Question 1:
Identify and give an overview of THREE (8) stages of strategic management process
introduced by Fred R. David (2009) that organizations are using to gain competitive
advantage.

Analyze the importance of FOUR (4) internal factors in strategic management environment
in order to achieve the company’s objectives.

Question 3:
Many organizations today develop a vision statement that answers the question “What do we
want to become?” Developing a vision statement is often considered the first step in
strategic planning then followed by the development of mission statement.
a) Explain the principal value of a vision and a mission statement.

b) Why and when is there likely to be conflict between them?

Question 4:
Malaysian government has its own strategy to strengthen the public service capability
including the human capital. Discuss FIVE (5) strategies to strengthen human resource
capability in the public service in order to produce knowledge workers (k-workers).

Question 5:
High performing public sector is defined by the high quality of results it produces for the
people. The evidence indicates that the high performance is created and sustained by
combining specific cultures, competencies and processes as an integrated system. Based on
this statement, you are required to scrutinize SIX (6) catalyst approaches introduced by
government to increase the high performance culture in public sector.
