What do we mean?
• How many collection sites or
events are needed in a certain
geographic area
• Mandated in several state laws
for state or each program
• Others provide incentives to
collect in rural areas, such extra

• Combined with lbs targets in

Model
• No lbs targets, manufacturers
required to be in a program to
service all covered lbs from opt-in
counties
• Number of sites set in law/s – by
population density in IL, by
population bands in SC
• Deviations from required
number/substituting events allowed
by agreement in Plan
Other approaches and
targets
• OR/WA/VT – 1 per city over 10k
population, 1 in other counties with
targets
• HI – specific requirements in
amendments
• Lbs targets – can factor in to number
of sites even with convenience
mandates
Other factors
• Distance from collection site for all
population?
• How many are needed – major
shopping centers?
• WHO meets the requirements when
there are multiple programs?
• When are events sufficient and when
not?
