1.0 INTENT
This specification covers the design, fabrication, assembly, testing at works, packing, supply,
receipt at site, installation, testing and commissioning of indoor, draw out type High voltage
switchboards incorporating circuit breaker, isolators, fuses complete with indication, metering,
protection and all other accessories for efficient and trouble free operation.

3.2. Accessibility
All equipments shall be easily accessible. Checking and removal of components shall
be possible without disturbing adjacent equipment. It shall be possible to set all
measuring relays 'in situ' without de-energizing the switchboard. Mounting of relays for

a particular breaker panel shall be limited to that particular panel. Unused C.T.
secondary terminals shall be short-circuited. All terminals shall be shrouded with
plastic covers to prevent accidental contact.
connection shall be through XLPE cables. Entry of the cables into the switchboard shall
be from the bottom. Ample space for connection of the cables shall be provided at the
rear of the switchboard. In order to avoid accidental contact in the cable compartment
while carrying out inspection by opening the rear cover, a removable expanded metal
barrier shall be provided in the cable compartment. The head room available between
cable gland plate and terminal lugs shall not be less than 600 mm. for switchgear up to
11 KV, and 900 mm. for 22 and 33 KV cables. In case the standard panel depth cannot
accommodate the specified no. of cables, a rear extension panel of uniform height shall
be provided. An earth strip shall also be brought to this extension panel.
Cable lugs and the requisite cable glands for power and control cables shall be included
in the scope of supply of the switchboard, Cable glands shall be Nickel plated / brass
double compression type and lugs shall be tinned copper crimping type solder less.
Nonmagnetic cable gland plates shall be provided for feeders with single core cables.
Bimetallic connectors shall be used for copper to aluminium connections.
The switchboard shall be supplied with supports for clamping outgoing and incoming
cables.

The inter-panel wiring shall be taken through PVC sleeves or suitable
grommets. For inter panel wiring between the shipping sections, wires in rolls of the required
length, connected at one point, shall be supplied with the panel for connection at site.
Multiple plugs provided should have scraping earth terminals.

3.9. Painting:
3.9.1 All metal surfaces shall be thoroughly cleaned and degreased to remove mill scale, rust,
grease and dirt. Fabricated structures shall be pickled and then rinsed to remove any trace
of acid. The under surface shall be prepared by applying a coat of phosphate paint and a
coat of yellow zinc chromate primer. The under surface shall be made free from all
imperfections before under taking the finishing coat.
3.9.2 After preparation of the under surface, the switchboard shall be spray painted with two
coats of epoxy based final paint or shall be powder coated.
3.9.3 Colour shade of final paint shall be as 631 of IS: 5 unless specified otherwise.
3.9.4 The finished panels shall be dried in stoving ovens in dust free atmosphere. Panel finish
shall be free from imperfections like pinholes, orange peels, runoff paint etc.
3.9.5 All unpainted steel parts shall be Zinc passivated or Cadmium plated or suitably treated to
prevent rust formation. If these parts are moving elements then they shall be greased.
Mechanical trip push buttons shall be provided for all breakers. Mechanical closing
devices shall not be acceptable for motor feeders. The complete breaker assembly
should have interchangeability with breakers of identical ratings. Each breaker shall be
provided with an operation counter.
An integral eathing system or a separate earthing carriage shall be provided.
In case of a separate earthing carriage, the necessary trolleys for bus side earthing shall
be supplied. After withdrawing the circuit breaker, this can be inserted to facilitate
earthing of bus-bars. Suitable electrical interlock (as specified in 3.1.8 above) along
with audio - visual indication shall be provided to prevent closing of bus side earthing
truck on live bus-bars.
directional relays, either a 3-phase, 5-limb VT or 3 single phase VTs with secondary
windings connected in open delta shall be provided.
3.12.3 Instruments
Indicating instruments shall be of 144 mm square size suitable for flush mounting.
The accuracy class for all instruments shall be 1.0 as per IS: 1248. All auxiliary equipment
such as shunts, transducers, C.Ts, P.Ts as required are included in the scope of supply.
Digital instruments shall also be acceptable, provided specific approval of company for
make and model is obtained before placement of switchboard order.
kW I kWh meters: The kW I kWh meters shall be suitable to measure unbalanced loads
on a 3-phase, 3-wire system. The kW meters shall operate on a PT secondary voltage of
110 V.
Frequency meters: These shall be of direct-reading or digital type and shall operate on a
PT secondary voltage of 11 OV. The standard range shall be 45-50-55 Hz.
Power factor meters: Power factor meters shall operate on a PT secondary voltage of
110 V. The CT secondary current shall be as shown on the relevant drawings. The
standard range shall be 0.5 lead-1.0-0.5 lag.
All digital meters if specified shall be highly reliable, accurate, compact and self-powered.
Digital meter data shall be saved in case of power failure. Field programming from front of
the meter shall be possible and shall have RS232/485 pot in case specified elsewhere in
the bid.
3.12.4 Relays
Type of relay i.e. electromechanical, static or numerical shall be as defined elsewhere in
the bid. Relays shall conform to the requirements of IS: 3231 and shall be suitable for
flush mounting with connections from the rear. Protective relays shall be in draw out

3.12.5 Timers
For re-acceleration duty, timers unless otherwise stated, shall be pneumatic type and shall
have adjustable time setting of 0-60 seconds. Alternatively static timer may be considered.
The time settings, where specified, shall be accurately set before dispatch of the
switchboard. Timer provided for control of capacitor feeder shall have minimum setting of
0-5 minutes.
Contractor shall submit the following as a minimum for approval! review by the company:
a) General arrangement drawing showing constructional features, space required in front
for withdrawals, power & control cable entry points etc.
b) Foundation plan.
c) Installation and mounting details.
d) Single line diagram.
e) Control schematic and circuit diagram showing every device, terminal and wire no.
f) Bill of materials with makes.
g) Filled in data sheet.
h) Technical particulars of circuit breakers.
i) Copies of certificates for all type tests for all individual components.
j) Copies of certificates for all routine and functional tests for panel.
k) Catalogue and brochures.
Manufacturer shall submit for purchaser's approval the general arrangement drawing,
base frame details, filled-in data sheets, schematic and circuit diagrams. Purchaser's
approval of GA drawing, schematic, logic and circuit diagram showing every device,
terminal and wire number is required before the fabrication of the panel is started.
Purchaser's approval of contractor drawings and certifying test results shall not relieve
the manufacturer of his responsibility for supplying equipment conforming to relevant
standards or for any mistake, omission or commission in manufacturer's drawings.
Operation & instruction manuals along with documents as mentioned above are to be
handed over to purchaser at the time of handing over.
