This pertains to the evaluation conducted by this Directorate on the explanation/answer submitted by the following-named PNP personnel assigned with Police Regional Office 9 and applicant for the 1* Quarter PLTCOL Continuous Promotion Program CY 2022 relative to the request for Special Promotional Physical Fitness Test (PFT): ie Rank/Name : PMAJ ANNALIE M FRANCISCO | Pregnancy PMAJHINGMING C LADJAALI | Inflammatory Arthritis considered | Spondyloathropathy | Reasons3. Further, a special PFT for Promotion for the National Headquarters, Police Regional Offices, Special Action Force and Aviation Security Group was simultaneously conducted on November 9, 2021 wherein all PNP personnel who were marked as “NO GO” in CY 2019 were given the chance to take PFT. 4, PMAJ FRANCISCO failed to perform PFT CY 2019 due to pregnancy and undergone Caesarian Delivery on August 29, 2019 based on the medical certificate issued by Ciudad Medical Zamboanga on September 7, 2019. Likewise, she submitted result of PFT issued by RSTU 9 marked as “NO GO’ with written remark “Pregnant” dated July 4, 2019. 5. The PFT result dated July 4, 2019 submitted by PMAJ FRANCISCO was marked "NO GO" with written remark “Pregnant” when in fact, it should be marked “DEFFERED” instead. However, this does not justify the absence of PMAJ FRANCISCO on the Special PFT for Promotion on November 9, 2021 as she was still categorized as “NO GO" 6. On the other hand, PMAJ LADJAALI failed to perform CY 2019 PFT due to Inflammatory Arthritis considered Spondyloathropathy as substantiated by the Medical Certificate issued by Dr. Manuel H Espaidon, Jr. M.D. FPOA dated June 15, 2019. However, PMAJ LADJAALI should have submitted himself at the Regional Health Service (RHS) for medical evaluation and assessment whether or not he will take the PFT. 7. The simultaneous conduct of special PFT on November 9, 2021 was not only intended for promotional purposes only but also to accommodate all personnel who were evaluated as “NO GO" in CY 2019. PMAJ FRANCISCO failed to explain her absence on the scheduled special PFT while PMAJ LADJAALI also did not submit himself for medical evaluation at RHS. These circumstances do not exempt them from the mandatory PFT 8. As aresult, the explanations of subject PCOs do not merit any consideration for the apparent negligence of the subject PCOs. Thus, it is highly recommended to initiate the Pre-Charge Evaluation/Pre-Charge Investigation pursuant to PNP MC No. 2020-029 dated April 20, 2020 entitled: Revised PNP Comprehensive Health and Physical Fitness Program, which specifically state that: a. No. 15/Para 7 (Procedures), A PIVP female performer who is pregnant during the actual conduct of PFT or just undergone normal/caesarean delivery as determined by the PFT Doctor shall not be marked with “NO GO" or "FAILED" but instead her PFT shall be marked DEFERRED. Her PFT grade from the previous PFT shall be carried over as her final grade for that particular PFT period; b. No. 4/Para 7 (Procedures), The HS through the duty medical officer shall determine whether or not the participant shall take the PFT based on his/her medical evaluation; c. No. 14/Para 7 (Procedures) Comprehensive PFT with passing result will be a mandatory requirement for promotion, graduation from any schooling, recruitment and others as required, andd. No. 6/Para 13(General Guidelines), PNP uniformed personnel who failed to undergo and/or absent during the required/scheduled PFT will be given another chance to undertake the PFT on a special date to be ‘scheduled by the DHRDD and the HS. Should they fail to undergo the PFT during the prescribed special date, they shall be endorsed to the DPRM by the DHRDD and HS or its respective equivalent offices in PROs/NSUs for appropriate personnel action (Medical screening, attritic re-charge, and etc. 9. Moreover, provide this Directorate copies of PFT results as one of the requirements for promotion submitted by the subject PCOs since they were promoted to next higher rank pursuant to DPRM General Orders Number NHQ-GO-PR-2022- 518 dated March 1, 2022 entitled: ‘PROMOTION’. Further, pursuant to PNP MC No. 2021-108 dated July 27 2021 entitled: Revised Policies, Guidelines, and Procedure Governing the PLTCOL Continuous Promotion Program, which specifically state that ‘a. Letter {/No. 8/Phase 2/No.6 (Procedures), The Promotion Committee shall submit the following documents for the approval of their respective Directors to be endorsed to the Promotion Board for confirmation: f) Result of special promotional PFT, and b. No. 12/Para b. (Disqualfications), Those who failed in the special promotional PFT or any of the past two consecutive PFTs or failed to take without valid and acceptable reason as validated by the PNP Health Service 40.Further, submit to this Directorate the results of action taken for reference. 11.
