2020 002 Post Language Training Program For ICASS
This notice supersedes and updates Mission Policy 2016-002 (January 27, 2016) and
previous notices on this topic.
PURPOSE
The U.S. Embassy in Bogota and the Embassy branch office in Cartagena provide Spanish
and English language training through an agreement signed with Avanti Language
School for agencies that have subscribed to ICASS language services.
The objectives of the language program are to not only develop language skills, proficiency
and confidence that will improve employee performance, but also to facilitate daily life
communication within the Embassy community and the host country, successfully
enhancing interactions and strengthening relations across cultures. And particularly for
USDHs, to supplement training received in Washington, assisting personnel who occupy
language-designated positions (LDPs) to attain/enhance their language proficiency, and
secondarily to provide language training for other personnel and dependents who would
like to learn or improve the level of Spanish.
OVERALL PROCESS

USDHs, EFMs, and MOHs will be grouped in classes formed with a minimum of two
persons and a maximum of five participants according to language level.
3. Class Frequency:
I. USDHs: Employees will be able to take a maximum of three hours of instruction per
week.
II. Adult EFMs and MOHs working in the Mission: Adult EFMs and MOHs are eligible to
take a maximum of three hours of instruction per week if they are employed by any
agency who subscribes to ICASS language services. This category excludes
employees hired through the Overseas Hiring Program (OSHP).
III. Adult EFMs and MOHs of USHDs from any agency who subscribes to ICASS
language services not working at the mission, are eligible to take a maximum of one
hour of instruction per week. This category excludes employees hired through the
Overseas Hiring Program (OSHP)
4. Training Priorities:
I. When the employee is a First and Second Tour (FAST) Officer on language probation.
II. When a tenured employee has not yet successfully tested at the level designated for
their position.
III. Employees in non-Language-Designated Positions. (Recent arrivals have the highest
priority and those approaching transfer will have lowest priority. Normally, persons
within six months of transfer will have lowest priority).
IV. Adult EFMs and MOHs up to a maximum of 3 hours of instruction per week if they are
employed by any agency who subscribes to ICASS language services or up to a
maximum of 1 hour per week if they are not employed and their sponsor works for an
agency who subscribes to ICASS language services.
V. Employees who are already at or above the level designated for their position.
III. Tenured employees in language-designated positions who do not have the required
language proficiency.
Except for (I.) above, employees must provide a written justification with the
supervisor’s approval. Approval of individual classes depends on justification,
funds and space availability, and above training priorities.
The Post Language Officer (PLO) may authorize individual instruction for as long as such
conditions prevail.
**EFMs and MOHs of USDHs are not eligible for individual instruction.
The U.S. Embassy in Bogota and the branch office in Cartagena offers, at no charge to
participants, on-site English classes for LE Staff, EFMs and MOHs of USDHs employed by
any agency who subscribes to ICASS language services.
1. Class Size:
LE Staff, EFMs and MOHs of USDHs employed by any agency who subscribes to ICASS
language services, will be grouped in classes formed with a minimum of two persons and
a maximum of seven participants.
2. Class Frequency:
Classes are delivered one, two or three times a week in groups; length of class will vary
between 1 to 3 hours per class.
The Human Resources Office is responsible for administering the PLP. If necessary,
students must be prepared to accept reassignment to another class as the program
requirements dictate.
Supervisors are asked to encourage regular student attendance and to facilitate training
attendance to ensure employees not only maintain job-related performance in the foreign
language but also improve and polish their language skills to optimize the achievement of
Mission goals.
Eligibility does not guarantee either enrolment into the program or immediate placement. A
lack of funding and/or class space may preclude some eligible employees and/or their

Although language training is on-going throughout the year, participants are required to
follow the registration process.
How to apply:
I. Fill out the appropriate enrollment form that can be downloaded from the HR
SharePoint:

II. Submit the completed form to HR.
III. One of the language coordinators from AVANTI will contact the employee to schedule
the placement test.
IV. According to the results of the placement test, the Avanti coordinator will assign the
employee the proper group/instructor.
2. Attendance:
I. Regular Attendance
Participants should commit to regular class attendance according to the selected class
schedule. Registration will be automatically renewed for those participants who meet the
attendance requirement. (Please refer to the below section Absences without notice.)
Students who wish to discontinue instruction should notify their offices’ POC for language
training, HR Assistant in charge of Language Coordination and Language Coordinators
from AVANTI immediately via email to the following email address:
BogotaTraining@state.gov, so that other students can be accommodated.
PLP participants must notify Avanti and Human Resources via email with a minimum of
24 hours advance notice if they are unable to attend class due to work
responsibilities, travel, vacation, planned sick-leave, or any other reasonable need
to be absent from class. Absences with proper notice will not affect attendance record.
Table of penalties:
First Penalty: If the student incurs a total number of absences without notice (refer
to table above), absences for any reason in which a minimum of 24 hours advance
notice is not provided to Avanti and HR, h/she will not be allowed to attend
language classes for a period of one month. Exceptions may apply and will be
reviewed and approved on a case-by-case basis.
Second Penalty: If the student incurs a total number of absences without notice
for the second time, after the first penalty has been applied, h/she will not be able to
attend language classes for a period of three months.
Third Penalty: If the student incurs a total number of absences without notice for
a third time, after the second penalty has been applied, h/she will be automatically
withdrawn from the PLP, with the possibility to return after a year. Re-joining the
language program will be evaluated jointly between the HR Office and the student’s
supervisor.
Among other consequences, an absence without notice requires that the instructor be paid
for the scheduled class and charges will be billed to the appropriate agency.
An employee who decides to temporarily cancel and/or withdraw from language classes
should inform Human Resources via email clearly establishing the date of his/hers last
class and the returning date, if applicable, to the email address BogotaTraining@state.gov.
Human Resources will inform Avanti of the employee’s decision.
I. Students should arrive early and use the class time properly.
4. Instructors:
Instructors consist of highly qualified professionals who meet the requirements and
demands of the position. They are recruited directly by AVANTI.
5. Materials:
Required materials will be lent upon availability either by AVANTI or the Embassy library. If
additional or different supplies are desired, students must obtain them at their own
expense. Students are expected to return PLP books, tapes, and other program materials
when study ceases.
6. Testing Procedures:
a. Needs Assessment
At the beginning of each training period, instructors will carry out a needs assessment
evaluation to determine what students need to learn. The needs assessment provides the
instructor with information about topics, contexts and interests that students perceive as
needs, as well as insight into student learning styles.
b. Informal Assessment
Instructors will evaluate student progress in an on-going basis during the training process.
They will relocate students to a different language level class if necessary.
c. Counseling
Instructors will have counselling sessions with students who are in danger of failing the
stated goals or proficiency test on a quarterly basis. The counselling sessions should result
in specific tasking for remedial or supplementary use of supportive training materials, as
needed to improve student performance.

PROCESO GENERAL
1. Eligibildad:
Las clases de español se ofrecen, sin costo para los participantes, en las instalaciones de
la Embajada, para los empleados americanos contratados directamente por agencias
suscritas al servicio de clases de idiomas a través de ICASS, y a sus familiares incluidos
en las órdenes (EFMs por sus siglas en inglés) y miembros del grupo familiar que no se
encuentran en las órdenes de viaje (MOHs por sus siglas en ingles), sujeto a disponibilidad
de presupuesto y espacio. Este programa también está disponible para contratistas
americanos (USPSCs por sus siglas en inglés) si el contrato especifica que se
proporcionan clases de idiomas. Practicantes y Becarios no son elegibles para participar
en este programa.

Las clases de idiomas se brindan en base al siguiente orden de prioridad, sujetas a fondos
y espacio disponible:
Con excepción del numeral (I), los empleados deberán proporcionar una
justificación por escrito, con la aprobación del supervisor. La aprobación de clases
individuales dependerá de la justificación, fondos y espacio disponible y de las
prioridades administrativas.
El Oficial de Idiomas Local (PLO por sus siglas en inglés) podrá autorizar clases
individuales por el tiempo que estas condiciones especiales prevalezcan.
**Familiares Elegibles (que estén en las ordenes de los empleados americanos directos)
y miembros del grupo familiar no son elegibles para clases individuales.
B. PROGRAMA DE INGLÉS
La Embajada de los Estados Unidos ofrece sin costo clases de inglés en sus instalaciones
de Bogotá y Cartagena a personal local (LE Staff), familiares incluidos en las órdenes
(EFMs) y miembros del grupo familiar que no se encuentran en las órdenes de viaje (MOH)
de funcionarios estadounidenses contratados por una agencia suscrita a los servicios de
clases de idiomas a través de ICASS.

dos y máximo siete participantes.
Las clases serán dadas en grupos una, dos o tres veces a la semana y la duración puede
variar entre 1 a 3 horas por semana.
1. Inscripción:
Aunque las clases de idiomas son continuas durante todo el año, los participantes están
obligados a seguir el proceso de registro.
Cómo aplicar:
I. Asistencia regular:
Los estudiantes que deseen suspender las clases de idiomas deben notificar al punto de
contacto de su oficina/agencia para el programa de idiomas, al Asistente de Recursos
Humanos encargado de la coordinación del programa de idiomas y al coordinador de
Avanti, de inmediato vía correo electrónico a la dirección de correo
BogotaTraining@state.gov para que otros estudiantes puedan ser acomodados.
Los participantes del programa de idiomas deben notificar a Avanti y a Recursos Humanos
vía correo electrónico con un mínimo de 24 horas de anticipación si no pueden asistir
a clase debido a responsabilidades laborales, vacaciones, licencia por enfermedad
planificada o cualquier otra necesidad razonable que lo haga ausentarse de clases.
Las ausencias con aviso apropiado no afectarán el registro de asistencia.

Entre otras consecuencias, una ausencia sin previo aviso requiere que se pague al
instructor por la clase programada y los cargos se facturarán a la agencia correspondiente.
Un empleado que decide cancelar y/o retirarse temporalmente de las clases de idiomas
debe informar a la Oficina de Recursos Humanos por correo electrónico estableciendo
claramente la fecha de su última clase – y fecha de regreso si corresponde – a la dirección
de correo BogotaTraining@state.gov. La oficina de recursos humanos informará a Avanti
la decisión del empleado.
4. Instructores:
Los instructores son profesionales altamente calificados que cumplen con los requisitos y
exigencias de la posición. Ellos son contratados directamente por AVANTI.

a. Evaluación de necesidades
Al comienzo de cada período de entrenamiento, los instructores llevarán a cabo una
evaluación para determinar las necesidades de aprendizaje de los estudiantes. Esta
evaluación le proporcionará al instructor información sobre los temas, contextos e
intereses que los estudiantes perciben como necesidades, e igualmente una idea de los
estilos de aprendizaje de cada uno de los estudiantes.
b. Evaluación Informal
Los instructores evaluarán el progreso del estudiante de manera continua durante el
proceso de formación. De ser necesario, reubicarán a los estudiantes en un grupo con
diferente nivel.
c. Asesorías
Los instructores tendrán sesiones trimestrales de asesoría con los participantes que estén
en riesgo de fallar en los objetivos propuestos o la prueba de aptitud. Las sesiones de
asesoría deben resultar en tareas específicas para el uso correctivo o complementario de
material didáctico, según sea necesario, para mejorar el rendimiento del estudiante.
