We only use wether:

1. The sentence starts with the conjunction

Whether I’ll get there in time for Hery’s lecture, I don’t know

2. When we use an infinitive with to.

Whether to go or not depends on the weather.
I can’t make up my mind whether to buy a car or wait until the prices go down.

3. After prepositions
There was a lot of discussion about whether Ringo should have his tongue
pierced or not.
