Para 4.1 of Terms of Reference of RFP document for preparation of DPRs provides for value analysis/ value engineering and project costing. Accordingly, the Sample Executive Summary under Para-11 of TOR provides that the Consultant should submit a summary of these opportunities for Value Engineering and Introduction of New Technology that will help in reducing the cost of project or increase quality & longevity of the project road 2, ‘The Ministry vide Circular No, RW/NH-33044/18/2020-SER (PEB] dated 14.12.2020 (copy enclosed as Annexure-I) has issued guidelines on use of New/ Alternative Material and Technology in Construction of Highways. It has also been mentioned that the stretches where new material! technology is used for which Codes, Standards, Specifications, Guidelines etc. of IRC, MoRTH, AASHTO, ASTM, Euro Code and British Codes, FHWA guidelines are not available, the project may be taken up on pilot basis and the Defects Liability Perfod of such project stretches shall be 10 years. 3. In-view of the above, directions are hereby issued that henceforth all the Consultants should necessarily and clearly specify, in the DPRs, the details on Value Engineering and introduction of cost effective & environment friendly New Alternative Material and Technology in construction of Project Highway. In order (0 promote new material/ technology, the DPR Consultants and Technical Divisions with the approval of Member concerned, should specify in Schedule-B various types of New/ Alternative Material and Technology to be used in constructing the project highway for minimum 10% length including mandatory use of Waste Plastic for 5% length. 4, _ In the case of on-going projects, the waste plastic shall be utilised for a minimum 5% length of project highway and in case of overiays as part of O&M activities, the use of waste plastic shall be the default mode of construction. 5. __ Some salient features and recommendations while using various types of New Materials and Technologies in construction of highways are summarized below for guidance: - |. Cement Treated Base (CTB) Layer: + Stage construction is not allowed for pavements with cement treated bases and sub- bases. ‘+The aggregate gradation for CTS shall be as given in table 400-4 of MoRTH Specifications. The CTB material shall have a minimum Unconfined Compressive Strength (UCS) of 4.5 to 7 MPa as per IRC:SP:89 in 7/28 day: + For the functional requirement, the thickness of coment treated bases shall not be less than 100 mm. Conte Mm In the case of pavements with Cement Treated Bases (CTB) for traffic exceeding 20 NSA, the combined total thickness of surface course and base/binder course shall not be less than 100 mm irrespective of the actual thickness requirement obtained from structural consideration. Curing of cemented bases shall be done for a minimum period of seven days before the commencement of the construction of the next upper layer for achieving the required strength as described in IRC:SP:89 and curing should start immediately by spraying bitumen emutsion/ wet jute mat or periodical mist spray of water without flooding or other methods. When CTB is used, a crack relief layer is to be mandatorily provided, either as an aggregate interlayer or as a stress absorbing membrane inter-layer (SAMI). The SAMI crack relief treatment (if used) over the CTB layer shall not be considered in the structural analysis. ‘The crack relief layer may consist of dense graded crushed aggregates of 100 mm thickness conforming to MoRTH Specifications for Wet Mix Macadam (WAM) or the Stress Absorbing Membrane Interlayer (SAMI) of elastomeric modified binder applied at the Fate of 10-12 kg/10 m°2 covered with 0.1 m*3 of 11.2 mm aggregates, The granular crack relief layer shall be compacted to 100% of the modified Proctor compaction maximum density For detailed guidelines, 1RC:37 may be referred. |. Cement Treated Sub-Base (CTSB) Layer The recommended minimum thicknoss for CTSB layer is 200 mm which is to be constructed by in-situ method in a single monolithic layer. The recommended aggregate gradation for the CTSB material is Grading IV of Table 400- 1 of MORTH Specifications. It the CTSB material, which typically is a coarse/open graded material, is disturbed and shows signs of instability before the next layer is laid, the same may be restored by treating it with cement or bitumen emulsion. If soil stabilized with cementitious material is used as @ sub-base, commercially available geo-composites can be used to serve as a drainage cum filter//separation layer. The cemented sub-base shall be cured for a minimum of three days before the construction of the next layer. In case sufficient strength of cementitious sub-base is not achieved as per the requirement of IRC:SP:89[28] in 3 days of curing, 7 days curing shall be done for sub-base before the construction of the upper layer can be started, For detailed guidelines, 1RC:37 may be referred. Waste Plastic Only LOPE and HDPE waste plastic materials are recommended for use in pavement construction by dry process. Other plastics like PVC releases lethal levels of dioxins at high temperatures and hence, should not be used. Only flexible packaging waste material (Thermoplastic materials) shall be used for preparing bituminous mixes by dry process for surface mixes. Rigid plastics (Thermosetting plastic materials) shall not be used. ‘The material used should not emit toxic gases and should mett at or below typical mixing temperatures. Contd....3 + Thermoplastic materials are Ukely to emit gases and may undergo thermal degradation at temperatures higher than 180 degree C. So, it is essential to ensure that the waste plastic is not heated to more than 180 degree C under any circumstances. + Dust and other impurities, measured in terms of ash content, shall not be more than 1% (by weight of plastic). + For satisfactory coating of the aggregates and mixing with hot bitumen, the melting point temperature of the plastic material shall de less than 150 degree C. + The waste plastic shall be shredded to have plastic shred sizes ranging between 2.36 mm and 600 microns with a maximum length of 2.36 mm and a maximum width of 2.00 mm. Oversized plastic shall be rejected. + The thickness of waste plastic to be used should rot be more than 60 microns. + The quantity of waste plastic material to be added to the aggregates is 8% by weight of bitumen. + In the case of a batch mix plant, the duration of exposure of waste plastic to hot aggregates shall be 25 to 30 seconds. The aggregates coated with waste plastics shall be mixed with hot bitumen for 15 seconds. + The laying temperature for the waste plastic bituminous mix shall be 110-120 degree C. For detailed guidelines, IRC:SP:98 may be referred. IV, Modified Bitumen + The modified bitumen performs better against exposure/ oxidation as compared to ordinary bitumen. It is always advocated by the research institutes to use modified bitumen in the wearing coat, especially considering the benefit against oxidation. Table 9.1 of IRC:37:2018 may be referred in this regard, For DBM/BIA layer, only VG-40 Grade of bitumen shall be used for the National Highways. In case of Modified bitumen, high shear mill is to be mandatorily used so as to ensure homogeneous mixing of the bitumen and the modifier. SAMI using CRNB/PMB meeting the MORTH specifications should always be used when laying over a cracked pavement. In case of CRMB, the size of shredded rubber particle should not be more than 30 mesh. For detailed guidelines, IRC:SP:53 may be referred. V, Stone Matrix Asphalt (SIMA) + The 13 mm SMA in this specification (IRC:SP:79) is intended for wearing course with nominal layer thickness of 40 to 50 mm. The 19 mm SMA is intended for binder (or intermediate} course with nominal layer thickness of 45 to 75 min. * Compaction shall commence immediately after laying and shall be completed before the temperature falls below 100 C. The dosage rate for cellulose fibres is 0.3% minimum by weight (cn loose fibre basis) of the total mix. Mineral filler shall consist of finely divided mineral matter such as stone dust and/or hydrated lime. Fly ash will not be permitted as a filler in SMA. MI. The filler shall be Inert material free from organic impurities and shall have plasticity index not greater than 4. Plasticity index requirement will not apply if filler is hydrated lime. ‘The optimum bitumen content shall be determined by corresponding to the design air Void content of 4.0%. The remaining mix properties should meet those specified in Table A(IRC:SP:79). A good starting point for the mix design is approx. 6.0% bitumen content by weight of mix. Gap-Graded Rubberized Bitumen (GGRB) Crumb Rubber shall be blended with base bitumen to produce the Rubberised Bitumen (RB) binder to be used in the hot mix p.ant instead of only base bituminous binder. The temperature of the bitumen shall be 190°C at the time of addition of the ground Tubber. There is a drop in temperature of the bitumen when crumb rubber at the ambient temperature is added to the binder. No agglomerations of rubber particles shall be allowed into the mixing chamber. Calcium carbonate powder may be added to the crumb rubber to ensure a free flow condition. The rubber shall be sufficiently dry to be free flowing and not produce a foaming problem when added to hot bitumen, Wire in CR (Crumb Rubber) must be less than 0.01% and the fabric should be less than 0.95%. The quantity of Crump Rubber in no case should be less than 15%, The temperature of mixing shall be between 160°C and 170°C. The compaction temperature of the mix shall lie between 140°C and 150°C. Laying of RB mix should be done only when the air temperature is above 15°C because of compaction problem at lower temperatures or when the wind speed exceeds 40 km per hour at a height of 2 m. Rainy weather should be avoided. The B-R (Bitumen Rubber) mix should not be laid over a cracked bituminous or concrete pavements having cracks as wide as 12.5 mm wide. SAMI using CRMB/PMB meeting the MORTH specifications should always be used when laying over a cracked pavement, Bitumen-Rubber mix may be picked up by the pneumatic tyres of vehicles and hence it is necessary to apply sand @ | kg/m2 before opening the road to traffic. Gap graded B-R mixes have significantly higher fatigue lives than the dense graded BC. For detailed guidelines, IRC:SP: 107 may be referred. Contd....5 VII. Recycling of Bituminous Pavements The following are the maximum recommended depths of recycling- HIR (Hot In-place recycling): 50 mm HIP (Hot In-plant recycting): 100 mm CIR (Cold in-place recycling}: 150 mm CIP (Cold In-plant recycling): 100 mm In case the thickness required as per design is more, the balance thickness should be made up by hot mix materials, the recycled layer acting as levelling course, Water used in the cold in-place recycling process should be potable, clean and free of harmful matter, For detailed guidelines, IRC:120 and IRC:37 may be referred. 1. Full Depth Reclamation (FDR) This method of recycling is normally performed to a depth of 100 mm to 300 mm. Pulverization should produce minus 40 mm size and should conform to the gradation as per IRC 37 for the purpose of stabilization. Stabilization should be done in-situ with Road Recycler/ Reclaimer Machinery and equioment. Where itis not possible to have these Road Recycler’ Reclaimer Machinery and equipment (for smaller jobs <5 km), WAM piant can be used for mixing, For detaited guidelines, IRC:120 and IRC:37 may be referred. fi. Usage of RAP (Reclaimed Asphalt Pavement) in Bituminous Concrete The use of RAP reduces the consumption of virgin aggregates and thereby promotes environment sustainability. Steps for Quality Control- RAP processing and Binder content Determination Characterization of fresh aggregate and binder Estimation of RAP Binder percentage and blended binder properties ‘Marshall iMix design and selection of optimal binder content Revalidation of results at site Feeding of RAP into the HMP (Hot Mix Plant) through RAP attachment in the plant Adjusting cycle time and temperature for optimal heat transfer from virgin aggregates to RAP. ‘fi, RAP Shoulders Usage of RAP in shoulders helps tn reduction in consumption of earthen material (soil) for construction of shoulders. This helps in savings of natural resources and uses off the RAP material which is otherwise disposed of as a waste material generated during maintenance activities. Contd....6 6 + Existing shoulder is loosened and stripped off and reclaimed asphalt material is dumped uniformly on it. It is mixed properly with the loosened existing shoulder material to match the Level of the pavement. Rolling is done with soil compactor or wooden rammer to achieve desired density. Itcan be used where heavy vehicles stop and damage earthen. shoulders; as it has greater strength iv, Reclaimed/Recycled Asphalt Pavement (RAP) with Foamed Bitumen or Bitumen Emulsion + Reclaimed Asphalt Pavement (RAP) material with or without virgin aggregates, treated with foamed bitumen or bitumen emutsion can be used as the base layer. + The minimum thickness of the emulsion/foam bitumen stabilised RAP Layer shall be 100 mm. + VG30 bitumen is recommended for preparation of the foamed bitumen used for stabilizing the RAP/RAP-aggregate material. + The recommended Poisson's ratio is 0.35. + The bitumen used for foamed bitumen should be free of any anti-foaming agent and should have the following minimum foaming characteristics - Expansion ratio: 8-10 times Half-life: 6 seconds ‘+The temperature of the bitumen at the time of foaming should be between 160°C and 190°C. For detailed guidetines, 1RC:120 and IRC:37 may be referred. Vill. Geo-synthetics + If the geo-synthetic is ripped or punctured or torn during construction activities, it will Not perform as desired. if the geo-synthetic is placed with lot of wrinkles or folds, it will not be in tension and, therefore, cannot provide a reinforcing effect. + The geo-synthetics shall not be placed when weather conditions, in the opinion of the engineer, are not suitable to allow placement or installation. This will normally be at times of wet conditions, heavy rainfall, extreme cold or frost conditions, or extreme heat. + For CBR <3, geo-grids of higher strengths and stiffness higher LCR (Layer Coefficient Ratio) may be considered, ‘+ The optimum geo-grid location for lower thicknesses (< 150 mm) shall be at the bottom of the layer and for the higher thicknesses ( 150 mm) it shall be at 1/3rd to half of thickness from top. + For very soft subgrades (CBRs3%), optimum performance occurs with two layers of geo- grids when geo-synthetic shall be used in separate layers of base and sub base. + Site handling: Rolls of geo-synthetic should always be lifted off the ground surface prior to moving. Dragging the geo-synthetic and operating equipment on the geo-synthetic, which results in physical damage, should be avoided at all times, + Site storage: The geo-synthetic rolls should be adequately protected from ultraviolet light exposure during storage at site. A protective wrapping should be kept on rolls until the geo-synthetics are installed. IF stored outside, the geo-synthetic should be elevated from the ground surface and adequately covered. Contd...7 xt, Geo-Composites, when used as a replacement of filter media to take care of drainage along the whole length while construction of RE walls, should be properly compacted near the edges and corners of RE wall panels so as to prevent subsidence of approaches at the edges. For detailed guidelines, IRC:SP:59 may be referred. . Commercial Chemical Stabilizers (CCS) For CCS/CS stabilized sub-base material, the durability shall be checked by the Method 1, Clause 4.7.2, IRC:SP:89-2010 For CCS/CS stabilized base material, the durability shall be checked by the Method 2, Clause 4.7.2, 1RC:S?:89-2010, Acrack relief layer shall be provided on CCS/CS stabilized base layer designed for traffic >=2 NGA. The crack relief could be either Aggregate Interlayer or Stress Absorbing ‘Membrane Interlayer (SAMI) or emulsion stabilized/feam bitumen layer as allowed in IRC:37. ‘Mix-in-place stabilization methods using Special purpose machinery tike Road Recycler should be used for construction, Plant mixing and Manual mixing methods using labour/ agriculture based methodology shall not be permitted. For detailed guidelines, RC:SP:89 may be referred. Jute Jute netting of 1.25 cm to 2.5 cm opening size shall be lald on the prepared slope surface firmly in the direction of water flow. The netting shall be secured against displacement by an overlapping of § cm to 8 cm and stitched or pegged down with 15.cm long steel nails about 1.0 m apart. The top and botiom ends of the fully stretched jute netting are fixed/anchored in trenches of 30 cm depth. Afterwards, another dose of seed broadcasting or dibbling of locally avallable grasses 15 to 20 cm apart, in rows shall be carried out. For detailed guidelines, IRC:56 may be referred. Coir Coir nettings degrade much slower than jute nettings (expected field life of about 2 to 3 years) and thus provide protection to the slopes for a longer time than jute nettings. Coir is also resistant to saline water and provides an ecological niche for a rapid re- establishment of the vegetation cover. Coir resembles natural soil in its capacity to absorb solar radiation. This means that there is no risk of excessive heating as it happens sometimes in the case of synthetic nettings. Drapability of coir netting is lesser and their water absorption capability is also lower than jute nettings. For detailed guidelines, 1RC:56 may be referred. XII. Construction & Demolition Waste + Processed C&D waste (RA and RCA) shall be free from deleterious material such as, organic content, vegetable matter, coal, clay lumps, external substances such as Plastics, carry bags, paper etc. RA (Recycled Aggregate) shall alsc be free from Chemicals, known to be detrimental for the strength or durability of concrete such as, chlorides, sulphates, etc. beyond the threshold value. + If some metallic parts are stil left behind after demolition, they should be removed before crushing the C&D waste. + For using C&D waste in rural roads or for small works, Engineer may allow manual crushing of C&D waste, instead of mechanical crushers. * CED waste after crushing should be checked for its gradation and if it meets the specification requirement for the application for which it is intended to be used, no further processing would be required. Otherwise, crushed C&D waste would have to be sieved using mechanical sieves available at stone crushing plants to bring C&D waste aggregates to required gradation, + In case of earth embankments, if CAD waste is used as fill material, maximum size of Coarse material should not exceed 75 mm. In case of rockfill embankments, MORTH Specifications limit the maximum size of coarse particles to be 300 mm. + Side slopes of embankments constructed using CED waste should be protected by Providing a good earth cover. The side cover thickness can be about 0.5 m for embankment height less than 1m. For embankments of height varying from 7 to 3m, cover thickness can be kept as 1m. Cover thickness of 1.5 to 2 m would be required for embankments of height exceeding 3 m. + The design of the embankment (stability analysis) is mandatory for high embankments {embankments of height 6 mand above), and design should be carried out as per IRC:75, ‘Guidelines for the Design of High Embankments’.. + C&D waste usage for reinforced soil wall construction (reinforced earth embankment or mechanically stabilised earth wall) 1s not recommended. * Standards from BIS regarding aggregates and concrete (IS 383, 456 etc.) need to be kept in view. For detailed guidelines, IRC:121 may be referred. XIll, Manufactured Aggregates + Manufactured aggregates include aggregates manufactured from other than natural sources, by processing materials, using thermal or other processes such as separation, washing, Crushing and scrubbing, namely iron slag, steel slag, copper slag, bottom ash from thermal power plants, Recycled Concrete Aggregates (RCA) and Recycled Aggregates (RA). + The manufactured aggregates shall be permitted with their extent of utilization as Percent of total mass of fine or coarse aggregate as the case may be, as indicated in Table 1 against each, for use in piain and reinforced concrete and lean concrete. + Nanufactured aggregates shall not be permitted for use in pre-stressed concrete. For detailed guidelines, 15:383 may be referred. Contd....9 XIV. Steel Slag as Aggregate + The physical property of greatest concern is the high level of porosity compared to that Present in naturally derived aggregates, which contributes to high absorption capacities. This is important during construction, as the moisture condition of the aggregate will impact workability and early-age, shrinkage-related cracking, if the aggregate is not Kept sufficiently moist prior to batching. It may also have long-term ramifications on in- service durability, depending on the level of saturation those aggregates are subjected to either at the bottom of the slabs or in the vicinity of joints and cracks. For detailed guidelines, 1S:383 may be referred. 6. _ It may be noted that the above suggested guidelines are not exhaustive and should not be limited to. The corresponding IRC Manuals and Policy Guidelines attached as Appendices M-F3 may be referred for details and clarifications. 7. Care must be taken by DPR Consultants and Technical Divisions to prescribe different types of material/ technology in the DPRs and Technical Schedules of Bid Documents and not to limit such provisions for a few items only. In order to make such provisions cost effective, higher length than minimum prescribed may be considered and attempted by DPR Consultants/ Technical Divisions. 8. The Defect Liability Period for the stretch of road constructed with New/ Alternative Material and Technology should be in conformity with Ainistry Circular dated 14.12.2020 (copy enclosed) 49, This issues with the approval of Competent Authority. opr Encl: As above, Dect (Sanjay Kumar Patel) General Manager (Coord.) All CE-ROs, ROs and ELOs of the Atinistry Subject: Use of New/alternative Material and Technology in construction of Highways Madam/Sir, It is felt necessary to consolidate various instructions of MoRTH, codal provisions and guidelines regarding cost effective new/alternative Material and Technology in highway construction to reduce construction cost. Zz IRC guidelines are available for use of Cement Treated Base (CT3), Cement. Treated Sub-base (CTSB), Waste Plastic, Geo-Synthetics, Recycling,Fly-ash, modified Bitumen (CRMB, Polymer modified, Natural Rubber), Soil stabilization, etc. in highway construction. It is necessary to promote these materials/technologies in construction and maintenance of National Highways for harnessing potential time and cost savings. 3 The details of these material/technology and relevant IRC Guidelines/MoRT&H circulars are summarized at Annexure-I: 4, IRC has also accredited new materials/techniques/equipment/products. These may also be used as per the above Code/Guidelines/Circulars. The details of accredited material/technology are available on IRC website. 5. The standard EPC document issued by Ministry on 05,03,2019 specify Defects Vi {) 0 kee) Liability Period ranging from 3 to 10 years for development and maintenance work, depending on the type of pavement, standalone bridge/tunnel, new/altemate material /technology used etc. Ministry's circular No. RW/NH-33044/10/2002/S&R (P&B) dated 21.08.2018 had also specified Defects Liability Period of 10 years for the stretches where new technology/material has been used/ is proposed to be used. 6. As per Article 10.2 of the model document for EPC contract agreement, it is the responsibility of Authority's Engineer to review and approve the design and drawing prepared and submitted by contractor. 7, _ AILROs of Ministry/NHAI/NHIDCL & CEs of BRO are requested to use (i) new! alternative Material and Technology and (1!) locally available materials which are suitable and cheaply available in the area in Highway construction for better quality of construction, sustainability and cost and time savings. 8. DPR consultant shall furnish life cycle project cost comparison amongst the options using conventional material/ technologics & with the use of new/alternative Material and Technology based on rate analysts as per Standard Data Book of the Ministry/ market rate, DPR approving authority should ensure that such comparison has been done by the DPR Consultant and the new/alternative Material and Technology proposed by the DPR consultant is cost effective as well as environment friendly. 8.1 Bidding of the project will be taken up considering the cost determined by DPR consultant based on conventional material/ technologies or new/alternative Material and Technology which 1s most economical to the Authority. It will not bar the contractor/concessionaire to use other new/alternate materia\/technology. The decision of use of appropriate material/technology will rest with the contractor/concessionaire subject to satisfactory compliance to the provisions of this circular. 8.2 In case use of such new/alternate material/technology by the contractor/concessionaire brings down the cost of construction/maintenance, provided it meets all other design/construction provisions as envisaged in the contract and stipulated in the Codes, Standards, Specifications, Guidelines etc. specified under schedule 0, the Authority shall not revise the contract price nor ask the contractor to transfer the cost reduction benefit to the Authority. 8.3 It is clarified that any new alternate, material & technology that has been accredited by IRC, and failing under |RC:SP-89 (Part 1), will not require further accredition, and will henceforth fall under approved, alternate, material and technologies. Contractor/concessionaire will ensure that the design perameters, warranty and other requirements are fulfilled by manufacturer(s) of such proprietary items as specified in applicable standards/guidelines. In addition, the contractor/ concessionaire has to comply the documentation requirements from manufacturer/ self, test on proprietary items as specified in IRC:SP:112-2017 “Manual for Quality Contrat in Road and Bridge works” and applicable standards/guidelines. 13. The fatigue cracking failure depends upon the stiffness/ resilient modulus of the bituminous layer, which varies considerably with the variation of temperature and the grade of the bitumen used, Besides fatigue cracking in the bituminous layer, the top layer (wearing coat) of the bituminous layer also gets oxidized over a period of time and also Leads to development of cracis in the wearing coat, 2. The stiffness/ modulus of résitient. substantially decreases with the increase of temperature in all grades of-bitumen and also in case of médified bitumen. As per the” tests conducted, the stifiness/ modulus of resilient for VG 40 Grede of bitumen is higher as compared to ¥G-30 and the modified bitumen. However, the modified bitumen performs better against exposure/ oxidation as compared to ordinary bitumen, which has been proven aver the years, This Fact hes been endorsed by practising engineers as wall as academicians. As such, considering the benefits of modified bitumen, especially against oxidization, it is always advocated by the research institute to use modified bitumen in the wearing coat. . se 3.
