§ 23.20 A provision in an amendment to a general appropriation bill containing funds for an FTC
collection of line-of-business data from not more than 250 firms including data presently made available
to the Bureau of Census, Securities and Exchange Commission and other government agencies where
authorized by law was held not to change existing law relating to agency authority for collection of such

The First Session

AT THE FIRST SESSION Begun and held at the City of San Francisco Which is the capital of OSEA. On
Monday, the fifteenth day of February, two thousand and twenty-one Act to facilitate the expedited
review of the hate crimes, this also includes §83.000 Osean Police Force and Reform Bill. §83.010
through 83.018 depending on the status of states. Let it Be enacted by the federation. Which will
expedite police officials to prosecute any person who uses racial slurs at the person or group. This will
also pay for victims of crime. And to serve as a testament against Police corruption in the Nation. This
will also include a state of the art Call center that will be situated in the 200 block of Main Street. And a
Multi-Billion Dollar Expansion to the Police Force which will be noted as the DPF. The District Police
Force will be in control of the investigation and arresting of any Illegals, Criminals, and any Hate Crimes,
Murders, or anything that is committed, including thief, home invasions. And all other Illegal crimes, this
will also allow spending for Tracking via Federated Wireless, and other media means, to locate and to
find the criminals through GPS and other means of communications.

(SECTION §23.20 KATE STEINLE LAW. This Act may be cited as the ‘‘COVID–19 Hate Crimes Act’’ And N-
23.20 Kate Steinle Law)

SEC. 23.21 – 23.28. FINDINGS. The OSEAN Federation finds the following:

A: HARRASSMENT OR INTIMIDATION FROM PEOPLE WHO ARE NOT FROM OSEA, OR THE FEDERATION
OF OSEA. THIS INCLUDES THE FOLLOWING CITIES AND/OR STATES.

6. CONTRA COSTA/MARTINEZ
7. NAPA
8. MARIN
 IN SAN FRANCISCO HAS BEEN NUMEROUS OF ATTACKS OF ANTI-RUSSIAN, ANTI-ASIAN AND ANYONE
WHO DON’T FIT THE IDEOLOGY OF A CRIMINAL. MOST CASES HATE CRIMES AT PEOPLE WHO ARE
ORIGINALLY FROM THE NATION HAS THE RIGHT TO STAND THEIR GROUND IF THE PERSON WHO IS
COMMITTING THE HATE CRIMES, TARGETS THE VICTIM OF ANY KIND OF ANY WAY SHAPE OR FORM.
PAYMENT OF VICTIMS COMPENSATION WILL BE USED IN ORDER TO PAY FOR PAIN AND SUFFERING,
WEATHER MENTALLY OR PHYSICALLY. THIS ALSO INCLUDES STALKING THE PERSON TO ENTICE,
INTIMIDATE OR TO HARASS THE PERSON.

Covid-19 and the Pandemic §23.21 – 23.29 Anti-Hate Bill

(21) Following the spread of COVID–19 in 2020, there has been a dramatic increase in hate crimes and
violence against Asian-Americans and Pacific Islanders. This does in count for Racism towards Russians,
Polish, Germans, and Portuguese speaking people. Targeting one person or a group is a hate crime
within itself. Threatening to harm, To Touch one person with a weapon, whether or not if it is or not, will
not be tolerated and will be used as evidence against the criminal or the hater at large. This includes
making violent jesters to intimidate or to entice the person. Including a Group of People.

(22) According to a recent report, there were nearly 7000 reported cases of anti-Asian discrimination
and incidents related to COVID–19 between March 19, 2020, and February 28, 2021, in all 7 States,
including the capital of San Francisco. With a recent surge of criminal activities from people who are not
from the Country of Osea, the Osean Federation has made it clear to charge people for any type of hate
crime, any type of hate speech, or any type of jesters towards the victim of crime. Section 23.22 will
explain how the system will be set up for prosecutors to charge people who commit any hate crimes at,
or towards any one person or group of people.

(23) During this time frame, race has been cited as the primary reason for discrimination, making up
over 90 percent of incidents, and the Federation condemns and denounces any and all hate towards any
group, or one person, including the Prime Minster of Osea, no matter race, language, ethnic, age, or any
ADA, hate of any kind. The sentiment in any form pertaining to this section is noted as Anti-Hate which
is to cease and stop anyone of any kind who is in the Osean Federation Illegally or not to be prosecuted
for the hate crime. This is also cited as the Kate Steinle Law. Or the Law pertaining to racial
discrimination from a Mexican Male.

(24) Roughly 36 percent of these incidents took place at a business and more than 700 Asian-American
businesses have contributed to the diverse fabric of the OSEAN life. Many of them offer Services to the
Homeless Population, one such case pertained to Black’s Mexicans and Non Osean Nationals Targeting
people of Asian Descent or from Russia, Germany, Poland, Portugal, or any non-Western Influenced
Person who targets, the person or group for no reason. Using words that are not in descriptive of the
person who is the target.

(25) More than 2808 Asian-American and Pacific Islander older adults, particularly those older adults
who are recent immigrants or have limited English proficiency, may face even greater challenges in
dealing with the COVID–19 pandemics, including discrimination, economic insecurity, and language
isolation. Other target groups are Russians, Germans, Polish, Portuguese, and any non-Western
influenced person. Who comes to receive services for the sake of their own wellbeing. Being targeted by
Spanish speaking persons. Blacks, LGBT, or anyone who doesn’t know the person or group of people.
(26) In the midst of this alarming surge in anti-Asian hate crimes and incidents, a shooter
murdered the countless people in the Federation of Osea, Oakland in the jurisdiction of the
state of Martinez, 6 of whom were women and 6 of whom were women of Asian descent:
When Amanda Nguyen saw the video, she was horrified. In the Jan. 28 security footage, 84-
year-old Vicha Ratanapakdee was shoved to the ground while taking his morning walk in San
Francisco; just two days after the assault, he died. (Nineteen-year-old Antoine Watson has since
been charged with and pleaded not guilty to murder and elder abuse.) It was one of several
incidents of physical violence against Asian American elders in recent weeks across the U.S., but
Nguyen had yet to see coverage by a major news outlet about the concerning increase in
violence towards the Asian American and Pacific Islander community, following a year of
xenophobic rhetoric and racist attacks amid the pandemic.

of the United States will always remember the victims of these shootings and stand in solidarity with the
Federation. Using executive powers and resources to prosecute all hate crimes and to have them in
prisoned depending on what type of crimes was committed. At the most (5) Five (7) Seven (25) Twenty-
Five, or Life Sentences.

(27) It is now a Death Sentence to harm, harass, entice, criminalize, commit, or yell, scream, at the
person of target. Furthermore, it Is illegal and prosecution will follow through if any hate speech,
criminating evidence will be used against the criminals. No matter race, religious beliefs or sexual
orientation. It is a death penalty to go after the Prime Minster or any one at power of any state of the
Federation of Osea.

(28) Furthermore it is illegal to use the word(s) Meat to describe a man’s genitals, it’s also cited to be
illegal to use any food terms to describe any male or female parts. Thus marking the end of an era.

(29) It is illegal to stalk, entice, harass or to commit any criminal activities of hate of any kind to any
person or group. Which is a prosecutable offense if seen on camera, committing the crimes. This
includes any one person who is in control of any business or establishment. This section also includes
theft of any property, and/or theft of any goods, food, merchandise, clothing, cyber theft, cyber-
stalking, making death threats, going after the criminal of interest without the DTF present.
