y * This is the first time India is auctioning telecoms spectrum, or radio airwaves, the life blood of mobile
firms' operations. For the current second-generation mobile services, firms had to buy licences and
spectrum came bundled with it.
y * The aim of the auctions is to award spectrum transparently and fairly, to get a market -determined
price for the scarce airwaves, and to generate revenue for public purpose, the Indian government says.
y * For the 3G spectrum auction, three slots each have been put on the block for 17 of India's 22
telecoms zones and four each in the remainder. Two slots each per zone will be auctioned for BWA.
y * The number of slots up for auction excludes those already allotted to state-run telecoms Bharat
Sanchar Nigam Ltd and Mahanagar Telephone Nigam Ltd. The firms have been given one slot each in
the zones they operate in and will have to match the price paid by the highest bidder in their zones.
y * Paired spectrum of 3 or 4 blocks of 5MHz will be auctioned for 3G in the 2.1 GHz band, while for BWA,
it will be 2 blocks of 20 MHz spectrum available in the 2.1 GHz band.
y * Total nine firms, including India's top-six private mobile operators, are bidding for the 3G spectrum,
while 11 bidders are in the race for the BWA spectrum.
y * The government has set base prices for each zone. The total for 3G in all zones is 35 billion rupees
($790 million) and 17.5 billion rupees for BWA.

* High competition for 3G spectrum could lead to bidders paying way above the base price to win the
spectrum, analysts say, with some seeing winning bids for a national cover to touch $2 billion.
y * The government has pencilled in revenues of 350 billion rupees ($7.9 billion) from the auctions in its
budget for the financial year ending March 2011.
y * The winning firms have to deposit the money within 10 days after the auction, but they will be
awarded spectrum only in September, meaning commercial launch of 3G services should be possible
only in early 2011.
y * Among other countries, China, the world's biggest telecoms market, awarded 3G licences to the
country's top-three phone operators in 2009. The UK raised more than $35 billion from a spectrum
auction in 2000, while the U.S. government got about $19 billion by selling spectrum in 2008.
