Policy directive Control of HSE risks
Objective The objective of this policy directive is to demonstrate that the hazards
and risks relating to Health, Safety, Welfare and Environment (HSE)
are identified, analysed, evaluated and controlled for all installations
and activities.
Directive The management of the Asset/Unit must ensure that HSE risks are
analysed and evaluated by standard methods, such as the methods
laid down in the "Hazard and Effect Management Process" (HEMP) or
NAM-specific directives.
As a minimum this means that:
HSE risks form part of the risk inventory for the Process
Management Systems (ref.1). 1)
HSE cases (VGM documenten) are drafted as described in the
applicable NSS (ref. 2) for (activities on) drilling sites and mining
installations, and for other activities and installations defined by
NAM. 2)
If needed for operational activities, Work Safety Plans are drawn
up (ref. 4).
Environmental risks are identified according to the procedure
drawn up for that purpose (ref. 3). 3)
Working conditions (Arbo) risks (health and safety) are identified
using the NAM RIE / HRA method (ref. 8).
HSE risks at the workplace are analysed and evaluated, and the
method of control is discussed with those involved with the aid of
a work permit and/or TRA (ref. 5/6)
Control requirements The demonstration of the control of HSE risks must at least satisfy the
following preconditions:
Critical Performance HSSE performance indicators as set down in the NAM Business
Indicators (KPIs) Plan, the Asset Reference Plans and the HSE Plans.
