The 10th amendment sets out the limits to the powers of the Federal government, as

such, it states that any powers that are not given to the federal government, the
responsibility falls on the states themselves. The powers mentioned are the
following; expressed powers, reserved powers and shared powers. There are a few
critics saying the 10th amendment is unnecessary but I digress.
