1.0 INTENT
This specification covers the design, fabrication, assembly, testing at works, packing, supply,
receipt at site, installation, testing and commissioning of indoor, draw out type High voltage
switchboards incorporating circuit breaker, isolators, fuses complete with indication, metering,
protection and all other accessories for efficient and trouble free operation.

2.0 CODES & STANDARDS


2.1. The equipment shall comply with all the requirements of latest revision of following standards

Part 200 & control gear for rated voltages above 1 kV and up to and including 52
kV
In case of imported equipment, standards of the country of origin shall be applicable if
these standards are equivalent or stringent than the applicable Indian standards.
The equipment shall also conform to the provisions of CEA Regulations 2010 and other
statutory regulations currently in force in the country.
In case Indian standards are not available for any equipment, standards issued by IEC!BS
NDE!IEEE! NEMA or equivalent agency shall be applicable.

3.0 SPECIFIC REQUIREMENTS


3.1. Enclosure and protection:
3.1.1. The switchboard shall be metal enclosed, floor mounted, draw out type and
shall comprise of standard prefabricated, cold rolled, sheet steel units of
thickness not less than 2 mm (14 SWG) , assembled to form a free standing front
structure.
3.1.2. The switchboards shall be totally enclosed, dust and vermin proof.
3.1.3. Doors and openings shall be provided with neoprene gaskets.
3.1.4 The enclosure protection shall not be less than IP42.
3.1.5 Each unit of the switchgear shall have necessary and adequate internal sheet metal
barriers to form separate compartments for buses, instruments! relays! cable
connections etc to permit personnel to work safely within a compartment with the
bus-bars energized. Compartments for cable connections shall allow cable pulling,
termination and connection work with the switchgear energized. Suitable arc
propagation barrier shall also be provided in the bus-bar compartment at every

junction between two adjacent cubicles.


3.1.6 Terminal strip for control cables connection should be accessible to facilitate
working and testing with breaker in the test! service condition and while the
switchboard is energized.
3.1.7 It shall be possible to extend the switchgear in either direction at a future
date. Ends of bus bars shall be suitably drilled for this purpose. Panels at extreme
ends shall have openings, which shall be covered with plates screwed to the panel.
Details of drilled holes in bus bar and openings in the panels, provided for future
extension shall be clearly shown in the vendor drawings
3.1.8 The draw out carriage on the switchboard shall be at three positions viz.
'Service', 'Test' and 'Isolated'. Automatic safety shutters shall be provided to
prevent accidental contact with all live bus after the breaker is drawn out. It
shall not be possible to draw out the carriage with the circuit breaker closed.
The breaker feeder trolley shall remain inside the cubicle even in the "Test"
position. There shall be a distinct overall door for the breaker compartment
and it should be lockable. Trucks shall be such that all circuit breaker of the
same rating will be interchangeable. Suitable inter-locks shall be provided to prevent faulty
operations such as:
a. Plugging in or drawing out of a closed breaker.
b. Plugging in a breaker with the earthing isolator closed.
c. Closing of the earthing isolator with the breaker plugged in.
d. Pulling out of auxiliary circuit plug with the breaker in service position.
e. Pushing in breaker to service position with auxiliary circuit plug not in
position.
f. Opening of compartment door with isolating switch in 'ON' position.
3.1.9 All hardware shall be corrosion-resistant. All joints and connections of the panel members
shall be made by zinc-passivated, or cadmium-plated, high-quality steel bolts, nuts
and washers, secured against loosening
3.1.10 Suitable eyebolts for lifting of panels shall be provided.

3.2. Accessibility
All equipments shall be easily accessible. Checking and removal of components shall
be possible without disturbing adjacent equipment. It shall be possible to set all
measuring relays 'in situ' without de-energizing the switchboard. Mounting of relays for

a particular breaker panel shall be limited to that particular panel. Unused C.T.
secondary terminals shall be short-circuited. All terminals shall be shrouded with
plastic covers to prevent accidental contact.

3.3. Bus bars Connections, Supports and Bus Bar sizing:


3.3.1 The switchboard shall comprise of three phase bus bars. All the bus bars shall be of
uniform cross section and shall be sized to carry continuously the rated current and short
circuit current for short time (1 sec) as specified.
3.3.2 Bus bars shall be made of electrolytic Copper and shall be sleeved by using heat
shrinkable PVC sleeves. The sleeves shall be rated to withstand the system line-to-line
voltage for 1 minute. This shall be verified by a type test in which the line voltage will be
applied between the sleeved main bus-bar and an aluminium foil wrapped closely around
the insulation over a length of at least sao mm. All bus-bar joints and all tap-off
connections shall be provided with removable FRP shrouds.
3.3.3 Bus-bars shall be supported at regular intervals and both bus-bars and supports shall
be adequately sized and braced to withstand the specified short-circuit level without
permanent deformation. Dynamic stresses shall be calculated on the basis of the
specified peak short-circuit current. Bus insulators shall be cast resin type/ FRP/
approved equivalent material non-hygroscopic, flame retardant, track resistant type.
The thermal design of the bus-bars shall be based on installation of the switch gear in
poorly ventilated conditions. The cooling air volume shall take into account only the bus-
bar enclosure.
3.3.4 The minimum clearance & creepage distance of bus bars shall conform to
latest IS specification.
3.3.S Bus bars shall be prominently marked with Red, Yellow and Blue colour rings for easy
phase identification at regular interval and at every power tap off point.
3.3.6 The hot spot temperature of bus bars, including joints, at design ambient temperature shall
not exceed 9SoC under normal operating conditions. However, for silver plated joints, the
allowable maximum temperature shall be 11SoC.
3.3.7 Only zinc passivated or cadmium plated high tensile strength steel bolts, nuts and
washers shall be used for all bus bar joints and supports.

3.4. Power Connection:


The incoming supply shall be by means of XLPE cable/ bus duct and outgoing power

connection shall be through XLPE cables. Entry of the cables into the switchboard shall
be from the bottom. Ample space for connection of the cables shall be provided at the
rear of the switchboard. In order to avoid accidental contact in the cable compartment
while carrying out inspection by opening the rear cover, a removable expanded metal
barrier shall be provided in the cable compartment. The head room available between
cable gland plate and terminal lugs shall not be less than 600 mm. for switchgear up to
11 KV, and 900 mm. for 22 and 33 KV cables. In case the standard panel depth cannot
accommodate the specified no. of cables, a rear extension panel of uniform height shall
be provided. An earth strip shall also be brought to this extension panel.
Cable lugs and the requisite cable glands for power and control cables shall be included
in the scope of supply of the switchboard, Cable glands shall be Nickel plated / brass
double compression type and lugs shall be tinned copper crimping type solder less.
Nonmagnetic cable gland plates shall be provided for feeders with single core cables.
Bimetallic connectors shall be used for copper to aluminium connections.
The switchboard shall be supplied with supports for clamping outgoing and incoming
cables.

3.5. Auxiliary Wiring and Terminals:


3.5.1 Inside the cubicle wiring for control, signaling, protection and instrument circuits shall
be done with PVC insulated conductors of 1.1 KV grade. The wiring shall be enclosed
in plastic channels or neatly bunched together.
Wiring between H.v. breakers or cable compartments to relay and metering
compartments shall be routed through flexible conduits. 10% spare terminals shall be
provided on each terminal block. Conductors shall be terminated with adequately sized
compression type tinned copper lugs for connection to equipment terminals and strips.
Stranded conductors shall be soldered at the ends before connections are made to the
terminal. All auxiliary equipment terminals shall be with pressure type terminals with only
one outgoing wire per terminal. All spare contacts of relays, timer etc. shall be wired up to
the terminal block. Terminal strips shall preferably be separated from power circuits by
metal barriers or enclosures.
3.5.2 Each wire shall be identified at both the ends by correctly sized ferrules.
Shorting links shall be provided for all C.T terminals.
3.5.3 For all circuits 2.5mm 2 copper conductors shall be used as minimum requirement.
3.5.4 Control cables shall enter the switch gear from bottom. Supporting facilities

shall be provided for clamping the control cables. SUitably sized requisite nickel plated
brass, double compression type cable glands to be provided.
The inter-panel wiring shall be taken through PVC sleeves or suitable
grommets. For inter panel wiring between the shipping sections, wires in rolls of the required
length, connected at one point, shall be supplied with the panel for connection at site.
Multiple plugs provided should have scraping earth terminals.

3.6. Control and Indication:


3.6.1 Breaker positions (ON! OFF! TRIP! Spring charged! Service! Test) shall be indicated
~ mechanically. Electrical indications with colours as given below shall also be provided.

3.6.2 Breaker tripping and closing devices shall be fed with direct current. One
D.C. feeder shall be provided for each bus section. The bus coupler panel
may be fed from any of the two supplies. A common D.C. control supply fail
indication shall be provided for each bus section.
3.6.3 One separate, single-phase power supply shall be provided for each bus section for
feeding space heaters, etc. Supply voltage shall be 240 V AC, unless otherwise
specified.
3.6.4 Provision to receive DC and AC control supply shall preferably be provided in bus-coupler
panel! bus PT panel.

3.7. Earthing Connections:


All cubicles shall be connected to an earth bus bar running throughout the length of the
switchboard and of min size 30X6 Sq mm copper for short circuit withstand capacity up to
31.S KA and SOx6 Sq mm copper for short circuit withstand capacity above 31.S KA,. All
doors and movable parts shall be connected to the earth bus with braided flexible
copper connection. Provisions shall be made to connect the earthing bus bar to the
plant earthing grid at two ends.
All non-current carrying metallic parts of the equipment and components shall be

earthed. The earth bus shall be brought back to the cable compartment and earthing
bolts shall be provided to ground cable armour.

3.8. Name Plates:


Tagging and name plating shall be done as per relevant code.
A name plate with the switch gear designation shall be fixed at the top of the central
panel. A separate name plate giving feeder details shall be provided at the front and rear
for each panel also. However, generally name plate shall be provided for each
equipment (lamps, PBs, switches, relays etc.), breaker, outgoing feeders/panels etc.
mounted on the front of the switchboard. Special warning plates shall be
provided on all removable covers or doors giving access to live cables /bus bars.
Special warning label shall be provided inside the switchboard. Danger plate (Red) shall be
provided at the front and rear for each panel.

3.9. Painting:
3.9.1 All metal surfaces shall be thoroughly cleaned and degreased to remove mill scale, rust,
grease and dirt. Fabricated structures shall be pickled and then rinsed to remove any trace
of acid. The under surface shall be prepared by applying a coat of phosphate paint and a
coat of yellow zinc chromate primer. The under surface shall be made free from all
imperfections before under taking the finishing coat.
3.9.2 After preparation of the under surface, the switchboard shall be spray painted with two
coats of epoxy based final paint or shall be powder coated.
3.9.3 Colour shade of final paint shall be as 631 of IS: 5 unless specified otherwise.
3.9.4 The finished panels shall be dried in stoving ovens in dust free atmosphere. Panel finish
shall be free from imperfections like pinholes, orange peels, runoff paint etc.
3.9.5 All unpainted steel parts shall be Zinc passivated or Cadmium plated or suitably treated to
prevent rust formation. If these parts are moving elements then they shall be greased.

3.10. Space Heaters:


The switchboard panels shall be provided with space heaters to prevent moisture
condensation. The space heater with porcelain connectors shall be located at the bottom
of each panel and shall be supplied from 240 V A.C. aux bus for space heater. The
space shall be provided with a manually operated switch (MCB) with thermostat
regulator. The space heaters shall be located at the bottom of the switchboards.

Panel shall also be provided with panel illumination lamp.

3.11. Base Frame:


The panels shall be suitable to be installed on a base frame (ISMC 75) supplied in one
piece along with foundation bolts. Amply dimensioned oblong shaped holes shall be
provided at the bottom of all the panels for their installation on the base frame. In
addition, the panels shall have an additional base channel at the bottom with a smooth
surface.

3.12. SWITCHBOARD COMPONENTS


3.12.1 Breakers
Vacuum or SF6 circuit breakers shall be used in the switch board. Necessary transport
trolleys shall be provided as required for cassette-mounted breakers. Vacuum circuit
breakers shall be designed with low switching over voltage levels and with a long
switching life. The interrupter shall be leak free, with a target value of vacuum life of 20
years.
In SF 6 circuit breakers each circuit breaker pole shall be provided with a pressure
switch to monitor the gas pressure with local indication/lock out and remote annunciation in
the event of SF6 gas leakage.
The breakers shall have at least 8 NO and 8 NC spare auxiliary contacts if these are not
available, an auxiliary relay shall be used to multiply the auxiliary contacts of the
breakers. All auxiliary contacts shall be wired to the terminal block. Auxiliary contacts
and limit switches shall be in dust tight enclosures.
The breakers shall have a motor operated, spring charged mechanism. It shall also be
possible to charge the springs manually. The closing spring shall get recharged (for
subsequent closing) soon after a closing shot and prior to breaker tripping. In case the
limit switch fails to cut out the spring charging motor with the springs fully
charged, the motor shall be automatically decoupled. The control circuit shall be
suitable for local as well as remote control. Beakers shall be trip free and shall have an
anti-pumping device. The breaker operating duty shall be 0 -3 min.- CO - 3 min.- CO,
unless otherwise agreed.
Metal Oxide Surge suppressors shall be provided on vacuum circuit breakers for motor
feeders to limit the over voltage to a maximum of 2.2 pu rated peak line to earth
voltage.

Mechanical trip push buttons shall be provided for all breakers. Mechanical closing
devices shall not be acceptable for motor feeders. The complete breaker assembly
should have interchangeability with breakers of identical ratings. Each breaker shall be
provided with an operation counter.
An integral eathing system or a separate earthing carriage shall be provided.
In case of a separate earthing carriage, the necessary trolleys for bus side earthing shall
be supplied. After withdrawing the circuit breaker, this can be inserted to facilitate
earthing of bus-bars. Suitable electrical interlock (as specified in 3.1.8 above) along
with audio - visual indication shall be provided to prevent closing of bus side earthing
truck on live bus-bars.

3.12.2 Instrument Transformers


CT and PT shall be of cast-resin insulated and conform to the requirements of IS: 2705
and IS: 3156 respectively. The primary and secondary terminals shall be marked indelibly
and easily approachable for termination, testing etc.
Short time rating for the current transformers shall be equal to that of switchboard.
They shall be mounted on the stationery part of the switchgear. For general guidance,
protective C.T.s shall have an accuracy class of 5P and an accuracy limit factor
greater than 10. Low reactance shall be used for protection. C.T.s for instruments
shall have an accuracy class of 1.0 and an instrument security factor lesser than 5.0. The
neutral side of the C.T. shall be earthed. Separate C.T.s shall be provided for measuring
and protection purposes. Separate C.T. shall be provided for differential protection.
The voltage transformers shall be draw out type and shall be provided with fuses on
primary side and miniature circuit breakers with auxiliary contacts on the secondary side.
The draw out mechanism shall disconnect the V.T. from the bus-bars. The primary
connection shall be disconnected before the VT or its primary fuse become accessible.
Neutral point of the star connected VTs both on the primary and secondary sides shall be
earthed.
The VTs shall have an over voltage factor of 1.9 for 30 seconds and 1.2 continuous;
an accuracy class of 1.0 (for measuring purposes) and 3P (for protection purposes) from
10% to 120% of normal voltage. The primary rated voltage shall be equal to the rated
voltage Vn of the system or Vn I ...J3 if the VT is connected between phase and neutral. If
not otherwise specified, the secondary voltage shall be 110 V or 110 I ...J3 V. The
burden and class of accuracy shall be specified in the data sheet or drawings. For

directional relays, either a 3-phase, 5-limb VT or 3 single phase VTs with secondary
windings connected in open delta shall be provided.

3.12.3 Instruments
Indicating instruments shall be of 144 mm square size suitable for flush mounting.
The accuracy class for all instruments shall be 1.0 as per IS: 1248. All auxiliary equipment
such as shunts, transducers, C.Ts, P.Ts as required are included in the scope of supply.
Digital instruments shall also be acceptable, provided specific approval of company for
make and model is obtained before placement of switchboard order.

Ammeters and voltmeters: Analogue meters shall be of moving-iron type. Ammeters


for motor feeders shall have a non-linear compressed scale above rated current to indicate
motor starting current.

kW I kWh meters: The kW I kWh meters shall be suitable to measure unbalanced loads
on a 3-phase, 3-wire system. The kW meters shall operate on a PT secondary voltage of
110 V.

Frequency meters: These shall be of direct-reading or digital type and shall operate on a
PT secondary voltage of 11 OV. The standard range shall be 45-50-55 Hz.

Power factor meters: Power factor meters shall operate on a PT secondary voltage of
110 V. The CT secondary current shall be as shown on the relevant drawings. The
standard range shall be 0.5 lead-1.0-0.5 lag.

All digital meters if specified shall be highly reliable, accurate, compact and self-powered.
Digital meter data shall be saved in case of power failure. Field programming from front of
the meter shall be possible and shall have RS232/485 pot in case specified elsewhere in
the bid.

3.12.4 Relays
Type of relay i.e. electromechanical, static or numerical shall be as defined elsewhere in
the bid. Relays shall conform to the requirements of IS: 3231 and shall be suitable for
flush mounting with connections from the rear. Protective relays shall be in draw out

cases fitted with dust free covers.


Protective relays and timers shall be provided with hand reset contacts and
shall be flag type for mechanical relays and light emitting diodes for static type relays.
All tripping relays shall be lockout type with hand reset contacts. The tripping relay shall
be suitable for satisfactory operation from 50% to 110% of the specified control supply
voltage
The relay cases shall have provision for insertion of test plug at the front for
testing and calibration using an external power supply without disconnecting
the permanent wiring. Insertion of test plugs shall automatically short circuit
the CTs.

3.12.5 Timers
For re-acceleration duty, timers unless otherwise stated, shall be pneumatic type and shall
have adjustable time setting of 0-60 seconds. Alternatively static timer may be considered.
The time settings, where specified, shall be accurately set before dispatch of the
switchboard. Timer provided for control of capacitor feeder shall have minimum setting of
0-5 minutes.

3.12.6 Auxiliary relays and contactors


Auxiliary relays and contactors shall generally be used for inter-locking and multiplying
contacts. Auxiliary contacts shall be capable of carrying the maximum anticipated current.

3.12.7 Secondary Wiring


The switchgear shall be fully wired at the factory to ensure proper functioning of control,
protection, transfer and interlocking schemes.
Fuses and links shall be provided to permit individual circuit isolation from bus without
disturbing other circuits.

3.12.8 Push Buttons


Push button colours shall be as follows:
Open, Emergency - Red
Close - Green
Test - Black

3.12.9 Indicating Lamps


LED cluster type low power consumption indicating lamps shall be used. Lamps shall
be supplied complete with the necessary current limiting resistor duly tested for its rating.
Lamps shall be provided with translucent lamp covers to diffuse light.

3.12.10 Cable Termination


All provisions and accessories shall be provided for termination and connection of
cables, including removable gland plates, cable supports, crimped type tinned
copper! aluminium lugs, brass double compression glands with tapered washer and
terminal blocks.

3.12.11 Control switches


All control switches shall be rotary, back connected type having a cam operated
contact mechanism. Phosphor bronze contacts shall be used on the control switches.
Circuit breaker control switches shall be three position spring return to neutral type. They
shall have pistol-grip handles.
Ammeter selector switches shall have make before break feature on its contacts. The
selector switch shall generally have four positions, three positions for reading 3-phase

4.0 INSPECTION & TESTING


Inspection & testing shall be following the criteria mentioned under
"Quality Assurance Plan" specified in the bid package. All equipment shall be completely
assembled, wired, adjusted and tested at the factory as per the relevant standards. All
routine tests to verify the complete operation, logic and safety standards as
mentioned in this specification and according to the relevant IS: 12729 shall be
carried out for this HV. Switch Gear panel.
Switchboard with bus bar need to be type tested at CPRI for the rated fault level Copies of
the type test certificates for switchgear panel and circuit breaker shall be furnished for
review.

5.0 DRAWINGS & DOCUMENTS

Contractor shall submit the following as a minimum for approval! review by the company:
a) General arrangement drawing showing constructional features, space required in front
for withdrawals, power & control cable entry points etc.
b) Foundation plan.
c) Installation and mounting details.
d) Single line diagram.
e) Control schematic and circuit diagram showing every device, terminal and wire no.
f) Bill of materials with makes.
g) Filled in data sheet.
h) Technical particulars of circuit breakers.
i) Copies of certificates for all type tests for all individual components.
j) Copies of certificates for all routine and functional tests for panel.
k) Catalogue and brochures.

Manufacturer shall submit for purchaser's approval the general arrangement drawing,
base frame details, filled-in data sheets, schematic and circuit diagrams. Purchaser's
approval of GA drawing, schematic, logic and circuit diagram showing every device,
terminal and wire number is required before the fabrication of the panel is started.
Purchaser's approval of contractor drawings and certifying test results shall not relieve
the manufacturer of his responsibility for supplying equipment conforming to relevant
standards or for any mistake, omission or commission in manufacturer's drawings.
Operation & instruction manuals along with documents as mentioned above are to be
handed over to purchaser at the time of handing over.
