Trouble shooting Crash Services windows

I was about to post this issue but found this post. I typed "run" in the search box that came up when I
clicked the

1. lower left corner Windows icon, and then

2. typed "msconfig" in the box marked "Open" that came up.

3. When the multi-tab popup labeled "System Configuration" came up, I chose the third tab "Services"
and scrolled way down to "Windows Error Reporting Service"

4. and unchecked the box next to it and then clicked "OK".

5. I closed the "System Configuration" window down and then re-opened it by following steps 1 to 3

6 .I noted that it said "disabled on date" next to Windows Error Reporting Service

Now Control panel works OK
