I am writing to provide you with a legislative update regarding the PATRIOT Act the wake of September I 1 to conftont terrorist threats to the United States.

On Thursday, May 26, Congress voted on whether to reauthorize provisions of the PATRIOT Act for four additional years (Senate Bill 990). I have no doubt there are people both outside of this country and within its borders who feel threatened by our freedom and would wish to harm innocent people and destroy our way of life. I believe we need to continue to hunt down and bring to justice those who would commit acts of terror against Americans. Providing defense for our country is both my priority and Constitutional duty as your federal representative. I am writing, however, to share why I voted against the four year extension of the PATRIOT Act.

It is my firm belief that the potential extension of the PATRIOT Act calls for a full and open debate. Nearly ten years have passed since the attacks of September 1 1. Since that time, there have been legitimate concerns raised over privacy, the extent of law enforcement's reach, and individuals' Co nstitutional protections.
These controversial provisions specifically referenced in Senate Bill 990 should have been given the opportunity for thorough review and transparent debate by Congress before we voted to extend them. The process in which they were considered did not allow this opportunity.

Striking the right balance between safety and liberty is not always simple, but it is vitally important. What makes us a great nation - a nation worth defending - is our Constitution and the rights it affords eaclr and every citrzen. I believe the most effective way to find the proper balance is to hold an open and robust debate over the PATRIOT Act.
