
the project, with Micron to invest $250 million, New York to invest $100 million, and the
remaining $150 million to be raised from local, statewide, and national partners; and be it further
RESOLVED, That Micron commits to utilization goals for New York State-certified Minority
and Women-owned Business Enterprises (“MWBE”), New York State-certified Service Disabled
Veteran-Owned Businesses (“SDVOBs”), and other Socially and Economically Disadvantaged
Individual (“SEDI”)-owned business for construction, supplier diversity programming, and
during the operating phase; and be it further
NOW THEREFORE, the Parties determine to work together to carry out these commitments
for the benefit of the people of the State of New York.
