23 Rules

23 is played with a deck of 66 cards numbered 1 to 23, with one


"1" card, two "2" cards, and three each of the cards “3‐23”.
Additionally, you have Bonus chips (green) and Penalty chips
(purple).

Shuffle the deck and randomly play with:


2 players = 30 cards, 3 players = 45 cards, 4 players = 60 cards.
The “1” card must be part of the deck and cannot be discarded by
a player.

Deal each player:


 15 cards – players only keep 12 cards, discard 3 cards.
 1st round, each player also receives 3 Bonus chips.

Play:
 The player with the “1” card starts by playing it.
 Then, in clockwise order, each player can do one of the
following:
o Play cards out to the table (1 or more cards with
the same value)

If the cards have a value that is equal to or one


higher than the last card played, no Penalty chips
are gained. If the cards are more than one higher
than the last card, the player receives 1 Penalty
chip for each value that is skipped (i.e. playing a 4
on a 1 would get you 2 Penalty chips for skipping
the 2 and 3).

A player may use one or more Bonus chips before


playing a card. For each Bonus chip played, he
may increase or decrease the value of the last
card played by up to five.

If a player plays the last card from their hand they


may discard 3 Penalty chips.

o Pass (and take 1 or 2 Penalty chips)

If a player chooses to pass, they take 1 Penalty


chip and play moves to the next player.
Alternatively, they can pass and force the next
player to play a card(s) by taking 2 Penalty chips.

o Drop out of the round (and take Penalty chips


equal to the number of cards left in the players
hand)

The round continues until all players have either played the last
card from their hand, or have dropped out of the round. Play two
rounds and whoever has the fewest Penalty chips left wins. For
each Bonus chip you have left at the end of the second round,
remove 2 Penalty chips from your play area.
