REORGANIZATION OF BARANGAY ECOLOGICAL SOLID WASTE

MANAGEMENT COMMITTEE (BESWMC)

WHEREAS, the Local Chief Executive have the primary responsibility in carrying
out the mandate of implementing the Ecological and Solid Waste Management Act of
2000 within their respective jurisdiction;

WHEREAS, under Section 10 of RA 9003 emphasizes the vital role of the

Barangay in the successful implementation of the program, particularly in the
segregation, collection and recycling of waste at source;

WHEREAS, DILG MC. No. 2004-151 mandates the reconstitution/reorganization

of the Local Solid Waste Management Boards and updates on organized Ecological
Solid Waste Management Committees of Barangays;

WHEREAS, the recently concluded barangay elections resulted to a new set of

barangay officials and functionaries;

NOW, THEREFORE, I _________________________, Punong Barangay of

_______________, _________________, Bulacan by virtue of the power vested in me
by law, do hereby reorganize the Barangay Ecological Solid Waste Management
Committee which shall be compose of the following:

SECTION II. DUTIES AND FUNCTIONS

1. Formulate community Solid Waste Management program consistent with that

of the municipality, policies and plans to implement the program; pobslicies,
and plans to implement the program shall include strategies such as, but not
limited to, the following, engineering, enforcement, and entrepreneurial;
2. Be responsible for the segregation and collection of solid waste;
3. Establish within the barangay or cluster of barangays a Material Recovery
Facility (MRF)
4. Allocate barangay funds for the program
 5. Organize a core of area/street coordinators through the conduct of trainings
for barangay residents on segregation, composting, recycling and livelihood
opportunities, and monitor their implementation;
6. Integrate the ESWMC in the barangay development plan and/or annual
investment program;
7. Find alternative sources of funds other than the regular barangay budget, and
8. Submit a monthly report to the city or municipal ESWMC, copy furnished the
DILG local office.

SECTION III. EFFECTIVITY. This order shall take effect immediately.
