Subject: - DISSOLUTION OF FR-17(1) COMMITTEES) ‘The undersigned is directed to say that in continuation of this Division's Notification No. F.No.2(1)FR-17/2021 (S.R.0.(1) /2022) dated 20.05.2022, the Competent Authority (Prime Minister) has been pleased to authorize/issue following instructions to come into effect immediately: i) FR-17(1) Revised Guidelines 2015 shall stand redundant/withdrawn wef. 20.05.2022. ii) FR-17(2) Committee(s) (Junior Level Committee and High level Committee) constituted vide this Division's O.M. No, F.3(1)R-2/94 dated 28-05-2001 & O.M. No. 3(1)R-2/94-1029(pt) dated 10-12-2010 shall stand dissolved/discontinued wef, 20.05.2022. iii) The cases (complete working papers with Certificate of PAO) which have been received in this Division prior to 20.05.2022 shall continue to be processed in accordance with the Guidelines for FR-17(1) Committee(s) (existing prior to 20.05.2022). Incomplete cases and/or cases received in Finance Division after 20.05.2022 will not be entertained. iv) Cases of in-service of officials, in case of their wrongful prevention to serve in higher grade or cases arising out of antedated fixation of seniority for grant of pay & allowances shall be placed before the relevant Selection Board/Promotion Committee as the case may be, for consideration. v) In view of the definition of Civil Servant given under Section 2(b), the cases of retired Civil Servants ordinarily are not considered by Selection Boards or Promotion Committee. However, on specific court orders, such cases can be placed before the relevant forum; Selection Board/Promotion Committee for consideration strictly in accordance with relevant rules/law. vi) Cases once considered by HLC or JLC prior to 20.05.2022, if referred again by court/department/employee after 20.05.2022, for reconsideration will be considered afresh and will have to be addressed to the relevant selection board /departmental Committee, as the case may be. 2 Instructions contained in para-1 of this notification will stand effective immediately. All Ministries/Divisions/Departments are requested to ensure strict compliance of the aforesaid instructions.
