Instruction The Chemicals Support Team (Procedure: Approve Chemicals [2])


will verify that chemicals submitted for a given location meet set
selection criteria as outlined below and are submitted by Authorised
Selectors or Selector Delegates listed in the Chemicals Selector
Register (available from the Chemicals Information Portal)

Each chemical submission shall be accompanied by an


electronic MSDS that has been compiled in accordance with
the Safety Data Sheet Directive 91/155/EEC inclusive of
amendments (2001/58EC being the latest) unless local
legislation dictates otherwise.

In the UK a valid CEFAS template shall accompany chemicals


that are covered by the Offshore Chemical Regulations 2002.
These chemicals shall also be included on any relevant
legislative permit i.e. PON15B/C/D/E/F.

In the Netherlands OSPAR category chemicals used for


offshore operations shall be approved by SODM.

Chemicals being used in the Netherlands that have risk


phrases R49, R45, R46, R60, R61, R62, R63 or R64 shall be
registered according to Arbo legislation.(ref*) The registration
form is available from the Chemicals Portal.

Chemical being used in Norway shall also satisfy the


requirements of Occupational Health/ Environment
departments

Chemicals will not be approved if any of the following apply

 The chemical is to be used in Norway and is


on the List of Priority Substances issued by
the Norwegian Government
 The chemical is an ozone depleting
substance controlled under the Montreal
Protocol

 An ozone depleting substance controlled


under the Montreal Protocol is a component
of the chemical
 The chemical is a pesticide used in the
Netherlands which is on the “not to be used”
list of the College voor toelating van
bestrijdingsmiddelen (CTB) or will be on that
list within a few years

Chemicals falling into the categories listed below will only be


approved where it is specifically stated that no alternative
chemistries will satisfy the selection criteria.
 The chemical is to be used in Norway and is
on the Observation List issued by the
Norwegian Government
 Any chemical on the OSPAR List of
Chemicals for Priority Action.
 A Chemical Hazard Alert Notice (CHAN)
regarding the substance has been issued by
the HSE
 The substance has been classified as very
toxic - symbol “T+” and risk phrase R26, R27
or R28
 The substance has been classified as
carcinogenic category 1 or 2 - symbol “T” and
risk phrase R45 or R49
 The substance has been classified as
mutagenic category 1 or 2 - symbol “T” and
risk phrase R46
 The substance has been classified as toxic
for reproduction category 1 or 2- symbol “T”
and risk phrase R60 or R61
 The substance has been classified as very
toxic - symbol “T+” and risk phrase R39
 The substance has been classified as toxic -
symbol “T” and risk phrase R23, R24, R25,
R39 or R48
 The substance has been classified as
carcinogenic category 3 - symbol “Xn” and risk
phrase R40
 The substance has been classified as
mutagenic category 3 - symbol “Xn” and risk
phrase R68
 The substance has been classified as toxic
for reproduction category 3 - symbol “Xn” and
risk phrase R62 or R63
 The substance is a sensitiser - contains risk
phrases R42 and/or R43
 The substance is to be used in a UK location
and has a Maximum Exposure Limit listed in
EH40

The Chemical Support Team will make Selectors aware of any


information received, which may result in a chemical no longer
meeting the Approval criteria. This information may come from

1. Re-issue of MSDS by manufacturer


2. Change of occupational exposure limits
3. EC directives
