1. The Handbook on Policies and Guidelines for Special Education discussed and
distributed during the 1987 Orientation Conferences in SPED in the different regions
of the country embodies the general principles of Special Education in the
Philippines. These policies were developed in a series of consultative conferences
participated in by school administrators, teachers, concerned parents, the gifted and
handicapped individuals themselves, professionals and community leaders.
2. Compliance with these policies and guidelines by all concerned is deemed necessary
towards providing equitable access to educational opportunities and achieving
quality education. Likewise, reinforcement of efforts of both government and non-
government sectors in the implementation of these is hereby enjoined.
3. This Order supersedes all existing policies and guidelines concerning special
education.
4. Wide dissemination of the contents of this Order is desired.

1987 Policies and Guidelines for Special Education. Ministry policy and guidelines to assist
school boards in developing programs and services that enable students with special needs
to meet the goals of education.

2.—A child with special educational needs shall be educated in an inclusive environment
with children who do not have such needs unless the nature or degree of those needs of the
child is such that to do so would be inconsistent with— (a) the best interests of the child as
determined in accordance with any assessment carried out under this Act, or (b) the effective
provision of education for children with whom the child is to be educated.

Bilingual Education is defined operationally as the separate use of Filipino and English as
media of instruction in specific subjects. 117 dated January 30 1987 empowering the
Secretary of the Department of Education Culture and Sports to issue such rules regulations
and appropriate issuances to ensure the effective implementation of the provisions of the
aforesaid executive issuance.

Implementing Guidelines on the Special Program in Sports (SPS)

1. To address the needs of talented students in the different sports disciplines, the
Department of Education (DepEd) shall implement the Special Program in Sports
(SPS) in regular high schools, which have the capacity to implement and sustain the
program in terms of trained teachers, facilities and equipment.

2. In view of this, the DepEd issues the enclosed Implementing Guidelines on the


Special Program in Sports (SPS) for the information and guidance of secondary
school heads who wish to offer the SPS.

3. All other provisions of DECS Memorandum No. 242, s. 2000 entitled Implementing


Guidelines for the Pilot Testing of the Special Sports Program at the Secondary
Level and DepEd Order No. 46, s. 2012 entitled Policy Guidelines on the
Implementation of the Special Curricular Programs at the Secondary Level, Item No.
3, which are inconsistent with these guidelines, are hereby rescinded.

4. Immediate dissemination of and strict compliance with this Order is directed.
