Road Infrastructure and Safety Project.

Road Directorates
This buyer is a part of World Bank. Road Infrastructure and Safety Project. Road Directorates operates in Bosnia and Herzegovina. The Project is financed through an Agreement between the Borrower -the State of Bosnia and Herzegovina (BiH)- and the International Development Association (IDA). IDA will provide an amount equivalent to US$25 million. The Borrower on-lends, under subsidiary agreements respective parts of the proceeds of the Credit to the two Entities - the Federation of Bosnia and Herzegovina and the RepublikaSrpska. The implementing agencies are the two Entity Road Directorates, FBiHRD and RSRD, under the control of their respective Entities Ministries of Transport and Communications. The development objective of the Project is to assist BiH to reduce user costs on priority sections of the magistral and regional road network. This objective will be achieved through: (i) improving the condition of selected sections of the magistral and regional roads; (ii) the introduction of pilot output and performance based maintenance contracts; and (iii) assisting BiH in articulating a road safety strategy and in identifying priority activities to improve road safety. For road users, the project would lead to better road quality and a better level of services, leading to lower vehicle operating costs and time savings, as well as better road safety, especially in a context where the demand for transport is projected to continue growing rapidly. There are three components to the Project: Component 1: Rehabilitation of Selected Roads (US$ 24 million, Bank Financed Share US$19 million). This component will finance civil works to rehabilitate and repair 240 km of the trunk and regional road network in both entities during 2008-11. Component 2: Road Safety (US$ 5 million, Bank Financed Share US$5 million). The design of this component reflects the recommendations of the 2007 Road Safety Management Capacity Review. The component will finance the setup of a national road safety strategy and the associated national and Entity action plans. The component will also finance pilot measures in high-risks sections. Component 3: Technical assistance and capacity building (US$ 1 million Bank Financed Share US$1 million). This component will finance technical guidance on introducing output and performance-based maintenance (OPBM) for routine and winter maintenance in each Entity.
