Haryana Enterprises “The State of Haryana is well-positioned to play acritical role in advancing the national economy. With the changing world and new technologies coming to the fore, the Union Government has launched several path breaking initiatives. Haryana is determined to strengthen its development efforts with renewed focus on making factors of production competitive, easing the regulatory burden on the industry, developing MSMEs, enhancing productivity and leveraging technological prowess. The Haryana Enterprises and Employment Policy-(HEEP)-2020 takes cognizance of the national initiative of Atmanirbhar Bharat Abhiyan and provides institutional and functional supportto achieve the goals. The Policy identifies five pillars for growth, namely, Industry Competitiveness, Balanced Regional Growth, Export Development, Innovation & Entrepreneurship and Robust Industrial infrastructure and is ascertained to generate 5 lakh employment opportunities. 1 am confident that the policy would act as a cornerstone for the development of the State and make it a leading destination for both domestic and global investments and increased exports.” Manohar Lal Chief Minister, Haryana “The Haryana Enterprises and Employment Policy-2020 lays a strong foundation for industrial development of Haryana. The holistic development is envisaged for the State and a special focus is provided on rural industrial development, women economic empowerment, MSMEs and Start-ups development. The shift from only Enterprise Promotion in 2015 to Enterprise and Employment Promotion in 2020 is the result of a well thought out strategy for these times. This policy placesaspecial emphasis on the development ofthe MSME sector and theirbusiness growth as ithas beenagreatemployment generator. ‘The policy envisages bringing ona paradigm shift from being only a regulator toa facilitator of industries & enterprises in order to boost investment and employment generation. The Policy has enumerated many lucrative incentives to Ultra Mega Projects, Mega projects and enterprises in the Thrust Sectors in the form of investment subsidy in lieu of net SGST, interest subsidy, employment generation subsidy and stamp duty refund amongst others. Itisexpected that HEEP 2020 will provide an impetus to the start-up ecosystem in the State and help Haryana to become a global investmenthub. A. K.
