Thank you for bringing the above Planning Application to my attention. Although no recorded Public
Rights of Way cross the site, the site is well placed within the heart of the rights of way network as
acknowledged in the Design and Assess Statement which accompanies the proposal. Please find
attached an extract from the Definitive Map of Public Rights of Way on which I have plotted the
application site boundary for your information.

There is a variety of opportunity to provide safe and suitable pedestrian access to the site via Public
Footpath E13 and the Melton Borough Council permissive footpath which crosses the river and
continues along the disused railway line to Asfordby Road. Both these routes would provide useful and
convenient non-motorised access to the Waterfield Leisure Centre and recreation facilities at Wilton
Park and the shops and market off Nottingham Road. I would consider it essential to the sustainability
of the site to secure and improve access to both these pedestrian routes.

The development will directly increase the footfall along Public Footpath E13 as new residents use it to
access facilities in the town and the wider recreational network. I would therefore seek a contribution
for the improvement of Public Footpath E13 from the developer to comply with Government guidance
in the NPPF, the CIL Regulations 2011 and the County Councils Local Transport Plan 3, in the interests
of encouraging sustainable travel to and from the site, achieving modal shift targets, reducing car use
and encouraging direct access to the recreational rights of way network.

I would be grateful if the above comments could be considered in the decision making process and also
passed to the applicant. If further information is required please contact me directly or via the Safe and
Sustainable Travel Team on (0116) 305 0001 or footpaths@leics.gov.uk
