GENERAL INFORMATION
1. INTRODUCTION
PT. Graha Agung Indahsentosa, will develop a new resort hotel 4 - Star hotel located in Bintan
Island Bintan is a one island of Kepulauan Riau (Riau Archipelgo). Bintan island is approximately
45 km to southeast of Singapore. This hotel project located in the Bintan Beach International
Resort (BBIR) area.
2. BUILDING DATA
- Power House, Ground Water Tank and Pump Room for both Hotel located in 1 storey Building
A;
• Air conditioning system with Variable Refrigerant Volume (VRV) system split duct type and
ventilation system for M&E Plant Room, toilets and pressurized fan.
• Plumbing/hydraulic (cold water, hot water, waste water, soil water and rain water).
• Fire fighting system (hydrant, sprinkler and portable fire extinguisher).
• Vertical Transportation System (Lift).
• Electrical system that the source is from PLN and diesel generating set as emergency power,
distribution system, general lighting, emergency lighting, general purpose outlets, lightning
protection.
• Communication and Control (Fire Alarm, Sound System, Telephone, Data, CATV, Electronic
Security, Hotel Management System).
3. DEFINITION
1. Owner : The party, that engages the main-contractor to deliver all of the scope of
works.
2. Main-Contractor : The party engaged to carry out all of construction works contract.
3. Sub-Contractor : The party engaged to carry out a part of the main-contractor works and
under the Main-Contractor. The Sub-Contractor has no relation with the
Owner.
4. Specialist : The party who supply and install a special equipment to the Main-
Contractor. The specialist has no relation with the Owner.
5. Superintendent : The person(s) appointed by the Main-Contractor to perform inspect of
works being carried out under a contract between the Specialist/Sub-
Contractor and the Main-Contractor for the construction of a facility.
All equipment installed and work carried out shall comply with the requirements and regulations of
all authorities having jurisdiction over this contract, current building regulations and the referenced
documents specified.

2. AUTHORITIES APPROVALS
Arrange for all inspections required by the relevant authorities at various stages and at completion
of the whole installation.
Original documents evidencing approval by the authorities or self-certification by the M&E Sub-
Contractor shall be submitted to the Owner’s representative and copies included in the operating
and maintenance manuals.
4. QUALITY ASSURANCE
The Emergency Power Supply M&E Sub-Contractor shall be responsible for planning and
developing a program, which assures that all of the Contractor’s management, design and
technical responsibilities for quality are integrated and executed effectively. Hence the Contractor
shall plan, establish, implement and maintain a quality assurance program.
The M&E Sub-Contractor shall prepare and submit for acceptance to the Owner’s representative
before the Contract is let, a quality assurance manual approved and signed by a senior
management official.
Manufacturer
Firm regularly engaged in manufacture of services equipment, materials and accessories of types
and size required, whose products have been in satisfactory use in similar service for not less than
5 years.
Installer
Firm with at least 5 years of successful installation experience on services system projects similar
to this project.
5. SUBMITTALS
The M&E Sub-Contractor shall submit the following prior to commencing work. Any work
commenced prior to receiving approval of these will be at the M&E Sub-contractors risk; and any
abortive work will be at his own expense.

2. Shop Drawings
The arrangement of equipment and plant shown on the “tender” and “for construction” drawings is
typical only and shall be varied to suit the equipment and plant accepted and coordinated with the
structure and other services.
Workshop and installation of all systems and services shall be submitted progressively and signed
by the M&E Sub-Contractor. All drawings (3 sets) shall be forwarded to the Owner’s representative
for approval. Approval of shop drawings, however does not relieve the M&E Sub-Contractor for
coordination of all services and structure.
All connections indicated on the shop drawings submitted either by Site Personnel or Corporate
Design shall be adhered to and final connected shop drawing resubmitted. This applies to drawings
approved with comments or rejected.
• Arrangements (drawing) showing size, location and height or depth of equipment, all piped
services, electrical cables and ductwork, complete with clearances shown. Particularly show
the size and location of all penetrations, fully dimensioned.
• Where packaged equipment is supplied, include the manufacturer’s standard circuit diagram,
modified to comply with the specified system and control requirements. Should the modification
require the provision of an additional control board or cabinet, a dimensioned arrangement,
including equipment lay out, of such board or cabinet shall be include.
• Details showing any modifications proposed to the plans and specification.
• Any other plans the Owner’s representative may require showing how the equipment is
proposed to be installed; giving sizes and position of apparatus.
All the M&E Sub-Contractor drawings shall only use reduction scales 1:20, 1:50, 1:100 or multiples
of 10 of these scales. All lettering shall be a minimum 3.5 mm high.
The Owner’s representative examination of shop drawings shall not remove from the M&E Sub-
Contractor responsibility for the correctness of the dimensions of such drawings nor conforming
strictly with the requirements of this specification nor compliance with Statutory Regulations.
Allow not less than seven (7) working days after receipt of the drawings by the Owner’s
representative for perusal and return.
The fabrication and installation of the work shown on each plant shall proceed as soon as
permission has been given by the Owner’s representative to use the drawing for the purpose of the
Construction.
The M&E Sub-Contractor shall keep all shop drawings on site and continuously mark any
deviations from the shop drawings; as actually installed.
Within two weeks after Practical Completion supply five (5) bound sets of the ‘as installed’ drawings
and diagrams together with concise operating and maintenance instructions, schedules and
commissioning records specified below.
Prepare and supply a draft operation and maintenance manual to the Owner’s representative for
approval for all services installed in this Contract before Practical Completion.
The manual shall give a clear, comprehensive description of all the equipment, components and
sub-components, principle of operation, method of operation and maintenance procedures. The
descriptions shall be accompanied by flow diagrams, line diagrams and any other illustrations
necessary to achieve the required objective.
Operation and maintenance manuals and associated drawings shall be supplied as a quality
publication and shall be as follows:

All material contained in the manual shall be printed by an approved process on approved quality
paper. This requirement includes all illustrative material.
Present these items of maintenance pertaining to fire safety matters and things as a separate
section of the operation and maintenance manual to facilitate the completion of the relevant log
sheets.
The items of maintenance included in this section shall not be repeated elsewhere in the operating
and maintenance manual but shall be supplemented elsewhere as necessary to ensure that all
systems are comprehensively serviced and maintained.
6. COORDINATION
The Contractor shall coordinate the work with all trades and with all appropriate sections of these
specifications to ensure proper execution of work.
7. GUARANTEE
All equipment, material and workmanship shall be guaranteed by the M&E Sub-Contractor for a
period of one year from the date of final acceptances certified by the Owner’s representative. Upon
receipt of notice from the Owner’s representative of any failure during the warranty period, the
affected part of work shall be replaced promptly by the M&E Sub-Contractor at his own expense.
The guarantee shall not extend to damage incurred through improper operation and/or
maintenance by the Owner. The Owner shall assume full responsibility for proper operation after
final acceptance.
• Requirement: For each required test, submit a report or certificate for inclusion in an operation
and maintenance manual, signed and dated, legibly typed or printed, recording:
• Manufacturers’ certificates: For each factory or type test provide a certificate from the
manufacturer stating that the relevant item has been tested and meets the specified
requirements. Certify that each type-tested item is identical with the specified production item.
Imported items: Manufacturers’ certificates of tests performed in the country of origin may be
accepted items.
8.2. Commissioning
The M&E Sub-Contractor shall commission all services and equipment to ensure satisfactory
operation.
Prior to carrying out testing and commissioning, the M&E Sub-Contractor shall prepare a
PROPOSED Commissioning procedure; detailed schedule of the proposed methods, instruments
and materials, program etc. and submit the schedules to the Owner’s representative for approval.
The Owner’s representative will randomly inspect the testing and commissioning and report on any
deficiencies of these random inspections or on examination of the M&E Sub-Contractor’s
commissioning results. The M&E Sub-Contractor shall rectify any defects until the Owner’s
representative is satisfied with the performance and operation of all systems.
The M&E Sub-Contractor be responsible for the initial start up and operation of both the complete
system and of each item of equipment until the time that the whole installation is operating under
commercial load to the satisfaction of the Owner’s representative. Make all adjustments and
alterations during the commissioning period which are required to establish safe, reliable and
automatic operation and to the achieve the specified condition of service, operation and
performance. Particularly adjust loading of all sections of the system, Calibrate and adjust all
automatic controls and instrument, verify correct operation of all safety and protective elements and
select and fit fuse links and relays for accurate electrical control, protection and discrimination.
Be fully responsible for keeping isolated all electrical circuits connected to equipment installed by
others and shall only connect these circuits when authorized to do so in writing by the equipment
installer. Similarly isolate electricity supplies to each switchboard until it is fully complete, safe and
locked up.
Undertake a full-load trial of the installed equipment prior to Practical Completion. The full load trial
will be required to demonstrate stable, safe, reliable operation of the installed equipment through
the whole range of plant operation. Supply all labor and test equipment required for the trial and it
necessary co-ordinate with M&E Contractor to attend after normal working hours to carry out the
trial. If the trial proves unsatisfactory, rectify all faulty work and repeat the trial without variation to
the Contract Sum.
Demonstrate to the Owner’s representative that the system is satisfactorily commissioned and fully
operational for a minimum continuous period is seven days before Practical Completion is given.
Provided that reliability is satisfactorily demonstrated in this way, the Defects Liability Period will
commence on that date in accordance with the Contract Conditions. Operating responsibility for the
system will pass to the Principal subject to any other conditions of the Contract.
At the time of submission of as installed circuit diagrams, also submit log sheets, sequence and
program setting out the commissioning procedure to be adopted and nominate the person who will
be responsible for commissioning. All circuit diagrams shall be countersigned by that person. The
log sheets shall be kept on site in a folder during commissioning and shall record all test results,
name plate details, operating and protective instrument and relay settings. Log sheets shall include
a detailed checklist of all systems and equipment specified and shall also incorporate checklists for
start-up of equipment as published by Manufacturers. The person responsible for commissioning
shall personally ensure that arrangements are made in advance for attendance of technicians and
also those of Contractors and suppliers as required and to keep the Owner’s representative fully
informed of progress.
It is solely the M&E Sub-Contractor’s responsibility to carry out maintenance from initial start up in
accordance with Manufacturer’s recommendations.
Before Practical Completion, submit for approval a proforma service report made specially for this
Contract for use each month during the Defects Liability Period.
Instruct persons nominated by the Principal in the correct practice of operation, routine adjustment
and maintenance of the installation before it has reached Practical Completion. Instructions shall
continue as required during the period of operation preceding the date of Practical Completion
during which time Contractor shall be responsible for operation, supervision and correcting faults.
During the Defects Liability Period, the Principal will operate all diesel generating sets. The M&E
Sub-Contractor shall continue the maintenance log specified above throughout the Defects Liability
Period.
The Sub-Contractor shall carry out all scheduled and preventive maintenance work during this
period in strict accordance with the recommendations of the Manufacturers and as detailed in the
Operation and Maintenance Manuals.
Send experienced and qualified technicians to side at regular monthly intervals or as required for
testing. They shall carry out all preventative maintenance; service, routine adjustments,
replacements, cleaning and lubrication needed to keep the whole installation operating in a first
class condition. They shall report to the Principal’s nominated representative on arrival, receive any
instructions about the work and issue a written report on their activity and the condition of the
installation to the Principal within five days.
The M&E Sub-Contractor may, if so desired, seal operational controls to prevent adjustment
beyond defined limit if maladjustment and/or mal-operation could result in a malfunction which
could give rise to a plant defect, the correction of which would be a contractual responsibility in
terms of Defects Liability.
As provided in the General Conditions of Contract, maintain the installation and make good any
defect in workmanship or materials with all possible speed during the Defects Liability Period. Be
prepared to send a suitable technician promptly to site at one hour’s notice throughout the Defects
Liability Period to meet emergency calls for service at any time. Work continuously during of hours
of any day as required to affect the fastest possible restoration of normal system operation in the
event of breakdown. Employ M&E Sub-Contractor and airfreight or otherwise transport
replacement equipment if directed by the Owner’s representative.
Supply and install replacement electric lamps and other consumable items, which fail in normal
service during the Defect Liability Period. Supply complete lists of spare parts normally held in
Manufacturers stock with sufficient detail to permit accurate ordering by facsimile. Supply additional
spare part if specified and deliver them into store on site, properly packed and preserved.
Supply at the time of commissioning all special tools and equipment which may be required for
routine operation, maintenance, adjustment or cleaning of the installation as recommended by the
equipment Manufacturers.
No work or operation shall be carried out by the M&E Sub-Contractor at any time in the building
once commercial operation has commenced without the full knowledge and prior approval in the
Principal.
Notify the Owner’s representative four weeks before the expiration of the Defects Liability period so
that the Principal can notify the relevant insurers.
After completion of the Defects Liability Period the operation and preventive maintenance of all
plant, equipment and services will become the responsibility of the Principal.
Submit a proposal to the Owner’s representative for an annual maintenance Contract four weeks
before the end of the Defects Liability Period.
Organize and conduct a seminar to instruct the Owner and his representatives in the operation of
all diesel generating sets provided at the completion of the project.
Submit agenda schedule and list of representatives to the Owner’s representative for approval
thirty (30) days prior to seminar.
Instruct Owner’s operating personnel in proper starting sequences, operation, shutdown and
maintenance procedures, including normal and emergency procedures.
PROJECT DEVELOPMENT

ICT (INFORMATION COMMUNICATION TECHNOLOGY) WORKS
SCOPE OF WORKS
1. GENERAL
The services will include the supply, installation, and testing, commissioning, guarantee and certify
the installation, service and maintenance of the specified systems, to provide as built drawing,
operating procedure and maintenance and training installation for building maintenance.
In case some of the material and equipment used are different from the specifications listed below,
the Sub-Contractor is responsible for changing the equipment and/or materials to ones that comply
with the technical specifications or general standard codes without any additional fee and approved
by Board/Site Supervisor/Construction Management.
2. SCOPE OF WORKS
The electronics services will include the supply, fabrication, delivery, off loading, installation,
connection, testing, commissioning, guarantee and certify the installation, service and maintenance
of the specified systems.
The electronics ICT services will include, but not be limited to the following:
A. Telephone
1. Procurement, installation and testing of IP PABX, complete with all specified facilities located in
the 1st floor server room, Building P.
2. Procurement, installation and testing of telephone outlets and their hand sets.
3. Conducting training for maintenance crew.
4. Provision of operation and maintenance manual books.
5. Provision of as built drawings.
6. Testing installation from both Sub-Contractor and Authority.
7. Testing and commissioning of all systems.
8. The Sub-Contractor shall give a training including operation, maintenance and troubleshooting
to some personnel appointed by owner until they can operate, maintain by them self before
handing over.
1. Procurement, installation and testing of network system data, including complete servers with
switching equipment and firewalls placed in the 1st floor server room, Building P..
2. Procurement, installation and testing of data outlets.
3. Procurement, installation and testing includes Switch, Patch Panel, data cable, data outlet and
installation.
4. Conducting training for maintenance crew.
5. Provision of operation and maintenance manual books.
6. Provision of as built drawings.
7. Testing installation from both Sub-Contractor and Authority.
8. Testing and commissioning of all systems.
9. The Sub-Contractor shall give a training including operation, maintenance and troubleshooting
to some personnel appointed by owner until they can operate, maintain by them self before
handing over.
The above work shall be carried out by specialists experienced in the electrical services trades.
All Participants Tender shall arrange with the Principal or Main Contractor to inspect the site and be
aware of all design details, operation and site conditions.
3. TERMINATION POINTS
The work covered by this section of the specification shall be fully complete and independent within
the limits of the following section termination points at which it shall connect to existing systems or
work carried out by others or other trades.
It is responsibility of the Sub Contractor to ensure the installation is complete within the contract
termination points and that interdisciplinary termination’s between trades are fully coordinated. The
following list of section termination points is included to allow quotations to be assessed on an
equal basis.
• Connect cables to the telecommunication provider and ISP (PT. Telkom telephone box)
• Interconnection to other M/E equipments
4. ASSOCIATED WORK
4.1. Scope
Carry out civil, structural and building required for access, construction, installation, operation and
maintenance of the installation covered by this specification unless otherwise specified or shown
on the accompanying drawings to be carried out by others.
Ensure that the strength and rigidity of structures and fastenings are adequate to prevent failure,
significant movement or deflection during operation, traffic or maintenance during the life of the
installation.
Submit shop drawings or other details of frames, structures and building work for inspection by the
Superintendent before fabrication or installation.
Ensure that overall dimensions do not exceed those specified and other wise conform generally to
the dimensions shown on the drawings.
State at the time of tendering any changes that are required to these provisions and be fully
responsible for the cost of any subsequent alterations or reselection of equipment necessary to
complete the work as specified.
Form necessary openings and recesses, make good and perform any other incidental work
required for the installation of the electrical services.

PROJECT DEVELOPMENT
HOLIDAY INN – BINTAN
ICT (INFORMATION COMMUNICATION TECHNOLOGY) WORKS
The IP PABX system in this building is used to fulfill the voice communication needs of operational
management, building maintenance and hotel occupants (which are connected with system billing).
The IP PABX system is required to be integrated with the hotel PMS server and able to fulfill the
basic features needed for hotel operations such as mess waiting waiting, wakeup call, call billing
and others.
Materials and equipment to be used must meet or approach the technical requirements as follows:
A. The intended PABX is an IP PABX system that has the following configuration capabilities:
• 30 trunk SIP to the central PT. Telkom consists of 20 used analog trunks and 10 analog
trunk spare parts.
• 400 IP extensions
• 200 DIOD Lines
• 1 (one) port interface for Music-on-Hold
• 1 (one) port interface for the paging system
• set PC console for Operators.
• Auto attendance, at least able to receive 15 simultaneous calls.
• OA & M system (Operation, Administration & Maintenance) PABX that is GUI based and
runs on Linux / Unix / Equivalent systems to provide operational and maintenance
convenience for all PABX users.
• 1 (one) set of terminals for OA & M (operation, administration & maintenance) GUI.
With the following specifications:

C. The design must be modular, so that it provides convenience in capacity building in line with
increasing communication needs from time to time.
D. PABX offered must be able to provide the right solution to the needs of capacity and function /
facilities, in addition to the requirements including:
Ease of hardware (hardware):
• It must be easy and economical if it is necessary to develop and upgrade the equipment,
provided that what is installed is not wasted.
• Must be easy and efficient in carrying out service and maintenance, as well as ease in
providing spare parts, so that the speed and accuracy of service and maintenance can be
achieved at a lower cost.
A. Is an internet protocol exchange or IP-PBX not IP Enable PBX that can function to convert voice
signals into data packets so that voice, data and images can be combined in one channel /
media via LAN / WAN and in accordance with existing Protocol standards, but also follow TDM
standards.
B. Based on Open OS (Operating System) like Linux, and must be hardened on the system, not
vulnerable to viruses and other interference (not the Windows operating system).
D. The design of PABX is modular in the sense that it can be easily developed from the initial

H. Display Number:
I. Pilot Buzzer:
When operator assistance is needed and the operator is not handling the call, the buzzer will
sound with a predetermined rhythm.
If the operator continues the call to the extension, but the extension is diverted / transferred to
another extension (call forwarding, follow me, etc.) the operator will know by looking at the
indicator. The indicator will remain on as long as the operator is associated with the call.
If the operator is asked by an extension to connect to an extension that is not allowed, the
operator will be able to see through
"Indicator". This indicator will remain lit as long as the operator is associated with the extension.
L. Congestion Indicator:
The indicator will show that the connection cannot be entered or all channels are used.
Operators can find out the identity or division of the last party contacted by an outside number,

The system can determine whether the outside party is released or returned to the operator
when the internal PABX presses the enquery and puts down the handle of the aircraft. If several
times an outside party returns to the operator, the connection will be released.
The console operator can turn on the buzzer sound automatically if the outside caller does not
wait longer than a certain period of time, even though the buzzer has been turned off.
With this feature, the operator can pay attention to the amount of traffic load on each call queue,
so that the operator can intentionally adjust the speed of handling calls to shorten the waiting
time for outside callers.
Q. On Hold Delay:
After the operator has finished answering an external call, the system is given 5 seconds to the
caller before the operator can terminate the connection.

A call to one programmed A extension follows me to extension B, the B extension will

3. Emergency Alarm:
Extension alarms can be rotated by extensions with certain Traffic Classes by turning the
alarm code. If you rotate the handset, before the call is answered the call is still active. Then
the emergency alarm extension is lifted, the Automatic Ring Bank procedure works and the
extension originator (which starts ringing).
5. Break-In:
Extensions with Break-in facilities can mediate ongoing conversations. Break-in initiatives are
carried out by the extension by playing the Break-In code. Break In will be followed by a
warning tone that is heard by all those who speak.
6. Inquiry:
An extension that is in talks can call a third party by pressing the inquiry button. The initiator
will receive a dial tone and can call a third party. The second party will wait and hear musical
tones. After finishing with the third party the conversation can be continued with the second
party again.
7. Shuttle:
During the inquiry, the initiator can help third parties to wait and talks with the second and
third parties can be alternated by pressing the inquiry again.
8. Transfer:
In a state of inquiry, the initiator can connect the second party with a third party by placing
the telephone receiver. The extension originator will be idle and the second and third parties
will be related.
9. Add-on Conference:
With this facility, the extension can talk to three, by pressing the Add-On conference code
before dialing the third party number.
