skyscraper in the park," an idea that is today ubiquitous. Whether in relatively complete examples like Brasilia and
Chandigar, India (where new cities were built from scratch), or in partial examples such as the skyscraper parks
and the high-rise housing blocks that have been built in cities worldwide, the Le Corbusier vision has truly
transformed the global urban environment.
Le Corbusier's "Contemporary City" plan has often been contrasted to Frank Lloyd Wright's "Broadacre"
(p. 325), and the comparison of a thoroughly centralized versus a thoroughly decentralized plan is indeed striking.

Editors' Introduction
Puzzled by why some of New York's parks and plazas were well used while others were almost empty, the New
York City Planning Commission asked sociologist William Whyte (1918-1999) to study park and plaza use and
help draft a comprehensive design plan for the city.
Whyte's lucid writing on planning and design gave him great credibility. Hunter College appointed him a
Distinguished Professor, and the National Geographic Society gave him the first domestic ~expedition grant"
they had ever made.
Whyte worked with bright young designers and planners at the New York City Planning Department, Hunter
College sociology students, and other talented people he drew to uThe Street Life Project.~ This team produced
an exceptional study of how people use urban space and a set of urban design guidelines for New York that have
been widely praised and used in New York and many other cities.
The Street Life Project is an excellent example of how to do urban research. Whyte formed hypotheses about
how people use urban space. Then he tested each hypothesis by filming people using different plazas and parks
in New York City and carefully analyzing the films. His results were often startling. Some initial hypotheses were
validated, but Whyte found that he had to reject or modify many others that had seemed intuitively obvious. For
example, Whyte hypothesized that the number of people using a plaza would be related to the amount of space
or its shape. Big parks should have more people than little ones. A long skinny strip park should have fewer people
than a rectangular one. But Chart 1 {Figure 1) shows that is not the case. New Yorkers use tiny Greenacre Park
much more than the much larger J.C. Penny Park. One of New York's most popular parks is just a long, narrow
indentation in a building. Whyte eventually concluded that the amount of sittable space in a park or plaza was much
more important than either the total space or its shape.
Most writing on urban design ignores gender differences or is written from a male perspective with a separate
section on design implications for women. Whyte is one of the few authors to notice gender and to weave its
significance into the fabric of his study. He noticed that women are more discriminating than men as to where they
will sit and are more sensitive to annoyances. He concluded that if a plaza has a high proportion of women, it is
probably a good and well-managed one.
William Whyte's ideas have had a wide impact. The New York City Planning Commission held hearings on his
recommendations and, after much debate, adopted many of his suggestions as requirements or guidelines for new
development. Sharon Zukin (p. 136) describes how a public-private partnership inspired by Whyte's ideas tore
down walls isolating Bryant Park from the street, put in sittable space and food, and transformed a dangerous,
little· used park into one bustling with life, while at the same time evicting many homeless park uresidents" and raising
troubling questions about who should control public space and prescribe how it is to be used.
