INTRODUCTION

Despite the fact that different places have been slowly lifting Covid-19 restrictions and news have been
spreading around the country about corona virus 2019 (covid-19) cases declining
(https://www.pna.gov.ph/articles/1170097), some parents are still skeptical in sending their children to
school. They have always encouraged socializing and discovering the world outside the comfort of their
homes to their youngsters, however, when there is an outgoing virus outbreak, some parents take a step
back and oppose of the decision.
September 20 of 2021, President Roa Rodrigo Duterte approved of face-to-face classes in low-risk areas
as reported by Education Secretary Leonor Briones (https://ptvnews.ph/prrd-approves-pilot-
implementation-of-face-to-face-classes-in-low-risk-areas/). Subsequently, on February 2, 2022, the
Department of Education (DepEd) released a statement regarding the face-to-face classes saying that
Secretary Briones has allowed all district directors to begin the gradual expansion of face-to-face classes
in public and private schools (https://ptvnews.ph/prrd-approves-pilot-implementation-of-face-to-face-
classes-in-low-risk-areas/). As a result, the reported participating schools as of March 22, is around
10,000, both in private and public institutions (https://newsinfo.inquirer.net/1572420/fwd-deped-over-
10000-schools-okd-to-resume-limited-in-person-classes).
Regardless of the fall-off of corona virus 2019 (COVID-19) cases, there is still no affirmation when the
pandemic is going to end. Furthermore, there are new variants comping up on the surface and President
Duterte himself says that whether we like it or not, it will enter our country somehow

%20Rodrigo%20Duterte%20on,we%20like%20it%20or%20not.%22) . With this on-going “open-ended”
pandemic mess, parents can’t help but raise their opinions about face-to-face classes

With that being said, the researcher, through this study, aims to assess the concerns these parents have, to
assess the different aspects on what the roots of their concerns are and to raise suggestions on the said
problem.
THEORETICAL LENS
PURPOSE OF THE STUDY
The purpose of this qualitative case study is to shed light on parents’ concern around face-to-face classes
in the middle of a pandemic in Digos City, Philippines.
RESEARCH QUESTION
1. Do parents trust the parameters implemented by institutions in conducting face-to-face classes?
2. What concerns do parents have that make them doubt the efficacy of face-to-face classes?
3. What suggestions can parents give for a more effective learning for kids?
SIGNIFICANCE OF THE STUDY
This study will contribute to the body and relevant and credible research resources on the implementation
of face-to-face classes. Specifically, it can benefit the following:
Department of Education.
School administrators.
City Municipalities.
Students.
Family of Students.
Future Researchers.
SCOPE AND DELIMITATION
This study will only focus on the different concerns that parents have in Digos City, Davao del Sur with
face-to-face classes and the different suggestions they have a more safe and effective learning.
