Accountability

Definition- is a form of liability that refers to who and for what and what is
accountable, which is understood as the obligation of the holder of the trust to
provide accountability, presenting and reporting all activities that are his
responsibility to the party who provides the trust has the authority to hold
such accountability.

Acquired By Any Public Officer or Employee and Providing for the Proceedings Therefor.

Agency – Ombudsman resolves disputes from a neutral, independent viewpoint.

Transparency
Definition- exists where the process of decision-making by those in power can be scrutinized by
concerned members of society. Transparency rests on a partnership: officials must make information
available, and there must be people and groups with reasons and opportunities to put information to
use.

Laws-  National Budget Circular No. 542, issued by the Department of Budget and Management
on August 29, 2012, reiterates compliance with Section 93 of the General Appropriations Act of
FY 2012. Section 93 is the Transparency Seal provision,.

Agency - Transparency Seal. To enhance transparency and enforce

accountability, all national government agencies shall maintain a transparency
seal on their official websites.

Responsiveness
Definition- exists where institutions and processes readily serve all stakeholders in a prompt
and appropriate manner so that the interests of all citizens are protected. Responsiveness also
refers to identifying and addressing built-in discriminatory practices affecting ethnic or minority
groups, including gender responsiveness, and the participation of all genders in governance
Laws- The Philippine Innovation Act Republic Act (RA) No. 11293
otherwise known as the “Philippine Innovation Act” was signed by President
Rodrigo R. Duterte on April 17, 2019. The law mandates the creation of the
National Innovation Council (NIC) that will steer the whole-of-government
coordination and collaboration and to remove the fragmentation in the
country’s innovation governance.
