Rules of the Visegrad Artists Residency Program—Visual and Sound Arts


I. General Conditions

Under Articles 1 and 2 of the Statute of the International Visegrad Fund (hereinafter „Fund“) the
Conference of Ministers is issuing these conditions to determine the Rules of Visegrad Artist
Residency Program (VARP)—Visual and Sound Arts.

The VARP—Visual and Sound Arts is a specific program of the International Visegrad Fund created for
the purpose of facilitating artistic exchanges by providing financial support for applicants who are
citizens of the Visegrad countries: the Czech Republic, Hungary, Poland and Slovakia (hereinafter
“Member States”). The residency project must be implemented in a Visegrad country other than that
of the applicant's citizenship and permanent residence.

Within this program, the Fund desires to provide financial support to artists working in the following
disciplines: Visual Arts (including performance art, textile art and architecture), Design (fashion,
costume, jewellery, ceramics and furniture design, visual communication), Music/Sound
(interpretation, sound installation, sound performance, composition) and Video/Film/New
Media/Mixed Media (including video installation).

Visegrad Artists Residencies are provided for artistic projects specified in the VARP—Visual and
Sound Arts Application Form. The country of citizenship shall be different from that of the host
country. Country of permanent residence and where the applicant lives/works shall be different from
that of the host country. The length of the supported period of residency shall be 3 months. An
applicant for the VARP—Visual and Sound Arts shall submit no more than one application within one
deadline. An applicant for the support within VARP (any category) shall submit no more than one
application within one calendar year. In the event that the applicant submits more than one
application, the Fund shall consider the first submitted. Successful applicants can re-apply for any
category of VARP, however, each applicant can be supported only once to each V4 country. The
applicants need to have all their previous VARP and scholarship projects finished and closed when re-
applying.

The Fund is responsible for the proper announcement of the VARP—Visual and Sound Arts in
conformity with the decision of the Conference of Ministers.

II. Application and Selection

The application is exclusively submitted via Fund´s online system before the given deadline.

Compulsory annexes to the application shall be uploadedd to the online system and are as follows:
1. copy of ID or passport;
2. artistic portfolio (files or link to artist´s web site);
3. residency project accepted by the host organization (acceptance letter).

The deadline for submitting the application is published by the Fund on its web site. The online
system shall open at least 1 month prior to the deadline.

The Fund shall be entitled to verify the data given in the application.

Every applicant for the residency will be evaluated by the VARP—Visual and Sound Arts Selection
Committee. Each Member State will propose at least 5 independent experts covering different fields
of the visual and sound arts. The Fund will select from them a four- member committee reflecting the
fields of the arts covered by the applicants. The Committee shall decide upon the ranking of
candidates acting on the basis of consensus. The chairman of the selection committee shall be a
representative of the country holding the Fund´s presidency. The artists will be selected from among
the citizens of member States on the basis of proportionality.

The Council of Ambassadors, based upon recommendation of the VARP—Visual and Sound Arts
Selection Committee, shall decide on approving the list of selected artists together with the reserve
list of substitutes used in case of cancellations. This decision shall present no grounds for legal
proceedings and require no detailed reasoning.

The Fund shall sign the contract with the host organization and selected artist approved by the
Council of Ambassadors. In the event of failure to sign the contract, IVF shall contact the artist from
the reserve list of substitutes.

In case the artist fails to fulfil her/his duties toward the host organization, through her/his own fault,
or voluntarily terminates the residency, the artist shall return to the Fund the amount already paid
under the residency in accordance with relevant provisions of the Contract concluded between the
artist and the Fund.

III. Financial Obligations

The IVF Secretariat shall cover expert fees, transport and accommodation costs for the four members
of VARP—Visual and Sound Arts Selection Committee.

The artist shall be obliged to conduct her/his residency project in compliance with the time limit and
financial conditions agreed upon in the contract.

The host organization will receive payment in two installments, the first at the beginning of the
residency period and the second after completion of the first month of the residency period. The
host organization is responsible for payment of the scholarship to the artist, based on the monthly
fee, which is due on the fifth (5th) working day of the month.
In case the host organization is not entitled to pay the scholarship, the scholarship shall be paid to
the artist directly by the Fund which shall be stipulated in the contract concluded among the Fund,
the host organization and the artist.

These Rules shall enter into force on the day of their approval by the Conference of Ministers.
