Act of 2001:

 promote civic consciousness among the youth;


 develop their physical, moral, spiritual,
intellectual and social well being; and
 inculcate patriotism, nationalism, and advance
their involvement on public and civic affairs.

IMPLEMENTATION

One-year (2 Semesters) program


or one summer program

exempted from the NSTP. Other

IGP of NSRC
Under Section 11, Rule V – Organization of
NSTP Graduates
Graduates of the non-ROTC components
of the NSTP shall belong to the National
Service Reserve Corps (NSRC) and could
be tapped by the State for literacy and
civic welfare activities, especially in times
of calamities through the joint efforts of
DND, CHED and TESDA, in coordination
with DILG, DSWD and other concerned
agencies/associations.

MISSION
 To provide a trained and
motivated manpower pool that
can be tapped by the State for
civic welfare, literacy and other
similar endeavors in the service
of the nation

FUNCTIONS
 to assist in the disaster preparedness, mitigation,
response & rehabilitation programs
 To serve as an auxiliary to the Disaster
Coordinating Council (DCC) response units
 To assist in the promotion of civic welfare
activities
 To assist in the implementation of literacy
programs
 To assist in socio-economic development
 To assist in environmental protection
 To perform other similar endeavors

WEAKNESSES
 Limited time for conducting the outreach
program
 Conflicting schedules
 Military Trainors for ROTC doesn’t adhere to
the NSTP curriculum
 ROTC Commandants and Staff doesn’t
want to be under the NSTP Directors
 Lack of school equipment for NSTP Activities

ISSUES AND CONCERNS on NSTP

 There are more enrolment and graduates under


the CWTS component
 The ROTC component is not offered in some HEIs
 Time allotted for the program (2 semesters) is too
short. Hence, the skills and competencies to be
learned, as far as the components are
concerned, are not met.

ISSUES AND CONCERNS ON THE IMPLEMENTATION OF


SCHOOL-BASED NSRC

1. Lack of proper coordination between CHED


and the Office of Civil Defense (OCD) on the
following:
 turnover of list of students with NSTP serial
numbers;
 establishment of school-based NSRC;
 establishment of community based-NSRC and
link with school-based

2. Lack of information on the following:


 registration of NSRC in the barangays;
 accreditation of NSRC in the OCD;
