A RESOLUTION RECOMMENDING FOR THE APPROVAL OF BFP ATHLETICS
UNIFORM (LOWER GARMENT)
WHEREAS, by virtue of Bureau Order No, COM No. 2015-007 dated 21 January
2015, reconstituting the BFP Uniform Committee and its Secretariat - the sole body
designated to conduct research, develop designs, and formulate policies on BFP
Uniforms including its insignias, national patches, badge and other accoutrements worn
by the Personnel of the Bureau of Fire Protection;
WHEREAS, being a uniformed organization where discipline is vital and judged,
in part by the manner in which a BFP member wears a prescribed uniform. Therefore, 2
neat and well-groomed appearance of a firefighter whether in or not in uniform, on or off
duty is fundamental to the organization and contributes to the building of its pride and
image;
WHEREAS, the Uniform Committee, upon the guidance of the Chief, BFP,
commits to improve the image of the BFP personnel through its uniform. Hence, the
committee came up with a proposal for the design and technical specifications for BFP
Athletics Uniform (lower garment) consisting of jogging pants and shorts;
WHEREAS, the physical fitness program has been an integral part of the
organization's efforts to ensure that health and appearance of its members are in sound
condition to effectively address the physical demands of the job;
WHEREAS, having a standard BFP Athletic Uniform to be worm during all
outdoor, physical fitness and athletic activities is important not only to provide distinction
from other agencies of government but also gives us a sense of pride and honor being a
member of the Bureau of Fire Protection;
WHEREAS, the Vice Chairperson, CINSP RANDOLPH V BIDES has presented
to the committee members during one of its regular meetings, the proposed design for
athletic uniform which is composed of jogging pants and short pants, and discussed it in
detail its technical specifications, especially its fabric, colour and design;
WHEREAS, the BFP jogging pants and shorts shall have its appearance and
technical specifications as hereunder proposed:
General Description:
Jogging Pants
Midnight blue colour; 100% polyester fabric without interior lining, with two (2)
side pockets and one (1) back pocket with zipper. Acronym BFP (Rockwell font) in
tangerine printed rubberized two (2) inches below the edge pocket on the left side of the

WHEREAS, by virtue of Bureau Order No. COM-2015-007 dated 21 January
2015, the BFP Uniform Committee was reconstituted as the sole body designated to
‘conduct research, develop, design and formulate policies on BFP Uniforms including its
insignias, badge and other accoutrements to be worn by the uniformed personnel of the
Bureau of Fire Protection (BFP),
WHEREAS, pursuant to the directive of the Chief, BFP thru memorandum dated
46 January 2015, the BFPUC intends to institute a prescribed Delta or Tactical
Uniform that shall serve as the official field uniform of all Uniformed Personnel;
WHEREAS, the features of the new Delta or Tactical Uniform shall be an
‘amended mekeover of the previous designs taking into consideration the observations
and suggestions of personnel assigned in the field;
WHEREAS, after a series of design concepts and modifications, 2 final proposal
for the new appearance of the Delta Uniform was presented by CINSP RANDOLPH V
BIDES, BFPUC Vice Chairperson;
WHEREAS, to establish the standard design of the BFP Tactical or Delta
Uniform, the following significant specifications with attached detailed descriptions are
hereby proposed as follows:
UPPER DELTA UNIFORM
(General Description)
Double layered fabric: Fabric shall be: double layered on shoulders, elbows buttocks
‘and knee part of the uniform. It wll be sewn in criss-cross manner with a tem distance
stitch.

‘A RESOLUTION FORMALLY RECOMMENDING TO THE CHIEF, BFP FOR THE
APPROVAL OF THE BFP MESS DRESS UNIFORM FOR OFFICERS.
WHEREAS, by virtue of Bureau Order No. COM-2017-060 dated 03 August 2017,
the BFP Uniform Committee has been reconstituted as the sole body designated to
conduct researches, develop designs and fo-mulate policies on BFP Uniforms including
its insignias, badge and other accouterments to be worn by the uniformed personnel of
the Bureau of Fire Protection (BFP);
WHEREAS, the BFP Uniform Committee headed by its Chairman - SSUPT
ROMEL C TRADIO upon the guidance of the Chief, BFP - DIR LEONARD R BANAGO-
undertake the creation of the BFP Mess Dress Uniform for Commissioned Officers of the
Bureau of Fire Protection;
WHEREAS, the Mess Dress uniform shall be worn during official banquets of the
BFP and in attending dinner receptions of other uniformed services. Hence, with the
directive from the Chairman, SSUPT ROMEL C TRADIO instructed SUPT RANDOLPH
V BIDES being the committee artist to core up with different proposals for the mess
dress uniform which must be distinct to the fire service personnel;
WHEREAS, the BFP-UC Chairman convened the committee for a series of
meetings to discuss the design and specifications of the BFP Mess Dress and invited a
number of tailors to come up with their prototypes, however, only ADARA Men's Wear
‘submitted their proposals for the evaluation of the committee;
WHEREAS, the Mess Dress Uniform will have its appearance and technical
specifications as hereby proposed;
General Description:
The Mess Dress for BFP Officers wil be in Oli Cassini Navy Blue. The pants for
men and long skirt for ladies shall have a black satin and red textile piping on its sides as
properly described in its specifications, to wit;

WHEREAS, by virtue of Bureau Order No. GOM No. 2015-070 dated 02 October
2015, the BFP Uniform Committee has been reconstituted as the sole body designated
to conduct researches, develop designs and formulate policies on BFP Uniforms
including its insignias, badge and other accoutrements to be worn by the uniformed
personnel of the Bureau of Fire Protection (BFP);
WHEREAS, the BFP Uniform Committee upon the guidance of the Chief, BFP,
commits to improve the image of the agency by developing the new BFP Logo, coat of
arms, BFP national patch, pins and buttons, flags and star ranks standards, cap device,
chevrons, shoulder boards and loops and buckle in sync with the mission and goals of
the agency towards modernization.
WHEREAS, SUPT RANDOLPH V BIDES presented the proposed designs and
specifications for the new BFP Logo, coat of arms, BFP national patch, pins and
buttons, flags and star ranks standards, cap device, chevrons, shoulder boards and
loops and buckle to the members of the committee and was subsequently approved by
the Chairman, SSUPT CARLITO B OCENA;
WHEREAS, the specifications, designs and symbols for the new BFP Logo, coat
of arms, BFP national patch, pins and buttons, flags and star ranks standards, cap
device, chevrons, shoulder boards and loops and buckle, are hereby presented as
follows;
WHEREAS, the logo and coat of arms and shall consist of the firefighters’ Malta
Cross, an international symbol for firefighters that signifies endless SERVICE, selfless
COURAGE and HONOR (also presented in the Official Seal ofthe BFP). The rays shall
have representations essential to the fire service; Helmet and trumpet shall be on the
upper ray which signifies dedication in fire prevention and suppression thereby giving
alarm in times of emergency; the Star of life placed at the right side ray represents a
life saving agency that provides emergency medical care services; the Fire Code &
Magnifying glass at the lower ray signifies the law which the BFP enforces without
favour and consideration. It also represents continuous Fire Safety Education and
conduct thorough investigation on fire occurrences and giving appropriate penalties to
those who violate. The Crossed (tied) axe and eight rings at the left side ray
represent the search and rescue services which symbolize teamwork and coordination
with other agencies. The Red, Yellow, White and Blue Diamond signify the

WHEREAS, by virtue of Bureau Order No. COM No. 2015-070 dated 02 October
2015, the BFP Uniform Committee has been reconstituted as the sole body designated
to conduct researches, develop designs and formulate policies on BFP Uniforms
including its insignias, badge and other accoutrements to be worn by the uniformed
personnel of the Bureau of Fire Protection (BFP);
WHEREAS, the BFP Uniform Committee upon the direction of its Chairman,
SUPT CARLITO B OCENA and guidance of the CHIEF, BFP, DIRECTOR ARIEL A
BARAYUGA, CEO VI intends to initiate a makeover of the BFP Ball Cap to be worn by
all Personnel when wearing the Tactical or DELTA Uniform;
WHEREAS, the new BFP Ball Cap has distinct appearance when wom by BFP
officers and personnel,
WHEREAS, the final proposal of the new BFP Ball Cap for the Tactical or Delta
Uniform was recommended based on several presentations made by SUPT
RANDOLPH V BIDES.

NON-OFFICER RANKS (NORs) OF THE BUREAU OF FIRE PROTECTION
WHEREAS, by virtue of Bureau Order No. COM No. 2015-070 dated 02 October 2015,
the BFP Uniform Committee has been reconstituted as the sole body designated to conduct
researches, develop designs and formulate policies on BFP Uniforms including its insignias,
national patches, badge and other accoutrements to be worn by the uniformed personnel of
the Bureau of Fire Protection;

for NORs to be worn during all official business transactions of the BFP and during its regular
working days shall impose the authority of the agency in implementing and enforcing its laws
to its constituents with respect, honor and dignity;
WHEREAS, SUPT RANDOLPH V BIDES presented to the Chairman. SSUPT
CARLITO B OCENA and to the members of the Committee in one of its regular meetings, the
proposed revised design of the Bush Jacket and Skir/Pants for Officers and the GOA for
NORs uniforms discussing in detail its technical specifications and make, especially, its fabric,
color and the modifications from its prior designs;
WHEREAS, the Bush Jacket, Skirt/Pants for Officers and GOA for NOR uniforms shall
have its appearance and technical specifications as hereby proposed;
General Description:
The Bush Jacket, Skirt and Pants for BFP Officers and General Officer Attire (GOA) for
NOR shall be in midnight blue color. The pants for men and skirt for ladies shall have a black
satin piping on its sides as properly described in its specifications, to wit;

WHEREAS, by virtue of Bureau Order No, COM No. 2015-070 dated 02 October 2015,
the BFP Uniform Committee has been reconstituted as the sole body designated to conduct
research, develop, design and formulate policies on BFP Uniforms including its insignias, badge
‘and other accoutrements to be worn by the uniformed personnel of the Bureau of Fire
Protection (BFP);
WHEREAS, the BFP Uniform Committee upon the directive of its Chairman, SSUPT
CARLITO B OCENA, with the guidance of the Fire Chief, DIR ARIEL A BARAYUGA, shall come up
with a new functional design for the BFP Activity Shirt that will serve as an activity shirt,
athletics shirt and an inner shirt to be worn by all Personnel of the BFP. For Non-Uniformed
Personnel (NUP) of the BFP, their activity shirt shall have a marking that will give them
distinction from the uniformed personnel as illustrated in the specifications;
WHEREAS, the new BEP Activity shirt shall be a modern concept and distinct for BFP
alone with a sporty look and provides smart appearance when worn by the personnel;
WHEREAS, SUPT RANDOLPH V BIDES, presented to the members of the committee
series of design concepts and modifications of the prototype shirt, and after several revisions 2
final proposal for the new appearance of the BFP Activity/Inner Shirt for the uniformed and
non-uniformed personnel is approved at the level of the BFP Uniform Committee;
WHEREAS, to establish a standard design for the BFP Activity/Inner Shirt as an amended
version of the previously approved Activity Shirt, the following specifications, design and color

A RESOLUTION RECOMMENDING TO THE OFFICER-N-CHARGE, BFP FOR THE
AMENDMENT OF THE BFP BADGE NUMBER OF ALL PERSONNEL,
WHEREAS, by virtue of Bureau Order No. COM No. 2016-077 dated 28 October
2016, reconstituting the BFP Uniform Committee and its Secretariat - the sole body
designated to conduct research and develop designs and formulate policies on BFP
Uniforms including its insignias, national patches, badge and other accoutrements wom
by the Personnel of the Bureau of Fire Protection;
WHEREAS, in view of the approved resolutions for the change of specifications
on uniforms including the agency coat of arms, logo, insignias and other emblems for
implementation come 2017, the BFP Uniform Committee upon the leadership of the
recently designated Chairman, SUPT ROMEL CG TRADIO, OIC for Directorate for
Personnel directed the members of the committee to discuss further the proposal to
change the badge number of BFP personnel for more functional reference and easy
identification;
WHEREAS, the Vice- Chairman SUPT RANDOLPH BIDES raised to the
Chairman and to other members of the BFP Uniform Committee that there is a need to
change the series of the badge number for the reason that a number of personnel are
not wearing their own badge and some have lost it already. The monitoring of the series
for the BFP badge is not also monitored properly. Since that there is a need to change
the badge as well, together with the pershing cap device and belt with the recently
approved BFP Logo, the timing would very well be to amend the badge number and
make it more functional in a sense that the reference for personnel identification would
just be one and the same;
WHEREAS, SUPT RANDOLPH BIDES advised the Secretariat and proposed to
the Chairman - SUPT ROMEL C TRADIO to amend the badge number of all personnel
and make the personnel account number to be the badge number since that the account
number is the basic and permanent reference of every uniformed personnel in the BFP;
WHEREAS, the proposal of the Vice-Chairman is unanimously concurred by the
members of the BFP Uniform Committee and approved by the Chairman - SUPT
ROMEL TRADIO with recommendation that this approved proposal be raised and
discussed during the Management Committee meeting for evaluation and approval,
WHEREAS, it was further discussed to the committee that the badge number for
Officers would start with a letter "O" then followed by a dash then the account number
to signify that he or she is an Officer. For NORs, the badge number would be their

Treatment Uniforms with specifications and design for the latter's appraisal;
WHEREAS, the committee further convened and discussed the materiality and
the practicability of the design, specifications and uses of the proposed Logo and
Treatment Uniforms;

WHEREAS, by virtue of Bureau Order No. COM No. 2016-077 dated 28 October
2016, the BFP Uniform Committee has been reconstituted as the sole body designated
to conduct researches, develop designs and formulate policies on BFP Uniforms
including its insignias, badge and other accoutrements to be worn by the uniformed
personnel of the Bureau of Fire Protection (EFP);
WHEREAS, the Chairman of the BFP Uniform Committee, SSUPT ROMEL C
TRADIO in one of its regular meetings discussed with the members of the committee
that the BFP Pershing Cap Buttons, Dress Blue Male/Female big buttons and Female
‘small pocket buttons must be changed since those are buttons used by the Philippine
National Police Officers and personnel. With the current standards set for uniforms and
the change of BFP Badge, Pershing Cap Device and including Belt and Buckle it is also
timely that the buttons should be made specifically for the BFP as well containing our
new logo and insignias;
WHEREAS, the BFP Uniform Committee Vice Chairman, SUPT RANDOLPH
BIDES presented a number of design proposals to the committee and requested VY
Domingo Jewellers to make prototype buttons containing the new emblem with specific
sizes for male and female and the standard size for the pershing cap;
WHEREAS, SUPT RANDOLPH BIDES upon receiving the prototype buttons
presented it to the committee for evaluation and after some adjustments to its design
and make the BFP Uniform Committee through its Chairman - SSUPT ROMEL C
TRADIO finally approved the BFP Pershing Cap Buttons and Buttons for Dress Blue
Uniforms Male and Female, presented as follows;

WHEREAS, the BFP Uniform Committee convened to discuss the creation of BFP
Jacket to be part of the list of uniforms of the BFP personnel;
WHEREAS, the Chairman SSUPT ROMEL TRADIO requested the committee
artist Vice Chairman SUPT RANDOLPH BIDES to come up with a concept and design
for the new BFP Jacket which must be simple yet elegant and shall bear the BFP Logo
on the left side.

members presented to the committee a finished product of the jacket and whereby after
some modifications and discussions with regards to its final make, the committee
approved its design;

BFP the new designs and specifications of the new BFP Logo, coat of arms, BFP

WHEREAS, the technical specifications as illustrated shall be the official reference
for the production of the jacket;
WHEREAS, the BFP Jacket can be worn over the Bush Jacket and GOA uniforms
when necessary or as appropriately in any given circumstance especially during official
travels and while attending conferences but not on the manner so as to conceal
fecognition or identification and must therefore be taken off when meetings and
conferences would commence:
WHEREAS, the BFP Jacket is part of the official list of uniforms of the BFP
Personnel and not a civilian garment that would be worn by anyone without due authority
for its wear;
WHEREAS, the jacket must be obtained only from legitimate suppliers who pass
the accreditation process of the BFP Uniform Committee by submitting their prototype
product for evaluation and approval;
WHEREAS, the Committee shall in no case declare any legitimate person or entity
@s a “duly-accredited supplier’ within the context of this resolution, without strictly
adhering to the specifications provided herein,
WHEREAS, the BFP Official Jacket shall be made solely by suppliers accredited
by the Uniform Committee. Anything that is nade outside the criteria and requirements
from one approved design shall be considered improper and poses a wrong
representation of the BFP. A revocation of accreditation or blacklisting of supplier as the
case may be, shall be initiated by the committee without prejudice to the filing of
appropriate administrative charges against BFP officerfpersonnel who facilitate the
acceptance and distribution of improper uniform;
WHEREAS, the secretariat of the Uniform Committee shall facilitate the
registration of the BFP Official Jacket at the National Historical Commission of the
Philippines (NHCP) upon approval of the Fire Chief.
WHEREFORE, the Committee RESOLVES, as it is hereby RESOLVED, to
recommend to the Acting Chief the approval of the official BFP Jacket and its subsequent
inclusion in the existing sets of uniforms of all personnel of the Bureau of Fire Protection.

WHEREAS, the technical specifications illustrated above shall be the official
reference for the production of the BFP Ball Cap;
WHEREAS, the prescribed BFP Ball Cap shall be the head gear for the Tactical
or Delta Uniform and it shall be worn by all uniformed personnel assigned in the lined
uniistation/office nationwide during "Heightened Alert’ status or on the account of
national emergencies and other similar situations,
WHEREAS, the prescribed BFP Ball Cap must be obtained only from legitimate
supplier/s who shall first present their prototype product for the perusal, evaluation and
approval of the Committee before accreditation is granted;
WHEREAS, the Committee shall, in no case, declare any legitimate person or
entity as a "duly-accredited supplier” within the context of this resolution, without strictly
adhering to the specifications provided herein. Anything made not in conformity with the
specification is unprescribed.
WHEREAS, Revocation of the certificate of accreditation or blacklisting of
supplier/s as the case may be, shall be initiated by the committee without prejudice to
