INTRODUCTION

According to Keller (2004), A community action plan is a road map for implementing
community change by identifying and specifying WHAT will be done, Who will do it and HOW
it will be done. In other words, the action plan describes what the community wants to
accomplish, what activities are required during a specified timeline and what resources (money,
people and materials) are needed to be successful. The community action plan should become a
framework for implementing the activities that are decided by the community itself. The focus is
more on the process of understanding and overcoming problems in order to rebuild the people's
lives rather than just physical development such as building houses, providing clean water or
toilet facilities. It is important to understand that the community should be the main actors in
preparing their own community action plan. Producing the action plan helps people to take
realistic and concrete steps toward participatory development planning in order to improve the
sanitation and water system. By bringing everyone together to think and discuss resources and
group involvement, this tool increases awareness about the skills and resources already available
in the community.

Introducing Barangay Dalandanan, District 1, Valenzuela City with a total population of


18, 773 based on the 2015 census. Valenzuela City is one of the 16 cities that make up the
Metropolitan Manila, or the National Capital Region. Out of the 144 cities in the Philippines,
Valenzuela City is the 13th most populous, with approximately 570,000 inhabitants. Located 14
km north of Manila, is a highly urbanised and affluent industrial and residential suburb situated
in a low-lying area and bordered by three interconnecting rivers: the Tullahan, the Polo, and the
Meycauayan. The confluence of these rivers make Valenzuela vulnerable to flooding during high
tides and also to flash floods, which occurs regularly during the rainy season. During periods of
heavy rainfall and high tides, stagnant water from floods can sometimes stay in the area for up to
4 weeks due to insufficient drainage, improper solid waste disposal and simply too much water.
People are often stranded inside their homes with limited food and water supply, and are exposed
to water-borne diseases such as dengue and leptospirosis, as well as coughs and colds.

The action plan was designed and served as the guiding path to educate the nursing
students and enhance the leadership capability in terms of volunteerism which is one of the

characteristics of a FATIMANIAN. The output of this action plan serves as a guide for Brgy.
Dalandanan to reassess their efforts in making their environment free from all kinds of pollution.
Each individual should take part in taking care of the environment. The results of this study can
also be used by the City Government of Valenzuela City as a basis for interventions to further
improve the procedures on solid waste management and disposal in the city.

COMMUNITY PROFILE

A. GEOGRAPHIC IDENTIFIERS

1. Name of Community

● Barangay Dalandanan, District 1, Valenzuela City

2. Historical Evolution of the Community

● The namesake of Brgy. Dalandanan came from the impressive line of


dalandan trees that used to distinguish the area.
● The now-defunct Manila-Dagupan Railway opened in 1892 and traversed
the barrios of Marulas, Caruhatan, Malinta, Dalandanan and Malanday,
with the station being in Dalandanan.
● The population of Dalandanan grew from 15,928 in 1990 to 18,733 in
2015, an increase of 2,805 people. The latest census figures in 2015
denote a positive growth rate of 1.47%, or an increase of 1,385 people,
from the previous population of 17,348 in 2010.

3. Description of Community

● Fiestas: Residents near the border of Esteban celebrate the fiesta of San
Roque every May. San Simon celebrates the feast of San Pedro in June.
Belando residents observe the fiesta of the Sto. Nino in January. Those

who lived near A. Marcelo hold the feast of the Black Nazarene every
January

● Its population as determined by the 2021 Census was 20,047. This


represented 3.02% of the total population of Valenzuela.

THE COMMUNITY ACTION PLAN

1. A description of the issues and community goals

Numbeo (2021) released data on Valenzuela’s current satisfaction concerning


their situation in cleanliness and order, the Citizens remain dissatisfied with regards to
Garbage disposal garnering over 60% of the whole community complaining about the
said issue. Moreover, the data also shows that land, water, and air pollution are problems
faced by the people that reside in valenzuela.

The goal of this action plan, is for the citizens of Valenzuela, most specifically the
members that belong and live in Barangay Dalandanan, together with their leaders, to be
informed and be aware of their current situation with regards to cleanliness and
orderliness of their community. This is for them to take action towards achieving a better,
greener, and peaceful environment. With the action plan’s core motive, the activity
promulgates to disseminate (through health teaching) important information about what
order and cleanliness of the environment can do to every individual and as a whole
community. This project will also suggest what actions and activities can the whole
community do to improve their current situation. This action plan will also be done to
eliminate and avoid foreseeable problems relating to cleanliness and orderliness.

With that, the Group 1 of BSN 3Y0-2A formed a set of principles that will be the
foundation of the activities that will take place, and this set of principles is called
“KALINIS” which means as follows:

K- eep your own place and surroundings clean

A- All garbages should be thrown correctly and responsibly

L- Littering must be discouraged thus putting up signs or being accountable


with our family and neighbors are important

I- initiate, set a good example to your family members and neighbors

N- Nesting or places where illness-baring pests and insects grow and


reproduce should be eliminated and destroyed

I- Information dissemination and being informed about the community and


its goals are each and every member’s responsibility

S- safe keeping of pets must also be observe to avoid personal and public
damages

3. Current activities and projects


● Distribution of Pasko sa Hulyo kina Lolo’t Lola - This is an annual project of
City Government of Valenzuela wherein they’ll give Sack of rice for all senior
citizens living in Valenzuela. The advantage of this project is that no senior
citizens will be hungry. And the disadvantage of this in this time of pandemic, all
recipients can be exposed to viruses.
● National ID Registration - Barangay Dalandanan coordinates with PSA, so that
their residents can get the National ID. It is important because it is an ID that
people can use for applying for jobs. They don’t need any valid ID as long as they
have the National ID.
● Distribution of Voters Satellite Registration Form - It is a project wherein
Barangay Dalandanan is distributing voters registration form for those who are
not registered to vote. It is a good project, so that the people can vote wisely and
they can choose who they want to be a leader of their community.
● Proper Waste Disposal - Barangay Dalandanan residents, have scheduled to
dispose of their trash in a good way. Garbage collectors are roaming around
Dalandanan every Tuesday and Friday to get all the garbage that the residents
have. Early in the morning, residents will put all their garbage in one place so that
the collectors can easily throw it on their trucks. Advantage of this, the garbage is
not accumulated. Second, people can live a healthy life and will see their place
clean. Some disadvantage of this, the collectors might get sick because of the dirt.
● Cleaning the street for 10 days - In our community, they offer 10 days of
cleaning for those people who don't have work. They give allowance so that they
can feed their family. This project benefits the community and the person as well.
The community will get clean, and people can avoid being sick and can be more
healthy. For the workers, they are exercised and they have the money to feed their
family for the day.

4. Suggestions for new projects in community- wide campaign

Community-wide campaigns are comprehensive programs that use multiple


intervention strategies across multiple settings in a community by combining a variety of
strategies, such as risk factor screening and education, community events, policy and
programmatic initiatives. These campaigns are considered large-scale and sustainable that
can bring multiple sectors together (CDC, 2020). The following are the new projects
suggested for the Barangay Dalandanan that will be beneficial to this Community Action
Plan’s objectives which are to spread awareness and relevant information concerning the
cleanliness and orderliness in order to take action towards achieving a better, greener, and
peaceful environment.

● Tree Planting- Considering all the benefits of the trees for the environment,
this activity also promotes health and social well-being by encouraging
physical activity and promoting social relationships in the community.
● Recycle Campaign - Recycling helps to reduce energy and fresh/raw materials
consumption. Other than the good benefits of recycling to the environment, it
also reduces the mosquito population around the whole community, thus
decreasing the potential risks of having various types of diseases.
● Container Gardening Project - This activity helps those communities with
limited land or no gardening space especially for those barangays in urban
areas like the Barangay Dalandanan. This project also promotes recycling
activities by using used water gallons and old barrels that serve as pots to
plant vegetables such as eggplants, okra, tomatoes, etc. Lastly, this project will
help the community to plant their own supplies of vegetables.
● Waste Segregation - Separating food and non-food wastes greatly help the
environment. It helps reduce pollution, conserve energy, and help the
environment clean and fresh. In addition, it also helps the community to earn
money through recycling, for instance, bottles and tin cans can be bought by
companies thus it makes money.
● Waste Disposal Seminar - Seminars and small group discussions greatly help
the community to be aware of their problem and how to solve it. This will

allow the residents to be mindful of their environment. Through these


seminars, the organizers share and distribute credible information that will aid
in maintaining a safe and healthy environment.

Resources:

1. Where to go for financial support?

The 3rd year student nurses require sufficient funds to support an Action Plan for
the Barangay Dalandanan, entitled "KALINIS": Towards achieving a better, greener, and
peaceful environment.

The following are the supporting funds that we used throughout the program:

Personal Funds- every student nurse that is part of this program is obliged to give
a contribution.

Government funds- we will collaborate with the Barangay officials to secure


funds to improve the cleanliness of the community.

Waste Material Income- The necessity for raw material extraction (coal,
quarrying, and logging), refining, and processing, all of which contaminate the air
and water, is eliminated by recycling. Recycling conserves energy while also
reducing greenhouse gas emissions, which helps to combat climate change. Most
significantly, we can generate revenue from the sale of waste products, which will
aid in the funding of the program.

2. Where to get advice and educational material?

We can get advice directly from Barangay Officials headed by Hon. Reliza Mei
Umali, Barangay Health Workers, and Public Sanitation and cleanliness groups such as
Waste Management Office (WMO) and Clean & Green. The Waste Management Office

is responsible for efficient collection and disposal of generated waste. The Clean & Green
Office is taking the lead in street cleaning operations and monitors barangay roads
regularly. Also, the Clean & Green Office deploys street sweepers and apprehends
violators of the Solid Waste Management policies.

BSN 3Y0-2A, Group1 students will make their own simple, understandable, and
affordable educational material. All information included in education materials will
come from reliable sources.

3. Where to get donated products or services?

The biggest issue in Barangay Dalandanan is a lack of cleanliness and order. The
importance of cleanliness and order is that it helps to prevent contagious diseases from
spreading throughout a neighborhood, school, campus, and other places. Lack of order is
frequently one of the causes of incidents and accidents, and a lack of cleanliness leads to
various illnesses. We, the 3rd year nursing students at Our Lady of Fatima University,
intend to obtain the following services:

Barangay Officials- We are collaborating with barangay officials to promote the


cleanliness and orderliness of their barangay.

Sangguniang Kabataan- We plan to collaborate with the SK of Barangay


Dalandanan by launching a program called “Bayan Ko, Linis Ko.”

Barangay Health Workers- We will collaborate with the barangay health


professionals who are in charge of disease prevention in the event of an unsanitary
environment.

Concerned Citizens- We will work with the residents to gain their support and
cooperation for the betterment of the neighborhood.

Network: a contact list of key groups, government departments and others who are supporting
the community Action Plan.

1. Waste Management Office


- refers collectively to the collection, transportation, handling and disposal process
of dealing with removal of human waste.
2. Clean and Green Office
- is a preferential tax assessment program that bases property taxes on use values
rather than fair market values.
3. Rivers and Waterways management Office
- A river is a natural, flowing stream of water that provides an venue for drainage
water from higher elevations to a standing body of water at lower elevations,
which is typically a lake or ocean.
4. Management Office
- is a profession involving the design, implementation, evaluation and
maintenance of the process of work within an office or other organization .
5. Solid Waste Management
- collecting, treating and disposing of solid material that is discarded because it
has served its purpose or is no longer useful.
6. Flood Control
- refers to all methods used to reduce or prevent the detrimental effects of flood
waters.
7. Tubig Patrol
- Tubig patrol Valenzuela City's Management Office is responsible for the delivery
of potable water to all constituents not yet supplied by Maynilad.
