Instructions for the Board of Election Inspectors

1. Accomplish the first copy (first page) * of the election

returns (ER) at the precinct level during the actual
counting of votes.
2. Record on the proper box the votes for each candidate
by a vertical line except every fifth vote for the same
candidate which shall be recorded by a diagonal line
crossing the previous four vertical lines.
3. Initial (authenticate) all corrections made in the ER.
4. After all valid ballots have been read and tallied, sum
up the votes recorded for each candidate, and record
the total votes, in words and in figures, on the proper
column. Make sure that the number of votes in words
tally with the number of votes in figures for the same
candidate. Both votes in words and figures should
likewise be the same as that of the tallies made on the
preceding boxes.

6. Close the entry of votes for each candidate by
signing and affixing the imprint of your right
thumb mark on the blank boxes following the
total of the last batch of ballots tallied or on the
first box if the candidate did not receive any vote.
7. Supply the data required in the Data on Voters and
Ballots and the Data on Precinct and Polling Place.
8. Accomplish the certification portion by signing your
names and affixing your thumb marks thereon.
