1. General
NO ex-stock, surplus or leftover materials are permitted to be used in ADNOC ONSHORE Projects
under any conditions, unless approved by ADNOC ONSHORE for special circumstances based on a
strong justification from the Contractor.
2. Purpose
The purpose of this procedure is to provide guidelines for procurement (small quantity) of permanent piping,
pipeline, tankage, critical packages, structural, electrical / instrumentations cables material from stockist to
ensure project quality requirements & inspection requirements are followed and complied. Stock procurement
will be considered for the following condition.
• If the quantity is very small and difficult to procure directly from mill - justification (manufacturer
decline / schedule).
• Urgent required for shutdown whether it’s planned or unplanned.
• Design or process change has occurred at the supplier /sub-supplier or Contractor, significantly
changing the material quantity.
• Post shipment non-conformity.
• Sub-tier suppliers with small quantity.
• Any other justification.
3. Scope
This procedure is applicable to all stock procurement (small quantity) of permanent project piping,
pipeline, tankage, critical packages (pressure parts), structural and electrical / instrumentations cables
with 3.1 and 3.2 certification for installation by the Contractor or Vendor.
- Contractor shall raise a written request for the Company approval indicating the specific items
required with limited quantities along with their technical description and requesting to procure from
stockiest.
- Contractor shall ensure all consumables and other materials required to execute the Project,
including materials used for fit-ups, transportation, temporary supports …etc. are in full compliance
to the applicable requirements.
- Contractor's Quality system shall ensure the following, as a minimum, during procurement:
o Purchase orders contain all the applicable, approved, and accurate Specification.
o Complete technical data, test, inspection, and documentation requirements.

6. Applicable Standards
- The latest editions / revisions / addenda of applicable standards and engineering documents (at the time
of Contract award) shall be considered as listed in "Company Developed Standards", " Company’s
Amendments to SHELL DEP" and "SHELL DEP / MESC. Version of SHELL DEP and MESC
specifications shall be as mentioned in the Contract and shall comply to this guideline.
- The specifications and standards cover the minimum requirements for the performance of the works
under the EPC Contracts.
- It shall be the Contractor’s responsibility to obtain and be familiar with all codes and standards so
referenced. Requirements indicated in such codes and standards shall not supersede the requirements
of the Project scope of work but shall be complementary to it.
- In case of any conflict or confusion or doubt or un-clarity between the “Technical Provisions” of any
applicable specifications, standards, or codes. Contractor shall notify Company in writing and report
the case with the detailed recommended suitable resolution for Company approval with consideration
that Contractor shall apply the most conservative norms which assure the highest safety, integrity,
lowest risk /hazard, and highest Quality levels.
- The following order of precedence shall govern as a general principle, unless otherwise directed in
writing by Company:
i. UAE Local Codes & Regulations.
ii. Scope of Work.
iii. Data Sheets.
iv. Specific /Project Standards.
v. Company general developed standards, procedures, and specifications.
vi. Company amendments to Shell DEP, and all referenced codes and standards.
vii. Company HSE Manual and Company HSE Risk Management.
viii. SHELL DEP / MESC specifications.
ix. International codes & standards.
- In cases of conflict, when the order of precedence does not otherwise specify among documents, the most
stringent requirement shall apply. In cases of conflict between documents in the same level of the
hierarchy, the most stringent requirement shall apply. In all such conflict cases, CONTRACTOR shall
provide its interpretation in writing of the most stringent requirement for Company’s Approval utilizing a
Technical Query sheet. In all such cases of conflict, Company’s decision shall be final.
7. Exclusion
All tagged items like Valves, Rotating Equipment, Static Equipment, Control Panel ... etc are
manufactured as per the project specification and not covered under this procedure.
8.2 Company
VP (P&C)
• Verify SMR endorsements by PMT & SPM and approve.
• Issued to PQD for review and approval.
• CONTRACTOR shall submit ITP for each combination of similar items to include all the testing &
verification stages, acceptance criteria, and intervention of all parties and shall be approved by ADNOC
ONSHORE before commencement of related works. Refer attachment -3 for ITP requirements.
• ADNOC ONSHORE has the right at any time to request additional verification test if deemed
necessary, at the CONTRACTOR’s cost.
• Contractor shall arrange their Inspector, approved by ADNOC ONSHORE, for all Witness and Hold
points. ADNOC ONSHORE will arrange their TPI as per their intervention in the ITP.
• All material shall be physically inspected, and traceability verified with heat no to their respective
Material Test Certificates & Mill Authentication by Contractor Inspector and ADNOC ONSHORE
representative. Check test samples shall be identified in presence of Contractor Inspector and samples
shall be stamped by Contractor inspector. Visual, Dimensional, PMI and Material Certificate review
shall be completed prior to check testing.
• Check testing shall be performed under the witness of Contractor Inspector & ADNOC ONSHORE
Inspectors as per approved ITP.
• Mechanical tests (Tensile & Impact) may be exempted for fittings & flanges for 2” and below due to
size, thickness & geometry of the material. However, all other tests such chemical, hardness, corrosion
etc. shall be performed.
• The microstructure of ferritic-austenitic stainless steels forgings shall be examined to assess the ferrite
content and presence of detrimental phases, as applicable.
• After completion of the check-testing, Contractor shall submit closeout with all lab test reports,
endorsed MTC for closeout of SMR. Refer SMR approval process map in Attachment-1.
• SMR log shall be maintained, updated, and submitted its status on monthly basis SMR process shall
be applicable for all projects.
• For Electrical & Instrumentation stock material & check testing requirements refer “scope of testing”
Attachment -1.
• In case any modification of flanges, fittings done by the stockiest/Vendor, manufacturer shall provide
letter of authorization with original MTC reflecting changed dimensions.
• The Inspection & Test requirements included in the ITP format (Attachment-3) are minimum to be
used as guidelines.
• In the case of materials stocked with a Material Test Certificate Type 3.2 by an independent third party,
subject to all laboratory report attached with the MTC and signed by TPI as witnessed, So verification
testing is not required, only tests that have not been performed will be required.

6. Tensile & charpy impact test to be exempted for fittings & flanges ≤ 2”.
7. W – 100% witness, RW – minimum 10% witness per item to be done on each Heat no.

9. All the above inspections mentioned in the above table shall be witnessed by Contractor independent TPI &
Company Inspector
