RESOLUTION URGING THE PARLIAMENT TO CALL FOR THE EXTENSION OF

THE TERM OF PRESIDENT RODRIGO ROA DUTERTE UNTIL 2025 DUE TO THE
COVID 19 PANDEMIC AND THE CONTINUING SURGE OF THE DELTA AND THE
OMICRON VARIANTS

Whereas, Republic Act No. 11054, Article V, Section 3. General Welfare. The Bangsamoro
Government shall exercise the power expressly granted, those necessarily implied therefrom, as
well as powers necessary, appropriate, or incidental for its efficient and effective governance and
those which are essential to the promotion of general welfare. XXX

Whereas, Under the 1987 Constitution, Article VII, Section 4. The President and the Vice-
President shall be elected by direct vote of the people for a term of six years which shall begin at
noon on the thirtieth day of June next following the day of the election and shall end at noon of
the same date, six years thereafter. The President shall not be eligible for any re-election. No
person who has succeeded as President and has served as such for more than four years shall be
qualified for election to the same office at any time.
No Vice-President shall serve for more than two successive terms. Voluntary renunciation of the
office for any length of time shall not be considered as an interruption in the continuity of the
service for the full term for which he was elected.
Unless otherwise provided by law, the regular election for President and Vice-President shall
be held on the second Monday of May.

Whereas, Batas Pambansa Blg. 881 or the Omnibus Election Code, Section 5. Postponement of
Election. When for any serious cause such as violence, terrorism, loss or destruction of election
paraphernalia or records, force majeure, and other analogous causes of such a nature that the
holding of a free, orderly and honest election should become impossible in any political
subdivision, the Commission, motu proprio or upon a verified petition by any interested party,
and after due notice and hearing, whereby all interested parties are afforded equal opportunity to
be heard, shall postpone the election therein to a date which should be reasonably close to the
date of the election not held, suspended or which resulted in a failure to elect but not later than
thirty days after the cessation of the cause for such postponement or suspension of the election or
failure to elect.

Whereas, Article IX of Republic Act No. 11054 or the Bangsamoro Organic Law, Section 22,
XXX The Bangsamoro Government shall protect and promote the right to health of the people
and instill health consciousness among them. It shall also uphold the peoples' right to have access
to essential goods health, and other social services that promote their well-being. The Parliament
shall enact appropriate legislation towards this end, including the regulation of the manufacture
and distribution of food, drinks, drugs, and tobacco in accordance with the policies, rules and
regulations of concerned national government agencies. The Bangsamoro Government shall
assist and cooperate with the National Government in the provision of quarantine services for the
prevention and control of epidemic and other communicable diseases. XXX

Whereas, Countries should continue to implement the effective public health measures to reduce
COVID-19 circulation overall, using a risk analysis and science-based approach. They should
increase some public health and medical capacities to manage an increase in cases.  WHO is
providing countries with support and guidance for both readiness and response1

Whereas, the most effective steps individuals can take to reduce the spread of the COVID-19
virus is to keep a physical distance of at least 1 meter from others; wear a well-fitting mask; open
windows to improve ventilation; avoid poorly ventilated or crowded spaces; keep hands clean;
cough or sneeze into a bent elbow or tissue; and get vaccinated when it’s their turn2

NOW THEREFORE BE IT RESOLVED THAT, parliament call for the extension of the term
of President Rodrigo Roa Duterte due to the Covid 19 pandemic and the continuing surge of the
Delta and Omicron variants.
